About this file
This is a Request for Proposals (RFP) issued by Mississippi Valley State University's Department of Facilities Management for a three-year elevator maintenance service agreement with options to renew for two additional years. The University seeks comprehensive preventive maintenance and repair services for eighteen passenger elevators, with fifteen units currently operational across multiple campus buildings including administrative facilities, residence halls, libraries, and athletic complexes. Bidders must submit three copies of their proposals by April 15, 2026, at 2:00 p.m. to the Procurement Office. A pre-proposal conference will be held on April 1, 2026, in the office of Facilities Management. All inquiries should be directed to Michael Switzer, P.E., at michael.switzer@mvsu.edu. The contract term extends for three years with potential renewal options for years four and five, and either party may discontinue with sixty days' written notice.
The pricing structure is based on monthly fees per elevator unit across the identified buildings, with nineteen total units in service generating monthly maintenance charges. Bidders must quote unit prices for each building's elevators; pricing will adjust if units are added or removed from service. The evaluation will utilize a 100-point scoring matrix assessing RFP requirements compliance, cost (30 points maximum), technical expertise and experience (30 points), references (20 points), and staffing capabilities (20 points). The contractor must maintain comprehensive liability insurance up to three million dollars, provide 24-hour emergency service dispatch, conduct monthly examinations and required safety testing in accordance with ASME/ANSI A17.1 standards, maintain on-site parts inventory, and employ qualified personnel with mechanics cards or CET certification. Emergency service costs outside normal working hours are billed separately at quoted overtime rates and are not included in the base maintenance agreement.
