Sheet1
| Date | "X" if Feedback | "X" if Question | Question/Feedback | Proprietary (Y/N) | Government Response |
| 2-Aug-19 | X | Gov't response to Question 5, et. al. We recommend that PMA281 allow SSWS submissions by the prime contractor and at least one principal subcontractor, e.g., 5 relevant experience projects from the prime and 3 relevant experience projects from the principal subcontractor. Limiting the SSWS to only prime contractor submissions confers a decided advantage on incumbent PMA281 prime contractors supporting UxV C2, NavMPS, TMPC, and AWIS families of systems and is likely the only way for a non-incumbent prime to score within the top 4 offerors. Teaming is also the best way to ensure PMA281 IDIQ/MAC achieves competition across the entire PMA281 portfolio and delivers modernization/innovation, transforms SE, and realizes the PMA281 vision for MBSE and asynchronous software development and releases. | N | Projects may be submitted by Offerors who have performed as a Principle SubContractor. A “principal subcontractor” is defined as a subcontractor who provides at least 20% of the proposed total price/cost (excluding the Offeror’s profit/fee), for the contract or provides one or more Key Personnel. | |
| 2-Aug-19 | X | Will PMA281 expand its definition of relevant experience project (per DO RFP Letters under current IDIQ/MAC contract and prior PEO (U&W) Program Management RFP) to include awards under an OTA? Allowing SSWS submissions based on award of an OTA topic will give PMA281 access to COTS solutions and recent innovations, including collaborative continuous integration/continuous development, cybersecurity and resiliency architectures, and mulit-level secruity solution and products. OTA topic awards would have the same types of artifacts as other contracts or Delivery Order/Task Order issued under and IDIQ or BAA. | N | The Government will take this suggestion under advisement. | |
| 2-Aug-19 | X | Willt PMA281 expand its definition of relevant experience project (per DO RFP Letters under current IDIQ/MAC contract and prior PEO (U&W) Program Management RFP) to include capabilities demonstrated at official Navy techology experiements, such as ANTX? Allowing SSWS submissions based on capabilities demonstrated at offical Navy technology experiements will allow PMA281 access to internal investments and IRAD prime contractors are making in UxV C2, manned and unmanned teaming, system of system mission management and mission planning, modern cybersecurity and cyber resilienty architectures, multi-level security, etc. These exercises require a final report that would provide an artifact to documenting the capability demonstrated. | N | The Government will take this suggestion under advisement. | |
| 2-Aug-19 | X | Gov't response to Question 41. Agree with your answer to include appropriate questions in SSWS. Will these questions be aligned with the modernization/innovation/transformation and vision outlined at Industry Day to pace the emerging threat, improve quality, enhance collaboration, increase iteration speed, reduce iteration cost, and facilitate early integration activities. | N | The Government is still defining to the questions to achieve the maximum participation and competitive advantages. | |
| 2-Aug-19 | X | Will PMA281 delete evaluation elements in the SSWS that give maximum points for SW and HW developed for programs for PMA281 and NAVAIR. As presented in the notional SSWS at Industry Day, these questions give unambiguous advantage to incumbent PMA281 prime contractorss and penalizes non-incumbent primes who bring new capabilities, solutions, and innovations. | N | The Government will take this suggestion under advisement. | |
| 2-Aug-19 | X | Gov't response to Question 64. For SSWS elements which reflect “general corporate experience”, does the response also apply to all Corporate Experience questions in that the submitted responses are not restricted to the programs reflected in the past performance references? | N | The Government will take this suggestion under advisement. |
