From: “The Contractor shall maintain and provide SUPSALV with an up-to-date copy of the call out list and specify emergency points of contact upon”

From: “Please ensure that the completed questionnaire is received at the following address no later than 20 May 2002. Inner envelope: RFP N00024-10R-4118.”
To: “Please ensure that the completed questionnaire is received at the following address no later than the closing date for receipt of proposals. Inner envelope: RFP N00024-14-R-4102.”
c. Attachment 1 now includes the following Cost/Pricing Instructions: “The Bidder is to fill-in Tables E1-E13 within the Attachment 1 Pricing Scenario excel spreadsheet. The ‘green’ cells are available for edit and ‘blue’ are locked down. Tables E1-5 are the Bidder’s proposed labor rates for contract year one plus four optional years. Tables E6-10 are the Bidder’s proposed scheduled equipment rates for systems within their control being offered to supplement the USN’s salvage systems, if any.. The currently entered system names with descriptions are for illustrative purposes only and are fully editable by the Bidder. Tables E11-13 are the Bidder’s proposed rates for Hazard Pay, Facility Rates, and G&A from the Bidders’ entries within Tables E1-13, thus the cells are locked down ‘blue’. The first five tables D1-Base though D1-Option 4 are for the non-operational equipment maintenance cost pricing scenario. The next five tables D2-Base through
D2-Option 4 are for the operational CURV21/Orion cost pricing scenario. The final five tables D3-Base through D3-Option 4 are the operational DeepDrone/SWISS cost pricing scenario.”
5. Under Section L – Instructions to Offerors The following has been updated:
a. All references to Microsoft Office products have been modified to request Microsoft Office 2003 or later format for proposal submissions.
b. Section 3.3 has been updated as follows:

To: “All written information shall be printed in ‘Times New Roman’ font, no smaller than Font Size 12, and on a single side of a standard letter page (8 ½ by 11 inches). Tables and Graphs may be submitted on (11 x 17) paper and count as a single page. No more than five (5) of such pages will be permitted.”

To: “To demonstrate organizational experience each offeror shall provide a past performance reference information sheet in the format of Attachment 4 of Section J for contract performed in the last four (4) years that were similar to the work described under this RFP. Attachment 4 may be provided to previous customers for completion and forwarded directly to Stacy Kirsch at stacy.kirsch@navy.mil so as to maintain confidentiality of the responses regarding the offeror’s performance on relevant projects of similar size and scope.”
6. NAVSEA Responses to questions received from potential offerors are shown below:
Question 1: What is the DPAS Rating?
NAVSEA Response: DPAS is not applicable to this contract.
Question 2: Should the contract read “N00024-14-R-4102”?
NAVSEA Response: Yes.
Question 3: Please confirm that the correct RFP issue date in block 5 is 30 September 2013.
mailto:stacy.kirsch@navy.mil
NAVSEA Response: Yes
Question 4: Please confirm the correct proposal due date is 14 November 2013.
NAVSEA Response: The original proposal due date was 14 November 2013 and has been extended to 4 December 2013 by this Amendment.
Question 5: Rate tables are not listed. Please confirm rate tables that should be used.
NAVSEA Response: Rate Tables can be found in Attachment 1 Pricing Scenario, Schedule E, tables 1-5.
Question 6: Should the following sentence in Section C, page 20, Call Out Sheet, Paragraph 8 read “The Contractor shall maintain and provide SUPSALV with an up-to-date copy of the call out list and specify emergency points of contact upon request”?
NAVSEA Response: Yes.
Question 7: Under FAR 52.222-42 in Section I, page 52 should the classes of services be identified as “none” under this clause or will the Government be identifying specific classes of services under this clause?
NAVSEA Response: FAR 52.222-42 in Section I, page 52 is not applicable to this contract since the Department of Labor has determined that due to the number and classification of workers to be employed, and the uniqueness of the position duties, that no wage determinations would be issued and that the requirement was therefore exempt from the Service Contract Act. FAR 52.222-42 has been deleted.
Question 8: Under FAR 52.243-7 in Section I, page 53-54, paragraph (d) contains a blank representing the time frame within which the Contracting Officer shall respond to the Contractor’s notice. What number of calendar days should be inserted here?
NAVSEA Response: Neither paragraph (b) nor (d) should have this timeframe completed, it is a matter for negotiation and will be completed upon award.
Question 9: Please confirm that Section I, page 68 should be blank.
NAVSEA Response: This is a separation page preceding Section J and is intentionally left blank.
Question 10: The Attachment 3 provided in the proposal packet was a letter template titled “Personnel Letter of Commitment”. This appears to be an error. If so, please provide Attachment 3 DD form 254.
NAVSEA Response: The DD 254 has been uploaded to FBO as an attachment along with this amendment. The Personnel Letter of Commitment is still required to be submitted for all proposed key personnel.
Question 11: Section L, page 99 states “Electronic format shall be Microsoft Power Point 2003 format and the presentation may be stored on a CD or DVD. Page 98 – Section 3.3 calls for Microsoft Power Point 2003. This conflicts with previous guidance that the Oral Presentation should be Microsoft Power Point 2010. Please confirm that the Electronic Copies of the Oral Presentation shall be provided using Microsoft Power Point 2010. Please confirm Electronic copies of Volumes I, II, III, and IV can be in Microsoft Office 2003 Professional including Word, Excel, and Power Point software.
NAVSEA Response: All electronic documents shall be submitted in Microsoft Office Suite Professional 2003 or later version.
Question 12: The first paragraph on Page 97 states “no cost or pricing information shall be included in any volume other than Cost Volume”. This contradicts page 96 – Section 2.0 Contents of the Offer (Volume I) c. which states Sections B through J will be included with all appropriate information required by the RFP completed. Do we complete Section B and include this information in Volume I?
NAVSEA Response: It is not necessary to complete Section B. Cost/Pricing data shall be entered into Attachment 1.
Question 13: Section L, Page 98, Section 3.3 states “The paper copies of the oral presentation, required in Volume II, shall be printed on one side of a standard 8 ½ by 11-inch piece of paper in black and white. Can Volume II paper copies be submitted in color?
NAVSEA Response: Yes.
Question 14: In Section L, Page 99, Section 3.3 it appears as if there is improper numbering here which created the identified paragraph (d) as the result of an extra line return. Can you confirm that the existing paragraphs (c) through (d) should be read together as a single paragraph (c) and that the remaining paragraphs can be renumbered as paragraphs (d) through (g)?
NAVSEA Response: Yes.
Question 15: Section L, page 100, Section 4.0 states “All written information shall be printed in ‘Times New Roman’ font, no smaller than Font Size 12, and on a single side of a standard letter page (8 ½ by 11 inches).” Can tabloid size (11 x 17) paper be used (e.g. for a table or graph) and count as a single page?
NAVSEA Response: Tables and Graphs may be submitted on (11 x 17) paper and count as a single page. No more than five (5) such pages will be permitted.
Question 16: Section L, Page 104, Section 4.6 states “To demonstrate organizational experience each offeror shall provide a past performance reference information sheet in the format of Attachment 4 of Section J for contract performed in the last four (4) years that were similar to the work described under this RFP”. Please confirm that intent here is that the format of offeror proposals section 4.6 should be in the format in Attachment 4.
NAVSEA Response: Offerors are required to submit complete Past Performance Questionnaires in the format in Section J, Attachment 4. Attachment 4 may be provided to previous customers for completion and forwarded directly to Stacy Kirsch at stacy.kirsch@navy.mil so as to maintain confidentiality of the responses regarding the offeror’s performance on relevant projects of similar size and scope.
Question 17: Section L, page 110 Proposal Adequacy Checklist states “The offeror shall complete the following checklist providing location of requested information or an explanation of why the requested information is not provided.” Where in the proposal should this checklist be included? E.g. as an enclosure or attachment to Volume IV?
NAVSEA Response: The proposal Adequacy Checklist should be included in Volume I.
Question 18: Section M, Section 2.3, Factor 3: Organization and Management states “The Government will evaluate each offeror’s management approach and corporate organization, considering the offeror’s Oral Presentation submitted in Volume II, Part I, the offeror’s proposed Organization, and its Management Plan submitted in Section 4.4 of Volume III.”
No other mention is made in the RFP concerning a “Management Plan”. Is the offeror required to submit a separate Management Plan or is the management approach required to be included in Section L, Section 4.4 sufficient? Is the offeror required to submit a separate Management Plan or is the management approach required to be included in Section L, Section 4.4 sufficient?
NAVSEA Response: The Volume III Section 4.4 submission is the “Management Plan”.
Question 19: Attachment 3 Personnel Letter of Commitment states “1. I have received your letter inquiring about my availability for work under the U.S. Navy’s Diving and Diving Related Services contract should it be awarded to your organization. 2. I am available for the position of _______. A Personnel Qualification Form Schedule A – Enclosure (1) containing my education, experience and qualifications for this position is enclosed and is in the format required by this solicitation.” Please confirm that the Attachment 3 Personnel Letter of Commitment should read “U.S. Navy’s Undersea Operations”. Please provide a Personnel Form (Schedule A) template. Is a Letter of Commitment required for current employees?
NAVSEA Response: Change “Diving and Diving Related Services’ to “Undersea Operations” in the Personnel Letter of Commitment. Offerors shall provide a Letter of Commitment for all proposed key employees regardless of whether or not they are currently employed by your company. The Personnel Qualification Form Schedule A is the same as the Resume format provided as Section J, Attachment 5.
mailto:stacy.kirsch@navy.mil
Question 20: Attachment 4 Past Performance Questionnaire States “Please ensure that the completed questionnaire is received at the following address no later than 20 May 2002.
Inner envelope: RFP N00024-10R-4118.” Please confirm the no later than date. Please confirm RFP should read: RFP N00024-14-R-4102.
NAVSEA Response: Completed Past Performance Questionnaires (Attachment 4) should be submitted no later than the closing date for receipt of proposals. The correct Solicitation No.
is N00024-14-R-4102.
Question 21: The RFP does not indicate where the completed Attachment 6 should be included in the proposal response. Is a completed Attachment 6 to be included in the proposal submission, and if so, where?
NAVSEA Response: Volume III Section 4.2 should contain resumes per Attachment 5 format that clearly addresses the required number of persons per position with the requisite qualifications outlined in Attachment 6. In short, one resume per person satisfying both Attachments 5 and 6.
Question 22: All CDRLs reference contract number N00024-12-NR-00295. Please correct the contract number to reference RFP N00024-14-R-4102.
NAVSEA Response: The number currently shown is the Purchase Requisition No. and is sufficient for RFP purposes. All CDRLs will be revised with correct Contract No. upon award.
Question 23: All CDRLs call for documents using Microsoft Word 2003-2007. This conflicts with RFP guidance. Please confirm the correct Microsoft Office version to be used.
Will the Government allow PDFs (Portable Document Format) as an option for submission?
NAVSEA Response: We will accept Microsoft Office 2003 or later version file formats or Adobe Acrobat Portable Document Format (pdf). All Adobe .pdf files shall include Optical Character Recognition (OCR).
Question 24: All CDRLs reference the SOW at 1.0, 3.0, 4.2, and 5.0-5.7. These SOW references do not correspond with the Work Statement in Section C. Can this be corrected?
NAVSEA Response: Block 5 of the CDRL will be changed to state “RFP Section C, Specifications” in a later Amendment.
Question 25: All CDRLs reference Data Acquisition Documents in Block 4. No Data Acquisition Documents have been provided. Is this an error? If not, please provide them.
NAVSEA Response: These documents are available online via Google search: DI-MISC- 81356A, DI-ADMN-80447A, DI-MGMT-80227, DI-MISC-80508B. The following DIDs are not applicable to this requirement: OT-12-0105, OT-12-20106..
Question 26: In CDRL A007, Block 14 Media Requirement states that the cost estimate shall be in MS Word version 2003-2007 and submitted via e-mail. Can the cost estimate be submitted in MS Excel 2003-2007?
NAVSEA Response: The cost estimate can be submitted in Microsoft Excel 2003 or later version file format.
Question 27: Section L, 5.0 Supporting Cost Data states that “Volume IV shall consist of the supplemental information shown in Table 6 below and further described in the following sections.” Table 6 does not include RFP Section B – Supplies or Services and Prices. Should Section B be completed and included in Volume IV? If so, where?
NAVSEA Response: Offerors are not required to complete Section B. The information entered into Attachment 1 will be inserted into Section B by the Government at award.
Question 28: Section L, 5.3 Cost/Pricing states that Cost/Pricing instructions are included in Attachment 1. Please provide Cost/Pricing Instructions.
NAVSEA Response: Cost/Pricing Instructions for Attachment 1: The Bidder is to fill-in Tables E1-E13 within the Attachment 1 Pricing Scenario excel spreadsheet. The next five tables D2-Base through D2-Option 4 are for the operational CURV21/Orion cost pricing scenario. The final five tables D3=Base through D3-Option 4 are the operational DeepDrone/SWISS cost pricing scenario.
Question 29: RFP Section B contains no cost summary guidance or level of detail for the pricing of each Section B CLIN. Do RFP Section 5.3 Cost/Pricing Scenarios form the basis for the completion of Section B? If so, which scenarios apply specifically to which CLIN Item No.?
NAVSEA Response: Offerors are not required to complete Section B.
