Question: Government Response

Draft RFP N0001921R0011 Page 41 Section 9.0 KEY

PERSONNEL, LABOR CATEGORIES,

AND QUALIFICATIONS, Section 9.1

In section 9.1 please define "For key personnel, there may be specific retention and hiring considerations".

In any future RFP, Section C, Para. 9.1 and Section L, Para. 2.2.3 of the RFP will be revised to include specific retention and hiring considerations.

RFP Section L, Part B, para 2.2.3, sub para c RFP Section L, Part B, para 3.1.1

Pg. 111 "Retention Plans" Pg. 112 "Past Performance"

Source paragraph 3.1.1 states "The Offeror shall submit no more than five Past Performance references total." Source paragraph 2.2.3 states "At least three of these past contracts should be ones included in Past Performance Section 3.0", which appears to be in conflict with paragraph

3.3.1 by establishing a minimum number of required past performance citations.

Recommend removal of para 2.2.3 language as it conflicts with para

3.1.1 language.

Para 3.1.1 states and establishes the maximum references of 5 contracts allowable under past performance .

Para 2.2.3 states the requirement to demonstrate retention capabilities. While there is no maximum contracts established under Retention, a minimum of 3 contracts must be included under both Retention and Past Performance.

RFP, Section L, Part B, para 2.2.1, second paragraph, sub para a Draft TO-0002 - Program Security SOW.pdf para 9.1 Draft TO-0004 - Cybersecurity Support.pdf para 9.1

Pg. 109 "Staffing Plan"

Pg. 21 "Key Personnel"

Pg. 11 "Key Personnel"

Source paragraph 2.2.1 states "with each task order having the option for a project manager", however, TO-0002 and TO-0004 Project Managers are identified as Key Personnel.

Would the Government please clarify whether or not the TO-0002 and TO-0004 Project Managers are "Key", "Optional", or both?

Project Managers are Key Personnel, however, not every T/O will require one, but the Government reserves the right to so do. If the T/O does require the Project Manager, that position shall be a Key Personnel position with all the associated requirements.

RFP, Clauses Incorporated by Full Text, 5252.211-9503, sub para B-1, sub para (b), table within

Pgs. 14-18 "Hourly Burdened Composite Labor Rates for Contractor Site Labor (Contractor Site)"

Source para (b) references "Contractor Site LABOR".

Would the Government please provide its infrastructure requirements for the Contractor facilities?

Depending on the type of work performed, the contractor facility will need to be accredited at the Secret (Closed Area - NISPOM) or SAP level (SAPF - ICD 705). It is the Government's intent to have contractors on Government site.

Draft RFP Will the Government be providing a bidders' technical library or a complete listing of the applicable documents used for the security program?

The Government will not be utilizing a technical library for this requirement. All documents required for proposal submission will be provided via Beta.SAM or the Contracting Officer. A list of applicable documents will be included in any future RFP issued.

Draft RFP For pricing purposes, will the Government please provide an estimated start date for the contract and Task Orders 0001, 0002, 0003, and 0004?

For pricing purposes, Offerors should use an estimated full performance start date of Feb 2022, with a transition effort estimated approximately Dec 2021.

Draft RFP Will the Government please confirm that offerors can cross-reference content within a single volume (e.g., paragraphs 2.2.3.(d) and 2.2.5.2(b) ask for the same information).

Offerors may cross reference content WITHIN a single volume; however, Offers shall clearly identify the location of information that corresponds with each requirement of the proposal.

Draft RFP, Draft Task Orders 0001, 0002, 0003, and 0004

Will the Government please clarify whether the information (e.g., hours, period of performance, level of effort, labor cats) in the IDIQ RFP or the task orders takes precedence for bid and proposal purposes?

In the event there are discrepancies among different areas of the RFP, Offerors should submit questions for clarification.

Draft RFP Page 2, Section A, Contract Type Section A, Contract Type indicates Task Order 0001 will be awarded upon award of the IDIQ contract. It further indicates that "If necessary, subsequent task orders will be awarded." Will the Government please confirm that the "subsequent task orders" are Task Orders 0002, 0003, and 0004? When does the Government plan to award of those three task orders or other task orders?

The Government intends to award all necessary Task Orders at award.

Additional Task Orders will be awarded through the life of the contract as needed by the Government.

Draft RFP Page 2, Section A, Security Clearance Requirements

If personnel are only required to have Secret Clearances at Task Order Award, and the TOs requires collateral TS clearances (non-SAR), will the Government allow personnel with a Secret clearance, awaiting adjudication of a Top Secret clearance, to be assigned to work at the Secret Level?

SOW Section 5.2 provides the personnel security requirements.

Personnel must have a final clearance (not an interim clearance) for a position requiring Special Access Program (SAP) access. Personnel must also possess the minimum required clearance for the complete labor description at the position level. Work cannot be divided up to allow insufficiently cleared personnel to work.

Draft RFP Page 2, Section A, Security Clearance

Requirements Will the Government allow personnel with an INTERIM Top Secret clearance to be assigned to non-SAP work under a task order?

SOW Section 5.2 provides the personnel security requirements.

Individuals with an Interim Top Secret clearance may hold a collateral Secret position.

12 Draft RFP Page 2, Section A, Security Clearance Requirements

Given the potential of task orders with SAP/SCI requirements, will the Government sponsor personnel for their SCI eligibility?

The Government will sponsor SCI eligibility for personnel who meet the requirements.

Draft RFP Page 2, Section A, Security Clearance Requirements

Because locations and duties sometimes differ for the same labor category and may have different clearance requirements, will the Government include the position location for security clearances in addition to the labor category?

In any future RFP, Section L Para 4.6.2 will include FTE estimates; however, Section B Labor rates, identified by location, shall be proposed regardless of clearance requirement.

Draft RFP Page 9, Section B, CLIN 0019 CLIN 0019 is for for "Department of State Standardized Regulations (DSSR) Allowances" and states that the "NTE amount is for all positions with OCONUS performance locations." Attachment_P3 Composite Labor Rate does not include OCONUS positions, nor does Section L, 4.6.2 Labor Hours (page 117) show any OCONUS performance locations. In accordance with Page 10 Section B-1 ii, "Ceiling for ODCs/allowances will be priced in accordance with the Government estimate." It is our understanding that the Government plans to provide a value for future performance locations under CLIN 0019 allowances. Will the Government provide performance locations or state that CLIN 0019 is N/A at proposal submittal?

The Government does not intend to exercise CLIN 0019 at award or during the first ordering period; however, depending on the Government requirements, this may change.

Draft RFP Page 10, Clause 5252.211-9503(a) and Page 18, Clause B-2

The Total Man-Hours for CLIN 0001 are 867,360. The total number of hours for all years is 1,355,520. Are offerors to assume the 488,160 hour difference is for CLINS 0002-0006 which are not separately priced (NSP)? Page 18, Clause B-2 will be revised to state 867,360 in any future RFP.

16 Draft RFP Page 11, Section B Will the Government please provide IGCEs for Task Orders 0001, 0002, 0003, and 0004?

The IGCE is an internal Government document used for planning purposes only and will not be provided under this RFP.

Draft RPF Page 26, Section C, Paragraph 3.7.2

Provide Insider Threat Support Paragraph 3.7.2 discusses the development, management, and execution of the Insider Threat program. Does this program already exist? A JPO Insider Threat program does not already exist

Draft RPF Page 27, Section C, Paragraph 3.8.2, Provide Foreign Disclosure Auditing Support

Paragraph 3.8.2 states that the contractor will audit 10% of the foreign disclosure documents. Will the Government provide the total or average number of documents pages per month so to understand volume.

The current monthly average is 100 documents with the average document being 10 pages long.

Draft RFP Page 34, Section C, Paragraph 6.2, ODCs

Section 6.2 states that material purchases shall be in accordance with NAVAIR Clause 5252.242-9515. What type of materials will the Contractor be expected to purchase on this contract?

Section 6.2.1 states: 6.2.1 The costs of general purpose business expenses required for the conduct of the contractor’s normal business operations are not an allowable direct cost in the performance of this contract. General purpose business expenses include, but are not limited to, the cost for items such as telephones and telephone charges, reproduction machines, word processing equipment, personal computers and other office equipment and office supplies.

All materials not depleted during the period of performance of each task order shall become Government property upon completion of the associated task order.

Draft RFP Page 39, Section C, Paragraph 7.1.15 Transition Out

At transition, will the Government provide copies of Government deliverables relevant to transition-in and ongoing work? Will there be knowledge transfer documentation for each office/group to support successful mission hand over?

At transition, the Government will provide copies of the Government deliverables relevant to transition-in and ongoing work.

21 Draft RFP Page 39, Section C, Paragraph 7.1.15 Transition Out

Is there a GFE list of property that will transfer to the new contractor upon contract award?

This requirement does not include GFE

Draft RFP Page 42, Section C, Paragraph 9.4, Education Level Substitution

Paragraph 9.4 states the substitution of 6 years of experience in lieu of a Bachelor's degree and 4 years of experience in lieu of an Associate's degree is allowed. These substitutions normally are 4 years experience for Bachelor's and 2 years experience for an Associate's degree.

Because these additional years of experience required in lieu of degree may restrict the talent pool in an already competitive market and/or increase costs to the Government, will the Government consider lowering these years of experience to the standard 4 and 2 years in lieu of a degree?

The RFP incorporates Navy standards for years of experience and will use these standards to ensure fair and equal evaluation across all proposals.

Draft RFP Page 29, Section C, Paragraph 4.4.2, Compressed Work Schedule

Paragraph 4.4.2 states: "The Contractor will only allow those employees residing on Government sites (includes contractor spaces within a JPO facility) with regularly occurring days off to participate in CWS." To support team continuity and workforce stability, which, in turn, allows Contractors to offer "no cost" incentives to support recruiting and retention efforts, will the Government consider allowing Contractor employees at Contractor sites to participate in the compressed work schedule program?

Contractor employees at Contractor sites could potentially participate in the CWS program if an established and approved Accountability Plan is established to ensure workflow and efficiencies are not lost. Furthermore, the Program Manager must work with the Contractor and ensure that work is being completed.

Draft RFP Page 105, Section L, Paragraph 3.0, and Page 108, Part B, Paragraph 1.a

The table in Section 3.0 on page 105 indicates the Executive Summary is limited to 3 pages. Sections 3.(b) - (i) potentially comprise more than 100 pages. Will the Government confirm these items, with the exception of B(f) are excluded from the Volume 1 Executive Summary page limitations?

In any future RFP, Page 108, Part B, Para 1.a: Section 3.(b) (c) (d)(e) (i) will be removed from the Executive Summary and Section 3.(h) will not be included in the page limitation identified on Page 105, Section L.

Draft RFP Page 105, Section L, Paragraph 3.0 and Page 108, Part B, Paragraph 1.f

The table in paragraph 3.3 does not reference a Volume 5, but the table in paragraph 3.4 does. Furthermore, no specific guidance is provided.

Will the Government please provide instructions for this volume?

The table in para 3.4 is provided as an example only; however, in any future RFP, para 3.4 will be revised to remove reference to a Vol 5.

Draft RFP Page 106, Section L, Paragraph 3.4 Will the Government please confirm this information is to be provided on the cover page of each volume? Also, the second bullet asks for the title of proposal and proposal number. The third bullet asks for the RFP number, and the fifth bullet asks for the volume number. Will the Government please define "proposal number"?

The Government clarifies that Para 3.4 states the information that shall be included in each Volume, a cover page is one of the items to be included in each Volume. The proposal number refers to the Offeror's proposal number and is generated/provided from the Offeror.

Draft RFP Page 106, Section L, Table in

Page 106, Section L, Table in Paragraph 3.3, and Page 109, Section B, Paragraph 2.2

Paragraph 7.1.1 provides the information required for the "Management and Staffing Plan" with two sub-elements: a Management Plan and a Staffing Plan. The table in paragraph 3.3 and instructions in Section 2.2 require a "Management Plan" with two sub-elements: Program Management Approach and Staffing Plan (as well as Retention Plan, Small Business Participation, and Transition-in Plan). Will the Government please revise Section 7.1.1 to align the SOW with the structure for management and staffing defined the Section L Instructions (the table in paragraph 3.3 and Section 2.2) and the Section M Evaluation Criteria?

The Offeror's narrative should follow the format and requirements of Sec. L Para. 2.2.

Draft RFP Page 35, Section C, Paragraph 7.1.1 and Page 110, Section L, Paragraph 2.2.3

To allow contractors to be held to the staffing metrics presented in paragraph 2.2.3, we recommend that paragraph, specifically the metrics in 2.2.3©, be included in SOW Paragraph 7.1.1.

In any future RFP the metrics described in Section L, 2.2.3 (Retention Plan) will be incorporated into Section C, 7.1.1 (Management and Staffing Plan).

With the exception of Part B, paragraphs 1.f and 1.h, the requirements in paragraphs 1.b - 1.i and 4.1.1.1 - 4.1.1.5 and 4.12 are identical. Will the Government please confirm the "Contract Compliance Information" is to be provided only in Volume 4 Price/Cost, and not in both Volume 1 Executive Summary and Volume 4 Price/Cost?

In any future RFP, Page 108, Part B, Para 1.a: Section 3.(b) (c) (d)(e) (i) will be removed from the Executive Summary and Section 3.(h) will not be included in the page limitation identified on Page 105, Section L.

Draft RFP Page 11, Section B-1 How does the Government intend for Offerors to use the Standard Occupational Codes (SOC) listed in Section B-1? Does the Government expect offerors to build upon the baseline provided in the draft to delineate between levels within each labor category?

For the positions listed in Section B-1, the codes listed should be used.

However, if a position different than those shown on the LCAT list is being proposed, a different SOC can be used.

Draft RFP Attachments P3, P4, and P6 It is unclear as to the relationship(s) between Pricing attachments P3, P4, and P6. Will the Government please elaborate on how these attachments are used to establish a Total Evaluated Price (e.g., are offers to establish rates in Attachment P6 first and then use those rates to price the 4 task orders using Attachment P4)? What is the difference between the rates to be submitted in Attachment P3 vs. P6?

Attachment P3: reflects Hourly burdened composite labor rates exclusive of fee and will be incorporated into paragraphs (a) and (b) of Section B, B-1 Hourly Burdened Composite Labor Rates and Streamlined Ordering Procedures;

Draft Task Order 0002 Page 26 Paragraph 10.0 Paragraph 10.0 references Attachment 2, which was not provided with the draft RFP. Will the Government please provide this Attachment prior to the final RFP so offerors know the details locations for positions and location personnel?

Attachment 2, the Quality Assurance Surveillance Plan (QASP) will be provided with any future RFP.

Draft Task Order 0004 Page 12 Paragraph 9.12 The Security Control Assessor positions require "IAT/IAM Level III." Are these personnel required to have both certifications, or is one or the other acceptable?

The level of certification depends on the Security Control Assessor (SCA) position level. SCA I will require IAT/IAM Level II. SCA II will require IAT/IAM Level III. Either IAT OR IAM certification is required, not both. However, the Government does not intend to release Task Orders with the RFP.

Draft RFP Section L, Part B, Vol 3 Page 112 para 3.1.1 The RFP states, “The Offeror shall complete the Past Performance Information (PPI) Form, Attachment P1.” Attachment P1 is not part of the draft RFP. Will the Government be providing a copy of Attachment P1 prior to final RFP?

Attachment P1 will be provided and interested parties will have an opportunity to submit questions under any future RFP.

Draft RFP Section L, Part B, Vol 3 Page 112, para 3.1.3 The RFP states, “The primary source of past performance information will be PPIRS. If a Contractor Performance Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance within the recency period specified above, for that contract/order, will be used for evaluation.” If a contract does have a CPARS for a contract that will be used for evaluation, are offerors required to submit the CPARs report related to that contract with their proposal? Or will the Government look up the CPARs reports?

The Government pull CPARS reports for past performance examples that have a CPARS. The past performance narrative for an effort does not need to include the CPARS report itself, but may provide clarification about any aspects of the report.

Draft RFP Section L, Part B Vol 1 (Executive Summary) & Vol 4 (Price)

Page 108 & page 113 There is overlap in these two volumes (with slight variations): Offeror Summary Table, Signed SF33, Reps/Certs, Proposal validity, etc. Is it the Government’s intent that all offerors provide this information in both volumes? Given the page constraints in the Executive Summary, we recommend that this information only be required in the Price volume.

In any future RFP, Page 108, Part B, Para 1.a: Section 3.(b) (c) (d)(e) (i) will be removed from the Executive Summary and Section 3.(h) will not be included in the page limitation identified on Page 105, Section L.

Draft RFP Page 114, para 4.3.2.2 In reference to Attachment P3, this section states that formulas should remain intact to show mathematical operations within this Excel spreadsheet. The Excel spreadsheet is simply a rate table with fully burdened (exclusive of fee) rates by LCAT, year. What mathematical operations would be contained in the formulas in this file? Attachment P4 is the file containing all the math. Please clarify.

Formula's are not necessary at the root level. The Government also clarifies that one electronic file is needed for P3, P4, P6 and the cost narrative. Each subcontractor will have to submit P5.

Draft RFP Page 114, para 4.3.2.3 This section states “The offeror shall identify the fee per hour for CPFF Labor Term tasking in Attachment 5, Prime Cost Summary Sheet.”

Attachment 5 is SubK Cost Summary sheet. Should this refer to attachment P3 and/or P4? Please clarify.

In any future RFP, Page 114, para 4.3.2.3 will be updated to reflect Attachment P4.

Attachment P6 / Instructions n/a The instructions to column D state to enter the corresponding Position

Number as found on Attachment P6. There aren’t any Position Numbers on Attachment P6. Please clarify.

In any future RFP, Attachment P6 will be updated to include position numbers.

Draft RFP Section L 1.0 Executive Summary

Page 108 Per the instructions, “Cost or pricing information shall only appear in the Price/Cost volume,” but this section includes an Offeror Summary Table which asks for the “% of Total Price” by each Teammate. Should Offerors provide this information as requested?

In any future RFP, Page 108, Part B, Para 1.a: Section 3.(b) (c) (d)(e) (i) will be removed from the Executive Summary.

Draft RFP Section L Page 114, para 4.3.2.1 Will the Composite Labor Rates in Attachment P3 be evaluated? If so, what criteria will they be evaluated against?

Attachment P3: reflects Hourly burdened composite labor rates exclusive of fee and will be incorporated into paragraphs (a) and (b) of Section B, B-1 Hourly Burdened Composite Labor Rates and Streamlined Ordering Procedures;

Attachment P4: Reflects the cost build up of the Prime's cost/price proposal.

Attachment P6: reflects Annual Fully burdened Labor rates inclusive of fee.

The rates in P3, P4, and P6 shall be consistent and will be used in evaluating an offerors MPC

Draft RFP Section L Page 116, para 4.3.2.4.6 If Offerors use Bureau of Labor Statistics data to support their proposed escalation rate, does the Government still require 3 years of historical data?

Three 3 years of historical data are required in addition to escalation rational for the specific escalation rate used in an Offeror's proposal.

Attachment P3 Composite Labor Rates n/a Composite Labor Rates has a different list of labor categories than RFP Attachment P6 (Fully Burdened Labor Rates). Please clarify if this was intentional, or if the Government intends on having a single, consistent list of labor categories for all files?

Attachment P3 and P6 should be consistent and will be revised in any future

RFP.

81 Attachment P3 & P6 Composite Labor Rates n/a How will the Composite Labor Rates and Fully Burdened Labor Rates be used differently in execution of the contract?

P3 will be incorporated into Section B at award. P6 will be used to evaluated Offers at the fully burdened rate inclusive of fee.

Draft RFP Page 117 para 4.6.2 Labor Hours Labor Hours provides the number of FTEs and hours per labor category, per year. a.) Since this is an Indefinite Delivery / Indefinite Quantity (ID/IQ) contract, how can the Government have defined this quantity of services required? b.) We recommend offerors are given the ability to propose their own level of effort based on the offeror’s solution.

The Government has identified and estimated the FTEs required for this effort at this time; however, the LOE required over time may vary.

Draft RFP Page 118 The last sentence on RFP page 118 states: “The Government contemplates award of a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) contract resulting from this solicitation.” Please confirm that this program is intended to be a single-award IDIQ, as stated throughout the rest of the RFP, and that task orders will be CPFF LOE?

In any future RFP, Clause 52.216-1 will be revised to state: Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) Cost-Plus Fixed-Fee (CPFF) and Cost contract.

Draft RFP Section L, Part B Specific Instructions

Page 112, 3.0 Volume 3: Past Performance

The instructions in Section 3.1.3 state, "The Offeror shall include instructions for the Program Manager to send completed questionnaires within two weeks of its receipt via e-mail to William Martin, Contract Specialist, at william.martin@jsf.mil and Sheila Utz, Contracting Officer, at Sheila.utz@JSF.mil thereby allowing the customer approximately two weeks to complete their response. All JSF Past Performance Questionnaires should be received by the Government concurrently with the Offeror’s proposal submission." As each offeror has specific relationships with their customers and POCs, will the Government please remove the requirement to allow the customer two weeks to complete their response? This would give offerors more flexibility in working with their customers to complete the questionnaires in a timeframe that works for the customer.

As timing is critical in receiving proposal related information, it is necessary to include this two week timeframe instruction.

Section C Statement of Work & Section L Part B Specific Instructions

Page 35 Section 7.1.1 Management and Staffing Plan & page 110 2.0 Volume 2 Technical

Section C, Section 7.1.1 states, "At a minimum, the Contractor’s management plan shall include the following elements: ...Labor category titles and functional responsibilities for all key and non-key labor categories captured in the SOW, to include employee name, current position title, and company; and Qualifications for key personnel to include educational history and current level of security clearance and status (final, interim, or pending)." However, Section L, Section 2.2.2 Staffing Plan, requires redacted resumes for key personnel. Can the Government please confirm that names are required in the Management and Staffing plan, but are to be redacted in the resumes?

First and last names of individuals are not considered PII. They should be provided on the resumes and should not be redacted.

Section C Statement of Work Page 35, Section 7.1.1 Management and Staffing Plan

This requirement states, "At a minimum, the Contractor’s management plan shall include the following elements: ...Labor category titles and functional responsibilities for all key and non-key labor categories captured in the SOW, to include employee name, current position title, and company; …“ Given the number of personnel, we recommend the Government exclude this information from the page count of the Technical Volume.

In any future RFP, the management and staffing plan will be excluded from the page limitations.

Section C Statement of Work Page 35, Section 7.1.1 Management and Staffing Plan

The RFP states, “…and Qualifications for key personnel to include educational history and current level of security clearance and status (final, interim, or pending)." We recommend that the qualifications information be provided for both key and non-key personnel.

For non-key personnel, as long as the minimum requirements are met, that should suffice. The review process will be for key personnel only.

Draft RFP Part B Page 110, para Section 2.2.2 Staffing Plan a); page 114 para 4.3.2.4

The first reference requires a LOI for all contingent hires to be provided as an attachment to the Technical Proposal. The second reference requires a LOI with salary information to be provided in the Cost Proposal. As the LOI is required to include salary information, and cost information is not allowed in any Volume other than the Cost Volume, please confirm that these LOI are required in the Cost Proposal only.

The LOIs are required for both the Technical and Cost Proposals. In the Technical Proposal, the salary information must be redacted.

Draft RFP Part B Page 110, para Sections 2.2.2 Staffing

Plan a) and b) Section 2.2.2.a) requires LOI for all contingent hires. Section 2.2.2. b) requires redacted resumes for Key Personnel. If candidates are to sign an LOI, should the LOIs also be redacted?

Letters of Intent should redact PII aside from the contingent hire's name.

Draft RFP Part B Page 110, para Sections 2.2.2 Staffing

Plan b) The referenced section requires a resume for all Key Personnel. Can the Government please confirm that resumes are excluded from the page limit?

In any future RFP, resumes will not be included in the page limitation.

Draft RFP Page 11, Contract Labor Category Government Site Table

The Draft RFP makes repeated mention of “Journeyman” in this table but does not show a years of experience qualifier for Journeyman. The Draft RFP does show a years of experience qualifier for Jr/Mid/Sr positions.

Can the Government confirm that a journeyman equates to mid-level experience?

Journeyman level is considered the mid-level position. Most common usage for trade work is Apprentice, Journeyman, Master. A more universal definition is the LCAT titles of Jr/Mid/Sr.

Attachment P1 n/a The draft RFP package did not include Attachment P1 (Past

Performance Information Form). Will the government be providing a draft of this attachment prior to the final RFP release?

Attachment P1 will be provided and interested parties will have an opportunity to submit questions under any future RFP.

Draft RFP Page 110, Section L.2.2.2 Staffing Plan a.) Will the Government be requiring offerors to submit separate price proposals for TO 0001, 0002, 0003 and 0004 at the same time as submitting a proposal for the IDIQ? b.) Is it the Government’s intent to award the IDIQ and the four task orders concurrently?

Separate price proposals are not required for task orders.

Draft RFP Page 124, Volume 3 Past Performance a.) We recommend removing the statement “The more recent the work performed, the more favorably the work will be evaluated for “recency.”

This statement seems counterintuitive, because it could result in a newly awarded contract evaluating better than a contract awarded several years ago that has a longer track record of a company’s past performance. b.) We recommend the Government require that a contract must have been awarded and performed for a minimum amount of time (e.g. 1 year) in order to be evaluated as a past performance reference.

The sentence "The more recent the work performed, the more favorably the work will be evaluated for “recency"." will be removed from any future RFP.

File details come from the government source that posted it. Updated .
