About this file
This document contains questions and answers regarding a solicitation for a Manufacturing Technology Centers of Excellence contract. The solicitation seeks proposals to operate up to seven Centers of Excellence focused on developing and demonstrating manufacturing technologies to reduce costs for key Navy acquisition programs such as aircraft carriers, destroyers, submarines and the F-35 Joint Strike Fighter. Offerors are provided clarification around assumptions for estimating work such as the number and funding of special projects, rapid response projects and Manufacturing Technology projects to be conducted annually during the potential five-year contract period. The questions and answers also address where costs for various project types should be shown in proposals and confirmation that small business subcontracting plans are not required for all offerors.

Questions and responses

Questions 1 – 4- Section L General Instructions
Reference Page 54, Section L,1 General Instructions for Submission of Proposals, Part K Assumptions for
Technical and Cost Proposals, specifically the table copied below:
Project Type Number of Projects Per Year Estimated Dollar Value for
Each Project
Estimated Period of
Performance
ManTech Projects 3 $2,000,000 30 months
Rapid Response 2 $200,000 6 months
Mega Rapid
Response 2 $750,000 9 months
Special Project 2 $3,000,000 26 months
Question 1: Special Projects: Please provide additional description of Special Projects as referenced in the table above. Our understanding of Special Projects is that they are limited to $200,000 and 6 months duration. Based on the instructions “For Special Projects, the First Task Order shall include ALL project management hours for execution of Special Projects,” are we to assume that we will estimate/price project development and management hours for 2 Special Projects per year for a total of 10 Special Projects ($30M over 5 years) in Task Order 0001? Are we to assume the technical project hours and costs for technical execution and completion of Special Projects will be covered under a separate project execution Task
Order, and only the development and management hours/ costs should be covered/estimated under Task
Order 0001 in the proposal?
RESPONSE:
As Question 1 includes multiple questions, the Contracting Officer has cut and paste the question below and will provide a response to each section. All responses are noted in bold.
Please provide additional description of Special Projects as referenced in the table above. Our understanding of Special Projects is that they are limited to $200,000 and 6 months duration.
RESPONSE:
Your firm may be confusing Special Projects with Rapid Response Projects.
Special Projects are detailed under the Naval Technical Advisor portion of the Statement of Work, Paragraph 2.1.2.
RESPONSE:
That assumption is incorrect.
The First Task Order shall include estimated hours/dollars for the project to be managed.
The Second Task Order shall include estimated hours/dollars for the project to be developed. The
Government has provided all offeror’s with a table in Section L, K1 in which offerors shall use in order to estimate.
Are we to assume the technical project hours and costs for technical execution and completion of Special
Projects will be covered under a separate project execution Task Order, and only the development and management hours/ costs should be covered/estimated under Task Order 0001 in the proposal?
RESPONSE: The costs for technical project hours and execution for Special Projects should be estimated as part of Task Order 0001. We do not plan to issue a separate task order for execution of this work.
Question 2: Rapid Response Projects: (page 53)--The instructions state: “Two Rapid Response project(s); (see table below for estimating purposes) shall be shown separately from COE Operations and
Management Costs.” In accordance with the instructions and table, should the Offeror include the total costs (development, management and technical execution) of the ten (10) Rapid Response projects at
$200,000 over five years resulting in a total cost of $2,000,000? Where/how should these costs be shown if they are to be shown separately, and should they be included in the total estimate for Task Order 0001?
RESPONSE: As Question 2 includes multiple questions, the Contracting Officer has cut and paste the question below and will provide a response to each section. All responses are noted in bold.
The instructions state: “Two Rapid Response project(s); (see table below for estimating purposes) shall be shown separately from COE Operations and Management Costs.” In accordance with the instructions and table, should the Offeror include the total costs (development, management and technical execution) of the ten (10) Rapid Response projects at $200,000 over five years resulting in a total cost of $2,000,000?
RESPONSE: That is correct.
Where/how should these costs be shown if they are to be shown separately, and should they be included in the total estimate for Task Order 0001?
RESPONSE: This is up to each offeror.
…and should they be included in the total estimate for Task Order 0001?
RESPONSE: See the first paragraph after the start of Section L, (K) which reads:
For the purposes of the COE Operations and Management (First Task Order) proposal, the
Offeror shall use the following assumptions when preparing technical and cost proposals:
-Two Special Projects per year (see table below for estimating purposes)
-Two Rapid Response project(s); (see table below for estimating purposes) shall be shown separately from COE Operations and Management Costs.
-COE-level deliverables as referenced in Section J.
The Contracting Officer has placed emphasis on the areas which answer the question.
Question 3: Mega Rapid Response (MRR) Projects (page 54) Is it ONR’s intention to set up a separate
Task Order for the technical execution of MRR projects? Will the Offeror estimate/price the technical project execution? If so, where would this estimate be placed in the cost proposal? Or, will the Offeror estimate/price the project development and management costs only for the estimated ten (10) Mega Rapid
Response Projects under Task Order 0002 and the Technical Execution of the MRR Projects will be issued under a separate Task Order(s)?
RESPONSE:
The latter is correct. The Offeror will estimate/price the project development and management costs only for the estimated ten (10) Mega Rapid Response Projects under Task Order 0002 and the
Technical Execution of the MRR Projects will be issued under a separate Task Orders. Placement of the information is up to the offeror.
Question 4: ManTech Projects
Is the offeror to assume that there will be:
a) 3 new ManTech projects developed and executed in each contract year (a total of 15 projects at
$30M over the 5 year life of the contract)?
or
b) 3 ManTech projects being executed in each contract year with a new ManTech project developed when one is completed (a total of 6 projects at $12M over the 5 year life of the contract)?
RESPONSE:
Assumption (a) is correct.
Question 5 – Small Business Subcontracting
Reference:
Page 13, “ONR – Small Business Subcontracting Opportunities”
Page 51, Section L, 1 General Instructions for Submission of Proposals (B) “Offerors who are required to submit a Compensation Plan, Small Business Subcontracting Plan, and/or filled out
Section K Representations and Certifications shall place those documents behind Volume IV.”
Page 60, (4) Factor 4: Small Business Participation “All Offerors (both large and small businesses) are required to provide a Small Business Participation proposal. This should not be confused with submission of a Small Business Subcontracting Plan.” “No goals will be provided by the Government.”
Reference Contract Data Requirements List (CDRL) A006 Annual Small Business Utilization
Report.
Please confirm that regardless of business size, Offerors are not required to submit a Small Business
Subcontracting Plan in response to this Solicitation. Furthermore, Individual Subcontract Report (ISR) and Summary Subcontract Report(s) (SSR) will not be required. Offeror shall submit a Small Business
Participation Proposal with their proposal to the Government. Small Business Reporting requirements will be in accordance with CDRL A0006.
RESPONSE:
The clause ONR – Small Business Subcontracting Opportunities was included in error and will be removed via amendment.
If your firm does not meet the parameters of FAR 19.702(b) your firm shall submit a SB subcontracting plan.
ISR is required if a subcontracting plan is submitted. This, as noted above, is dependent on the firm business size.
CDRL A006 is tied to Technical Factor 4 – Small Business Utilization. The proposed SB utilization proposed in the EoCOE will be analyzed against the actual SB utilization after award.
Question 6 – Small Business Subcontracting
Section L, 3 Preparation of Past Performance Proposals
Reference(s):
Page 62 (A) (5) – “If no CPARS is available, the offeror shall send out Attachment 6 to
Government point of contact that can verify previous performance.”
Page 63, Section L (C) Phase II – Confidence Evaluation: “Note that ONR personnel involved in this source selection which are noted as points of contact for any submitted examples will NOT be contacted regarding performance as a means of controlling potential bias, or appearance of bias, in the source selection.”
When CPARS are not available, does the restriction noted above preclude Offerors from sending
Attachment 6 to their current ONR Contracting Officer Representative (COR)? If so, how should
Offerors proceed to ensure current and relevant past performance is included in their response to the solicitation?
RESPONSE:
This does NOT preclude offerors from sending a PPQ to their current COR at either ONR or any other agency.
The paragraph (cut and pasted from the solicitation page 63) notes that the Government “…may review other sources of information for evaluating past performance.”
For example, if an offeror has a technical or contractual POC at ONR, and that POC is involved in the source selection, that POC may fill out a PPQ but the Contracting Officer will NOT solicit any other information from that POC outside of the information contained in the PPQ.
