About this file
This is a Questions and Answers document from a C-12 Civilian Legal Services (CLS) Industry Day that addresses contractor inquiries regarding an upcoming solicitation for aircraft maintenance and support services.
The Government plans to release a draft RFP in November 2026 and a final RFP in February 2027, with contract award anticipated in late calendar year 2027. The solicitation will require both CONUS and OCONUS depot repair locations, with specific theatre requirements to be stipulated in the associated Performance Work Statement. Historical data will be provided as part of the Technical Library, including aircraft quantities, engine and propeller overhaul events, ACIs, strip and paint operations, travel events, flight hours, and over and above work details. Aircraft quantities will be clearly defined in the solicitation but remain subject to change prior to release. The contract will be structured using CLINs organized by location with variable quantities for bidding purposes. Contractors must propose staffing levels based on Government-specified requirements rather than minimum manning dictates. Key personnel positions will be identified in the solicitation with resume requirements specified as applicable. Small business requirements and evaluation criteria will be outlined in the final solicitation. O-level work will be subject to GGFR oversight while D-level work must comply with FAR Part 145. Contractors must securely store, track, and load cryptographic keying material and Controlled Cryptographic Items for C-12 flight operations, including secure voice/data communications and IFF systems. The Work Information System (WIS) and logbooks are separate entities—WIS tracks parts and deliverables while logbooks ensure 14 CFR 43.9 compliance. Contractors must comply with all foreign laws and policies for OCONUS operations.
