About this file
This document is an Industry Day presentation for the UC-12 Contractor Logistics Support (CLS) contract, held on August 11, 2026, and presented by the Department of the Navy's Utility Lift IPT under PMA-207 (Tactical Airlift Program Office).
The presentation covers comprehensive logistics support requirements for UC-12 utility transport aircraft operated by the U.S. Navy and Marine Corps across multiple global locations. The UC-12 fleet comprises 29 total aircraft: 9 USMC UC-12W/W+ aircraft across five operating sites (MCAS New River NC, MCAS Iwakuni Japan, MCB Camp Pendleton CA, MCAS Futenma Japan, and NAS JRB New Orleans LA), and 20 USN aircraft (UC-12M, RC-12M, and UC-12F variants) across six operating sites in Bahrain, Guantanamo Bay Cuba, and Japan. The contract will be awarded as Firm Fixed Price (FFP) with 49 CLINs covering transition phases, mobilization (MOB), flight hours, depot-level maintenance, aircraft condition inspections, engine and propeller overhauls, repairs, modifications, travel, engineering services, and spares. The contract follows FAR Part 12 commercial services acquisition rules and incorporates NAVAIRINST 3710.1H oversight through a Government Ground Flight Representative who approves contractor procedures and conducts audits. Key maintenance concepts include depot-level work at FAA Part 145-approved facilities, organizational-level maintenance at MOB sites, and an Over and Above process for unforeseen repairs discovered during inspections. Travel provisions distinguish between short-term travel under 30 days (included in MOB CLINs) and long-term deployment over 30 days (requires separate work request approval under CLIN 0X27). The government emphasizes that all presentation information is notional and subject to change, with formal solicitation details to be published on sam.gov.

• Ground Government Flight Representative (GGFR) (Approves contractor’s procedures and flights)
• GGFR (Approves contractor’s Ground Operating Procedures (GOPs))
• GGFR conducts on-site audits of contractor performance
• Contractor’s Procedures tell U.S. Government (USG) how Contractor keeps asset safe
• Must be approved by cognizant GGFR
• Use owning service’s guidance (Instructions, Publications, etc.) as baseline
▪ The GGFR will conduct scheduled and unscheduled audits
• Identify shortfalls in contractor’s performance, capabilities of the program, and contract (waivers)

Over and Above Process
• The standard process for initiating Over and Above work is as follows:
• Discovery: Generally, the contractor discovers a discrepancy during a scheduled depot event (e.g., an inspection or overhaul).
• Teardown Report: If discovered during ACI, the contractor documents the findings in a formal Teardown Report.
• Work Request: The contractor submits a Work Request to the government for approval. This request details the necessary repairs and the estimated cost of parts and materials, which will be charged against CLIN 0X35.
• Approval: The government COR and PCO review the request. Once approved, the contractor is authorized to procure the materials and perform the work.
• Tracking: All O&A labor and material dollars are tracked and documented in the contractor's Web-Based Information System (WIS).
• In essence, while the baseline cost of a depot inspection or overhaul is fixed, CLIN 0X35 provides a flexible funding mechanism to address the specific, unpredictable repair needs of each individual aircraft or engine.
