1.0 INTRODUCTION

Background The C-40A aircraft is a commercial derivative of the Boeing Next Generation (NG) 737-700C Increased Gross Weight (IGW) aircraft containing a digital cockpit and capable of all weather, long range, and high-speed non-stop flights between nominally suited airfields. The C-40A aircraft were procured using Federal Acquisition Regulations (FAR) Part 12 commercial acquisition procedures and are operated under the Federal Aviation Administration (FAA) Type Certification.

To date, the Department of the Navy (DoN) has procured 19 C-40A aircraft to satisfy the Navy Unique Fleet Essential Airlift (NUFEA) mission requirements. Currently, the 17 United States Navy (USN) aircraft are organically maintained by military personnel at five squadrons and commercially maintained by a Contractor at one squadron (VR-51). The two United States Marine Corps (USMC) aircraft were procured in July 2019, are scheduled for delivery during the third quarter of Fiscal Year 2021 (FY21), and will be commercially maintained at the future final squadron (VMR-1) in Ft Worth, TX.

General Scope The purpose of this Performance Work Statement (PWS) is to define the tasks required for successful performance of the Contractor Logistics Support (CLS) necessary to ensure the operational capabilities for the use and sustainment of the USN and USMC C-40A aircraft. Sustainment strategies include the use of public and private sector capabilities and processes and the implementation of Government and industry partnering initiatives that optimize total system availability while minimizing cost and logistics footprint.

Performance based CLS is inclusive of all support actions required for operating and maintaining the aircraft, aircraft subsystems, appliances, and support equipment. This PWS applies to all facilities (commercial and government), supply support, maintenance services, equipment, tools, parts, materials, repairables, consumables, and expendables. It includes the work requirements for Main Operating Base (MOB) Logistics Support, Aircraft and Engine Depot-Level Maintenance, Commercial Line Maintenance, Detachment Support, Supply Support, and Support Equipment Maintenance as specified in this PWS, the C-40A Depot-Level Maintenance Specification, and the CFM56 Engine Specification as referenced herein.

Contractor Logistics Support (CLS) Concept CLS activities include MOB Logistics Support, Supply Support, Support Equipment Maintenance and Modifications, Aircraft Modifications (airframe and avionics), MOB Site Stand-Up, Aircraft and Engine Depot-Level Maintenance, Commercial Line Maintenance (CLM), and Detachment Support as detailed below.

CLS is classified as either FULL CLS or PARTIAL CLS throughout this document. Full CLS is required only for the USN at VR-51 in Kaneohe Bay, HI and for the USMC at future VMR-1 in Ft.

Worth, TX. Table 1-1 identifies the USN and USMC C-40A aircraft locations, specifying aircraft inventory and the CLS type to be provided.

Aircraft Specifications The USN currently has 17 C-40A aircraft operating at six MOB sites and the USMC will have two C-40A aircraft operating at one MOB site, with all aircraft utilizing 180 minutes Extended Range Twin Engine Operations (ETOPS). The current aircraft utilization is approximately 1450 flight hours per aircraft per year. Table 1-1 illustrates aircraft inventory and type of CLS required for each of the current USN and planned USMC squadron locations.

In addition to the seven MOBs, three foreign detachment sites (identified in Table 1 – 1.4) are anticipated. The DoN has three established foreign detachment sites that are supported by rotating C- 40A aircraft from domestic MOBs.

Aircraft Configuration (USN) The 17 USN aircraft operate in three mission configurations: All-Passenger with commercial-type seating (121 passengers), All-Cargo (eight pallets), and Combination (Combi) (70 passengers and three pallets of cargo). The USN combi configuration is a Boeing Supplemental Type Certificate (STC) design. The aircraft are supported and maintained commercially (full CLS) at one site (VR-51) and organically maintained (partial CLS) at five sites.

Aircraft Configuration (USMC) The two USMC aircraft will operate in three mission configurations: All-Passenger with palletized seating (121 passengers), All-Cargo (eight pallets) and Combi (70 palletized passenger seating and three pallets of cargo). The USMC combi configuration will be a FAA approved STC. Program loading capability requirements will be met or exceeded. The aircraft will be supported and maintained commercially (full CLS) at one site (VMR-1). NOTE:

Additional data on this configuration will be released when it becomes available.

Maintenance Concept Aircraft are maintained and operated under the FAA Type Certification. The maintenance concept for the C-40A program consists of Organizational-Level (O-Level) or Commercial Line Maintenance at the MOBs and Depot-Level Maintenance at the Contractor’s facility. O-Level Maintenance will be performed by military squadron personnel at five sites and Commercial Line Maintenance will be performed by the Contractor at two MOB sites (USN VR-51 in Kaneohe Bay, HI and USMC VMR-1 in Ft. Worth, TX). Depot-Level Maintenance will be performed by the Contractor for all aircraft and engines at a FAA Part 145 repair station or by an authorized Contractor field activity. The C-40A maintenance plan utilizes a calendar-based maintenance program developed by the Original Equipment Manufacturer (OEM) that is designed to maximize aircraft mission availability and is performed in two maintenance intervals: A-Check and C-Check. A-Checks are performed every 120 days and C-Checks every three years. The Appendix (A), C-40A Maintenance Inspection Schedule, provides the aircraft “A” and “C” Check schedules for the duration of the contract.

Limitation of Authority Only the Contracting Officer (KO) is authorized to make changes to the contract per FAR 1.6. No person other than the KO has authority to make any commitments or changes that affect price, quality, quantity, delivery, or other terms and conditions of the contract or in any way direct the Contractor or its subcontractors to operate in conflict with the contract terms and conditions. If at any time during contract performance, the Contractor receives direction from a person other than the KO to make such changes, the Contractor shall immediately and before taking any action on that change notify the KO to prevent any unauthorized commitment.

2.0 APPLICABLE DOCUMENTS

The Contractor shall comply with the applicable documents listed in Sections 2.1 and 2.2 below to the extent set forth in this PWS. In the event of a conflict between the documents referenced herein and the contents of this PWS, the PWS takes precedence. Nothing in this PWS supersedes applicable laws and regulations unless a specific exemption has been or is obtained.

NOTE: These lists are not exhaustive or inclusive of all that may be required, referenced, or otherwise identified in each Task Order under the basic Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract.

In order to baseline the documentation the Contractor shall use the versions identified below. Should future updates to the documentation be published, the Government will assess the impact and if a more recent version is required, a modification to the contract may be appropriate.

3.0 PERFORMANCE REQUIREMENTS

Title 14 Code of Federal Regulations Part 121 (Operating Requirements: Domestic, Flag, and Supplemental Operations)

The C-40A aircraft is a commercial Boeing Next Generation 737-700C transport category aircraft that complies with Title 14 Code of Federal Regulations (CFR) Part 25 airworthiness requirements for the all-passenger, all-cargo, and combination passenger-cargo configurations. Although the FAA has no jurisdiction over DoN public use aircraft, the Naval Air Systems Command (NAVAIR) aligns with FAA regulations for design, maintenance, and support programs to the maximum extent practicable as the basis for its Military Airworthiness Authority (MAA). This approach allows for the exchange of parts, data, and services with the Government’s commercial counterparts. Accordingly, with the exception of those listed in 14 CFR parts 121.371 and 121.378, the Contractor shall comply with FAA 14 CFR Part 43 to keep the aircraft within FAA Type Design by meeting the intent of 14 CFR 121 L and V for maintenance, preventative maintenance, alterations, and associated aircraft and engine records.

The team member(s) performing Depot-Level Maintenance for the C-40A (737-700C series) aircraft and CFM56-7B24 (CFM56-7 series) engines, airframes, and appliances shall be 14 CFR Part 145 certified. The Contractor shall ensure all activities that perform maintenance and alterations to the airframe or avionics that are detailed in this PWS comply with 14 CFR Part 145 requirements. For the duration of the contract, the authorized repair station shall hold a valid Air Agency Certificate (FAA form 8000-4) and the appropriate FAA documentation shall support the repair stations’ capabilities to provide the maintenance, preventive maintenance inspections, and alterations for 737- 700 series aircraft. All avionics systems and components must be installed and maintained in accordance with the manufacturer's specifications as delineated in 14 CFR Part 43.

Commercial Parts Pool With the exception of the Government Property (GP) listed in Appendix (B), High Value Assets (HVAs), the Contractor shall participate in and use a 737-700 aircraft commercial parts pool.

Commercial parts pool access shall provide a one–for-one exchange of repairables in support of the DoN C-40A program. (Contract Line Item Number (CLIN) 0013, Supply Support Material)

Original Equipment Manufacturer (OEM) Relationships Following contract award, the USN will identify the Contractor as its third party maintenance provider that can act as its Agent for Service in accordance with Order 8110.54A, FAA Memorandum 23 March 2012 to the Design Approval Holders (DAHs). This will enable the Contractor access to Instructions for Continued Airworthiness (ICA) data as defined in 14 CFR Part 25.1529A and Appendix H.

Note: Data that is beyond the scope of ICA is addressed in PWS Section 29, Non-ICA Data.

C-40A Logistics Support Program The Contractor shall utilize the established C-40A Maintenance Program that was developed in cooperation with the FAA, the OEM, and the Government. The Contractor’s maintenance practices and parts management activities shall be performed in support of ETOPS-180 requirements. ETOPS- 180 requires the C-40A maintenance program to follow FAA directives. The Government C-40A program office utilizes a C-40A User Logistics Support Summary (ULSS) to cohesively merge the Government maintenance requirements with commercial FAA directives.

The Contractor shall establish a logistics support program that provides for a one for-one-exchange of commercial 737NG series parts with commercial vendors under CLIN 0013, Supply Support Material. This logistics support shall provide for maintaining the aircraft and replenishing the GP identified in Appendices (B) HVAs, (C) Detachment Supply Kits (DSKs), (D) Government Owned Consumables, (E) Government Owned Repairables, (J) Peculiar Support Equipment (PSE), and (K) Common Support Equipment (CSE).

Appendix (B), HVAs, is the only GP that will be subject to closed loop supply support for the end item (e.g., Engine, Aft Airstair, etc.).

Export Compliance The Contractor shall provide international movement of parts and materials in accordance with all applicable International and U.S. Customs regulations. The Contractor shall obtain all necessary export and import licenses and authorizations required by U.S. law and regulations, including the International Traffic in Arms Regulation and the Export Administration Regulation. The Contractor shall obtain such licenses or authorizations in time to comply with the Contract delivery requirements. See Appendix (F), Enclosure 2, Performance Metrics.

Quality Assurance Program The Contractor shall maintain an effective Quality Assurance Program to ensure proper compliance with the maintenance requirements, practices, and procedures with emphasis on material condition of the aircraft. The Contractor’s Quality Assurance Program must be part of the Contractor’s Parts 121 and 145 operations, as applicable.

Commercial Quality System The Contractor shall maintain and use a Commercial Quality System that demonstrates a systems approach for managing quality, safety, and its compliance with all contractual requirements. The Contractor shall be accountable for all subcontractors and vendors, and as such, shall require a quality system achieving control of the quality of the services and supplies. The Government will perform any necessary inspections, verifications, and evaluations of the Contractor’s overhaul and repair facilities and operating sites to ascertain the adequacy of the quality system.

Foreign Object Damage (FOD) Prevention The Contractor shall maintain and enforce Tool and Foreign Object Damage (FOD) control program that meet the requirements under Industry Standards (for example, the National Aerospace Standard 412).

Electrostatic Discharge (ESD) Control Program The Contractor shall establish, implement, and document an Electrostatic Discharge (ESD) Control Program. The Contractor shall use ESD protective measures in packaging, storing, and transportation of ESD sensitive components. The Contractor shall ensure that ESD identification markings on all ESD sensitive subassemblies are visible during Depot equipment installation, maintenance or repair.

ESD Control Program Standard, American National Standards Institute (ANSI)/ESD S20.20-2007, ESD Handbook, ESD TR20.20-2008, and ESD Protective Workstations, ESD ADV53.1-1995 may be used for guidance.

Security Requirements The Contractor shall comply with the security requirements in Office of the Chief of Naval Operations (OPNAV) Instruction (OPNAVINST) 2221.5C, The Industrial Security Program DoD 5220.22-M. The Contractor shall maintain an Operational Security (OPSEC) Program that is in accordance with Department of Defense (DoD) Manual 5205.02-M: DoD Operations Security Program Manual and the Department of Defense (DD) Form 254, DoD Contract Security Classification Specification. When requested by the KO, the Contractor shall provide verification of DD Form 254 compliance.

Classified Communications Security (COMSEC) Classified COMSEC material is not releaseable to contractor employees who have not received a FINAL security clearance at the appropriate level. Cryptologic keying materials and Controlled Cryptographic Items (CCI) are controlled by Department of the Navy, NISPOM, and National Security Agency (NSA) guidelines. When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by DoD 5220.22-M, EKMS 1A (or applicable series) and Command policy and procedures. Written concurrence of the lead and local Technical Point of Contacts (TPOC) is required prior to subcontracting.

Department of Defense (DoD) Information Security Program For Official Use Only (FOUO) information generated and/or provided under the contract shall be marked and safeguarded as specified in DoDM 5200.01 (DoD Information Security Program: Controlled Unclassified Information (CUI)) Vol. 4 (enclosure 3 pages 11-18) available at http://www.dtic.mil/whs/directives/corres/pdf/520001vol4.pdf and DoD 5400.7- R, Freedom of Information Program Chapter 3 (pages 31-42) available at http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf. All FOUO and program sensitive

11 February 2020 Page 16 data transmitted and stored via electronic means shall use approved encryption. The Contractor shall ensure that when transmitting FOUO, over non-secure e-mail (e.g. not connected to the Navy Marine Corps Intranet (NMCI) or Marine Corps Enterprise Network (MCEN) through Broadband Unclassified Remote Access System/Virtual Private Network (VPN)), those transmissions are encrypted using DoD Public Key Infrastructure (PKI), or an approved DoD External Certificate Authority, in accordance with PKI & Public Key Enabling, DoDI 8520.02, 24 May 2011.

Homeland Security Directive In accordance with DoN implementation of Homeland Security Presidential Directive 12 and DoD Standardized Investigation Request Procedures, Non-National Industrial Security Program (Non-NISP) investigations are to be conducted for contractors requiring access to an installation, require a Common Access Card (CAC), and access an IT-II level system, but who DO NOT require security clearance eligibility or access to classified information. The Government Security Manager will submit an Electronic Questionnaire for Investigations Processing (EQIP) (Standard Form (SF) 86), National Agency Check with Local Agency Check and Credit Checks (NACLC) for IT II system access to the Office of Personnel Management (OPM). The Government Security Manager will submit required fingerprints for a contractor requiring this Non-NISP process. In accordance with the Joint Personnel Adjudication System (JPAS) procedures, once OPM has completed the initial background check, a determination of "Favorable" or "No Determination Made" will be documented. The Government Security Manager will notify the COR, TPOC, TA, and the Contractor's Security Representative or FSO if a background investigation returns a “No Determination Made” or derogatory information. All issues regarding derogatory information (i.e., Medical Evaluations, Letter of Intent, Statement of Reasons, 30-Day JPAS messages, base access, CAC, SAAR-N forms, IT system access) shall be addressed between the COR/TPOC/TA, and Contractor’s Security Representative or FSO. No contractor personnel shall have access to any IT system until resolution of derogatory information. All reinvestigations for non-critical sensitive IT-II designated positions are required every 10 years and will be received via JPAS Network by the Government Security Manager and the Contractor’s Security Representative or FSO. Only the Government Security Manager will service the Contractor in JPAS. The Contractor shall ensure the employee maintains a current, favorably adjudicated Personnel Security Investigation (PSI), at the appropriate level, throughout the task order performance period.

Joint Personnel Adjudication System (JPAS) Record Maintenance The Contractor shall be responsible for entering personal information into the JPAS database and submitting visit requests. The Contractor shall provide the Government Security Manager and the COR, the Contractor Security Representative’s or FSO’s name, title, address, and phone number. The Contractor's Security Representative or FSO shall be the primary Point of Contact (POC) for all security matters. When an unfavorable adjudication is returned by DoN Central Adjudication Facility (DONCAF), the Contractor employee shall not be permitted to work on any effort and if already working, shall be removed without delay. The consequences of any requirements under this paragraph, including denial of access for a current or proposed employee who fails to obtain a favorably adjudicated PSI, in no way relieves the Contractor from contract performance requirements under a task order within the specified timeframe.

Information Assurance The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01-M. The Contractor shall meet the applicable information assurance certification requirements, including:

Certification DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M and appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M;

Documentation Providing documentation supporting the information assurance certification status of personnel performing information assurance functions;

Current Certifications The Government denying access to those Contractor personnel who do not have proper and current certifications to DoD information systems for the purpose of performing information assurance functions;

Citizenship The Government not permitting assignment of non-U.S. citizen Contractor personnel to IT-II designated positions. Requests to waive the U.S. citizenship requirements for designated IT-II positions may be submitted through the Government Command Security Manager to The Deputy Under Secretary of the Navy for Plans, Policy, Oversight, and Integration.

Timely Delivery The Contractor’s failure to provide necessary security and IT documentation in a timely manner will prevent proper in processing and system access for the employee prior to their reporting date.

Program Cyber Security Implementation Plan The Contractor shall deliver a Program Cybersecurity Implementation Plan (CSIP) or Annex CSIP in accordance with Contract Data Requirements List (CDRL) A001, Program Cyber Security Implementation Plan, to address each of the sections of the Cybersecurity Plan (CSP). The contractor shall demonstrate its understanding of the CSP and describe how the Contractor will meet the requirements of each section of the CSP. Sections of the CSP that are NOT applicable are required to be addressed. The Contractor shall describe the reasons that a particular section is not applicable. The final Program CSIP shall submitted to the KO in Adobe Acrobat format with a digital signature from the Contractor cognizant authority.

If an approved Program CSIP does not currently exist between the Contractor and the Government, the Contractor shall create and submit a new Program CSIP. If an approved Program CSIP exists and sufficiently satisfies the contract’s CSP requirements, a new CSIP is not required. In that case, the Contractor, in consultation with the Government, shall submit to the Government a Contract Letter stating that the existing Program CSIP satisfies all CSP requirements. The Contractor shall report all

11 February 2020 Page 18 cyber incidents to the Damage Assessment Management Office (DAMO) via the DOB-net website within 72 hours of discovery, in accordance with DFARS Clause 252.204-7102.

The Contractor shall deliver all information related to cyber incidents (as defined in Department of Defense FAR Supplement (DFARS) Clause 252.204-7012) to the Defense Cyber Crime Center within 15 days of a cyber incident in accordance with CDRL A002, Technical Report – Study/Services. The CDRL shall segregate DoN CUI from contractor-owned information when feasible. Segregation can be implemented through logical isolation, physical isolation, a hybrid approach, or other technological processes as acceptable to achieve required delivery of compromised data in cyber incidents.

Government and Contractor Equipment / Property

Management of Government Property The Contractor shall manage all GP. The Contractor shall use the GP identified in Appendices (B) HVAs, (C) DSKs, (D) Government Owned Consumables, (E) Government Owned Repairables, (J) PSE, and (K) CSE without rental charge in the performance of the contract. The GP provided under the contract shall not be installed, constructed, or otherwise affixed to property not owned by the Government in such a fashion as to be non-severable unless prior written authorization is obtained from the Contracting Officer (KO). The Contractor shall schedule the use of all property covered by this paragraph and the Government will not be responsible for conflicts, delays, or disruptions to any work performed by the Contractor due to use of any or all such property, either under this contract or any other contracts under which use of such property is authorized. The Contractor shall manage inventory and report usage under CDRL A003, Consumable Parts Bondroom/Inventory and Parts Usage Report.

NOTE: GP identified in Appendix (D), Government Owned Consumables, are not required to be replenished. In order to reduce Government logistics footprint, items listed therein shall be used to exhaustion and once depleted, will become the Contractor’s responsibility under the CLIN 0013, Supply Support Material, requirement.

Government Property (GP) Delivery and Transportation The Government will furnish to the Contractor, for use in connection with the contract requirements, the limited GP identified in Appendices (B) HVAs, (C) DSKs, (D) Government Owned Consumables, (E) Government Owned Repairables, (J) PSE, and

(K) CSE. This GP will be available no later than the completion of the Transition Phase-in Period. Future transfer of GP to any another location shall be at the Contractor’s expense and is covered under CLIN 0013, Supply Support Material.

Contractor Equipment Unless otherwise specified, the Contractor shall provide and ship, at its own expense, all administrative office supplies and equipment necessary for its use during contract performance. Any items not expressly identified as Government furnished shall be the Contractor’s responsibility and treated in the same manner.

Lost, Damaged, or Destroyed Government Property (GP) The Contractor shall notify the KO in writing within twenty-four (24) hours of discovery of lost, damaged, destroyed, or stolen GP and shall submit a Financial Liability Investigation of Property Loss form (e.g., DD Form 200) to the KO within five (5) days of discovery in accordance with DoD FMR 7000.14-R. See Appendix (F), Enclosure 2, Performance Metrics.

Custodial Responsibility The Contractor shall be responsible for the aircraft while at the depot facility and at the Full CLS MOB sites. The Contractor shall be responsible for all items listed in Appendices (B) HVAs, (C) DSKs, (D) Government Owned Consumables, (E) Government Owned Repairables, (J) PSE, and (K) CSE regardless of location. The Contractor shall notify the Government by phone within six (6) hours of any accident or incident involving GP. The Contractor shall submit an Accident/Incident Report in accordance with OPNAV Instruction 3750.6S and CDRL A004, Accident/Incident Report. See Appendix (F), Enclosure 2, Performance Metrics.

Disposal of Government Property The Contractor shall turn in surveyed GP to the Defense Reutilization and Marketing Office (DRMO) in accordance with DODINST 4160.21-M.

Government Provided Services and Support The Contractor’s use of Government provided facilities, services, or support shall be for the performance of this contract only. Any other personal or business use of these facilities by the Contractor or contractor employees requires advance permission of the KO and may result in use fees. The Government will provide the following services and logistics support items at the MOBs:

• Physical security, fire protection, law enforcement, and emergency medical treatment (if available)

• Building and ground maintenance

• Hazardous material storage and hazardous waste disposal in accordance with operating site instructions

• Basic telephone and data transmission lines on base

• Instructions for briefings regarding on-site security measures. All Contractor personnel shall attend security briefing conducted by the security officer at the site upon arrival and debriefings before departs from the site. Briefings will be administered in accordance with local directions at the site and existing U.S.

government security manuals and regulations.

• Line fire extinguishers, oxygen, and nitrogen

• The Government will procure and provide all fuel for aircraft, CSE and PSE

Additional Facility Material The Government will provide the Contractor limited office equipment as well as warehousing and office space during the contract period. Table 1-2 identifies warehouse and office spaces square footages available at each site.

The Government will ensure Contractor access to squadron maintenance areas and hangar spaces and will provide line badges, escorts, and vehicle passes for Contractor personnel as

11 February 2020 Page 20 required. During the Phase-In Transition Period, the Contractor shall provide to the Government a listing of site support requirements with justification for government payment.

Upon the CO’s approval of the listing, the Government will provide approved material that is available.

The Contractor shall, at the Government’s expense, procure any KO-approved items that cannot be provided by the Government. If required, this type of office or warehouse expense shall be covered under CLIN 0048, Over-and-Above Material on the Transition Phase-In Task Order.

Instructions for briefings regarding on-site security measures All Contractor personnel shall attend security briefings conducted by the security officer at the site upon arrival and debriefings before departure from the site. Securing Government Facilities The Contractor is not responsible for securing government facilities (the entire hangar or industrial facility). The Contractor shall secure their assigned workspaces at the close of normal service hours.

Access to Federally Controlled Facilities, Unclassified Sensitive or Non-Sensitive Information, and Unclassified Information Technology Systems

Base Installation Security Requirements The Contractor shall comply with DoD 5200.2R, SECNAV M-5510.30, and COMNAVRESFORINST 5512.1, Personnel Security Program procedures for Contractor employees. The Contractor shall comply with installation and Command security local requirements, adhere to installation traffic regulations, and observe installation military law enforcement personnel and facility security official direction. See Appendix (F), Enclosure 2, Performance Metrics for details

Base Access Identification A Common Access Card (CAC) will be issued to Contractor personnel that require access to both DoD facilities and DoD networks, on-site or remotely, or that require remote access to DoD networks that use CAC-only log-on for user authentication. In accordance with SECNAVINST 5510.30B, the Contractor's Security Representative or the Contractor's Facility Security Officer (FSO) shall coordinate and ensure the provision of security badges required to allow Contractor personnel access to designated workspaces and databases as required by the position. To maintain continuing authorization for an employee to access a DoD unclassified computer or network and/or to have access to sensitive unclassified information, the Contractor shall ensure that the individual employee has a current requisite background investigation throughout each task order performance period. CACs may not be issued solely for base access; an alternate base access identification (ID) card will be issued for personnel not requiring a CAC.

Control of Common Access Card (CAC) The Contractor's Security Representative or FSO shall repossess and return all CACs to the Government Security Manager or Representative (i.e., COR, Alternate Contracting Officer’s Representative (ACOR), TPOC, Trusted Agent (TA), or Government Sponsor) upon Contractor employee status change, CAC expiration, or contract completion or expiration.

Critical Positions The Contractor shall ensure the following critical positions are manned: Program Manager, Contracts Manager, Logistics MOB Manager, and Commercial Line Maintenance Lead. The Contractor shall ensure the critical positions are not vacant for more than 30 consecutive days. The Contractor shall report any change in personnel to the IPTL within five business days of the official change. See Appendix (F), Enclosure 2, Performance Metrics. Note: Commercial Line Maintenance Leads are required for VR-51 and VMR-1 sites only.

Project Management

Project Management and Risk Management

Plans The Contractor shall provide a Project Management Plan to meet the performance requirements detailed in Appendix (F), Enclosure 2, Performance Metrics. The Contractor shall establish and maintain a risk management program for the purpose of early identification of program risks and mitigation of risks so contract performance is not minimally impacted.

Work in Progress The Contractor shall be responsible for MOB maintenance requirements and work in progress at the MOBs at the close of the 90-day Transition Phase-In period. The incumbent Contractor will complete all work in progress at a depot facility and accountability for the aircraft will transfer from the incumbent provider to the New Contractor following depot completion and Government acceptance.

Call Back Contacts The Contractor shall provide to each Government site representative, via email, the names and phone numbers of personnel who will be responsible for Call Back

11 February 2020 Page 22 services. Call Back Services POCs shall be applicable to MOB personnel and Line Maintenance personnel.

Travel Authorization, Passports, Visas The Contractor shall obtain all necessary authorizations, passports, visas or other documents necessary for travel and facility access in the performance of this task order. The Contractor shall ensure personnel obtain immunizations required for the area of travel as prescribed by the Department of State and DoD regulations.

Meetings and Communications

Program Management Reviews (PMRs) The Contractor shall coordinate, host, and provide a conference facility for one Program Management Review (PMR) during each year of the contract. PMRs shall be conducted within a 30-mile radius of Patuxent River, MD, unless an alternate location is otherwise authorized by the KO. The duration of each PMR shall be no more than two days and shall be conducted at a date and time mutually agreeable to the C-40A Integrated Project Team Lead (IPTL) and the Contractor's Project Manager (PM). The Contractor’s essential contracts, management, logistics, and engineering personnel shall attend. The Contractor shall develop agendas and charts, inclusive of but not limited to, discussions pertaining to review of program status, parts obsolescence issues and remedies, future year planning, current modification efforts, and current maintenance issues. The Contractor shall ensure hard copy presentation materials are provided to PMR/meeting attendees. The Contractor shall be responsible for providing PMR facilities, internet/computer usage and services to person(s)/equipment required to take minutes and compact disks/paper copies of minutes and presentations. This includes travel and per diem and all associated costs for Contactor representatives and associated travel and lodging costs. The Contractor shall comply with DoD Ethics Regulations for meals, entertainment, handout, gratuities.

Meeting Agendas The Contractor shall prepare for each meeting by drafting and distributing an agenda. The Contractor shall submit a Meeting Agenda in accordance with CDRL A005, Conference Agenda.

Meeting Presentations The Contractor shall prepare for each meeting by preparing presentations and/or briefs. The Contractor shall submit the Briefing Material in accordance with CDRL A006, Presentation Material.

Meeting Minutes The Contractor shall track all action items, agreements, and all pertinent information for each meeting and submit Meeting Minutes in accordance with CDRL A007, Conference Minutes.

Recurring and Nonrecurring Meetings The Contractor shall host teleconferences, video telephone conferences (VTCs) or WebEx services, at the request of the KO or C-40A IPT. Meetings may include external agencies and other contractors supporting the program. The Contractor shall track and report all Action

Items generated as a result from these meetings. Recurring teleconferences include the following:

Transition Phase-In Biweekly Transition Phase-In Status Reporting

The Contractor shall report transition progress to the C-40A IPTL and KO on a bi-weekly basis via teleconference. The day and time shall be mutually agreeable with the Contractor Project Manager and the Medium Lift Program Manager.

CLS Contract Bi-Weekly Status Teleconferences The Contactor shall host and participate in a bi-weekly teleconference to discuss program status and issues with the program office. Specific information to be discussed will be determined by the IPTL. The Contractor shall submit a Meeting Agenda in accordance with CDRL A005, Conference Agenda.

Engineering Status Review Teleconferences The Contractor shall participate in teleconferences with the C-40 IPT and other contractors required to discuss and resolve engineering issues and status.

Depot Input Pre-Induction Teleconferences The Contractor shall host and support a Depot Input Pre-Induction review 30 days prior to depot input to review requirements and assess readiness.

Test Readiness Review (TRR) Teleconferences The Contractor shall support telecoms to determine readiness for Government modification tests, prototype/validation tests, and new/revised maintenance…
