(1) FAR 52.212-1, paragraph (b) Offer Instructions, is changed to read:
1. General Information. This requirement is being solicited 100% Small Business entities only.
The offeror’s quote shall be submitted electronically by the date and time for receipt of offers indicated in the solicitation. These instructions prescribe the format for the quotation and describe the approach for the development and presentation of your information.
These instructions are a guide for preparing your quotation. These instructions generally describe the type and extent of information you should provide and emphasize the significant topic areas you should address in your offer. Offerors are expected to review the Performance Work Statement (PWS) contained in this Request for Quote (RFQ) for further insight into the areas that your quote must address. Offerors shall include in the quote sufficient information to enable the evaluators to determine your understanding of the requirements in each of the evaluated areas.
The quotation shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the contractor intends to provide the necessary documentation to meet these requirements.
Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the quotation. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
1.1 Discussions: The Government intends to evaluate quotes and award without discussions (except clarifications as described in FAR 15.306(a)). Therefore, the initial offer should contain your best information from a technical and price standpoint. However, the Government reserves the right to request clarification(s) or may request revised responses if it is later determined by the Contracting Officer to be necessary. The Government may reject any or all responses if such action is in the public interest and/or waive informalities and minor irregularities in your submitted offer. By responding to this RFQ and submitting a quote in response to the RFQ, the offeror understands that the Government will not be liable for any costs incurred by the offeror in response to this RFQ.
The Contracting Officer and Contract Specialist are the sole points of contact for this acquisition.
Please address any questions or concerns via email to the following individuals:
James Neblett - Contracting Specialist Wanda Jobe – Contracting Officer MICC-Fort Campbell Building 6923 38th and Desert Storm Ave.
Fort Campbell, KY 42223 Phone: 270-412-2302

1.2 Solicitation Questions: Offerors may email questions regarding this solicitation to the Contracting Specialist, Mr James Neblett by email and CC: Ms Wanda Jobe at wanda.f.jobe.civ@mail.mil. The Government will provide answers to all questions provided the questions are received by 1600 hours Central Standard Time by 9 April 2021. The Government reserves the right not to respond to any questions received concerning this solicitation after the question receipt date and time above. Accordingly, Offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government early in the offer cycle.
1.4 Acceptance: The Government may accept an offer (or part of an offer) before the offeror’s specified expiration time, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All offeror’s offers shall be valid through 31 May 2021.
1.4.1. Proposals that do not comply with the instructions and format WILL be excluded from the Competition.
1.5 Amendments to Solicitation: If this Request for Proposal (RFP) is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any and all amendment to the solicitation in their proposal submission.
1.6 System for Award Management: Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov.
