About this file

This file is a Questions and Answers (Q&A) document related to the CH-53K Forward Looking Infrared (FLIR) System Competition and Production effort by Naval Air Systems Command (NAVAIR). The document contains detailed technical and procedural responses to 59 industry questions about the draft Request for Proposal (RFP), covering topics such as sensor specifications, qualification testing, delivery requirements, and system technical parameters. Key technical details include specific performance metrics like target detection parameters (N50 critical dimension of .75 meters), temperature specifications (target background temperature of 300K, atmospheric average temperature of 297K), and clarifications on system testing and delivery of production units.

The Q&A document indicates that NAVAIR plans to competitively procure a FLIR system for the CH-53K helicopter, with a Program of Record for 200 aircraft. The solicitation will result in a Single Award Firm Fixed Price Contract covering integration, production, and kit deliveries. The draft RFP was released on 30 August 2024, with the final RFP planned for release in 3QFY25. Industry participants are advised to monitor SAM.gov for updates, and future interactions include potential individual meetings with the government team and a second Industry Day estimated for December 2024 at Patuxent River Naval Air Station.

45SPEC33.2.4.1.1—
WFOVCan the Government specify the exact Critical Dimension value (CD) for the "standing-man" target to be analyzed by the NV-IPM modeling program for range predictions?NoN50 (CD) for the "standing man" target is .75 meters.
47SPEC33.2.4.1.1—
WFOVIf using N50, what specific values should be utilized for Detection & Identification (N50 = 1 and 6, respectively)? If V50, what specific values should be utilized for Detection & Identification criteria (V50 = 2 and 6.5, respectively)?NoSpecific values for detection and and identification are noted below.

Johnson Metric N50:

Detection: 1.55 cycles

Identification:3.25 cycles
48SPEC33.2.4.1.1—
WFOVThe ground-level temperature for the Mid-latitude Summer MODTRAN atmospheric model is 294.2 Kelvin. Can the Gov't verify what is the ambient temperature to be used for the target, background, and atmospheric average temperatures?NoTarget background temperature of 300K and atmospheric average temperature of 297K will be used.
51GENERALWill industry have an opportunity to meet individually with the Government team?NoThe Government is considering allowing an opportunity to meet individually with the Government team as part of an Industry Day. Details of a future Industry Day will be posted to SAM.gov.
52SOW, SPECFor the personnel target, can you please provide additional detail including size and N50 or V50 parameters?NoN50 critical dimention for the "standing man" is .75 meters.
53SOWThe SOW RevC provides the requirements for executing a Qualification Test. It also requires delivery of 4 Production Representative systems, 2 DTOT systems, 1 validation unit, and 1 verification unit . All of which have delivery dates to the Government. Is the qualification testing to be performed on these units, and if so which units, or does the contractor need to build units specifically for its own qualification testing in addition to these units? No

The Contractor is required to deliver 4 flightworthy assets (2 - DT/OT, 1 Val, 1 Ver). If the Contractor needs to perform EMI/ENV Qual testing to meet the requirements of the Spec, then they would need a separate asset to perform those tests. The Gov't does not consider units that have been through Qual testing as flightworthy.

54SOW, SPECThe SOW shows delivery of the Qty 18 CLIN1001 A&B Kits, and delivery of Qty 20 CLIN2002/2002 prior to delivery of the CLIN0004 Validation unit and CLIN0005 Verification unit, indicating delivery of full production configuration units before all of the developmental activities are completed. Please clarify the intent or correct the Production unit delivery dates accordingly.NoThe Government's intent is to conduct Val/Ver exclusively in support of retrofit.
55RFP, GeneralIf/when will the next DRFP be released?NoPlease continue to monitor SAM.gov for forthcoming updates on final RFP release.
56GeneralIf/when will the next industry day occur?NoPlease continue to monitor SAM.gov for forthcoming Industry Day.
57GeneralIf/when will there be another opportunity for industry to interact with USN technical and programmatic team?NoThe Government is considering allowing an opportunity to meet individually with the Government team as part of an Industry Day. Details of a future Industry Day will be posted to SAM.gov.
58RFPCan you please provide a draft copy of the L&M sections?NoPlease continue to monitor SAM.gov for forthcoming updates on final RFP release.
59GeneralAll subsequent documents posted in relation to this effort will utilize "CH-53K Electrical Optical (EO) / Infrared (IR) Sensor System" or "EO/IR" to describe the capability.

Please monitor SAM.gov for an updated Notice ID.
