N00019-17-R-0084 Industry Day Questions and Answers

Q1: Can Industry Day Attendees List be provided to Industry?

A1: Yes. Please see attached “Industry Day Attendees” file.

Q2: Where is the contractor expected to perform most of their work?

A2: Most of the work is expected to be performed at the contractor facilities.

Q3: Is there a plan to award at least one contract to a small business?

A3: Small business participation is encouraged, but there is no specific small business set-aside.

Q4: Will you update the schedule as it changes on FBO?

A4: The Government does not intend to update the schedule as presented in the “Presidential Helicopters FCS Industry Day Brief 21 June 2017” Slide 9. The final solicitation will provide proposal deliverable due dates.

Q5: Does the MCS have to meet DO178D Certification as a system of systems or as each individual component?

A5: The ICS, which is part of the current MCS, is conforming to DO-178 as part of the overall updated FAA Supplemental Type Certification being pursued for VH-92A. As stated in the draft BAA, FAA airworthiness certification needs to be retained in the development of future capability. Offerors should refer to FAA Advisory Circulars, particularly AC 20-115, for guidance on requirements to meet DO178.

Note: As of 6/27/17 RTCA lists DO-178C as the latest released version of DO-178.

Q6: How many total channels does the AC ICS system need to accommodate in an emergency power situation?

A6: The Government Furnished Information (GFI) provided “VH-92A BAA Future Communication System Capability Document” does not have any requirements that address the number of channels needed in an emergency power situation.

Q7: Does platform have a bias toward fore vs. aft weight? If so, can station locations for equipment be provided?

A7: No, the platform does not have a bias toward fore vs. aft weight.

Q8: Can relative locations or physical locations or cable lengths between equipment be provided?

A8: The Government does not intend to provide additional GFI regarding relative locations, physical locations or cable lengths between equipment.

Q9: Announcement in FBO said Industry Day/Site Survey; is there a site survey?

A9: No, there is no site survey.

Q10: Is the FCS enhancement part of a long term plan to upgrade all VH-92A systems?

A10: The objective of this BAA is to gain further knowledge of communications technology and capability available to support the presidential vertical lift mission. This knowledge will be used to help the Government define and refine future requirements for presidential communications system enhancements.

Q11: Is the intent to define enhancements and systems for a replacement VH-92A platform?

A11: No, there is no intent to replace the VH-92A platform.

Q12: Is there a notional budget planned for FCS or a target cost Industry should plan for?

A12: The target cost that industry should plan for at this point is what was briefed at Industry Day. If there are any follow on efforts, they will be separately priced. Please see attached “Presidential Helicopters FCS Industry Day Brief 21 June 2017” Slide 6.

Q13: Is Industry required to bid all components of the BAA or will the Government accept portions of the system?

A13: Companies are encouraged to respond to all aspects of the posting. When the final BAA is released, the Government will evaluate each proposal per the stated requirements and evaluation criteria.

Q14: What is the schedule for an FCS acquisition (important to decide on what maturity of technology could be used)?

A14: The Government does not have a set schedule for FCS acquisition beyond the award of this effort.

Q15: What is the max current (amperage) for the ICS units? Is this what you meant by power transients having impact on current design?

A15: Power transients refer to being conformant to MIL-STD-704F for 28 VDC. Additionally, components must be certifiable under FAA guidance regarding DO-160G, specifically section 17. We did not intend to express a concern with the maximum electrical current on the MCS/ICS.

Q16: Will it need to meet IA (Information Assurance) requirements?

A16: Yes, please refer to BAA.
