About this file

This is an addendum to a procurement document for the City of Pittsburgh's Department of Mobility and Infrastructure (DOMI) seeking a comprehensive multimodal detection system for signalized intersections. The system must detect, classify, and track motorized vehicles, pedestrians, bicycles, and other traffic modes using thermal imaging, video, LIDAR, and/or radar technologies. The detection system shall support NTCIP 1209 communications, integrate with Type 2070 advanced traffic controllers and MAXTIME IC Local Controller, provide web-based central platform configuration, and operate with a minimum of 64 simultaneously configurable detection zones across eight or more lanes per intersection approach. The system must include local processors capable of storing data for 72 hours minimum with field-hardened specifications for temperatures between -29°F to 165°F, support both outbound and inbound API access for third-party integration, and provide near real-time data transmission with low latency. Installation is estimated for Q3 2027, with the contract term spanning from 2027 through at least 2042, including five years of software updates, patches, and upgrades.

The procurement encompasses two phases of deployment across 26 signalized intersections in Pittsburgh, with Phase 1 targeting 2027 and Phase 2 targeting 2032. Bidders must provide detailed technical responses addressing 35 detailed requirements and 50 simple requirements, plus responses to seven open-ended questions and references for past implementations. Pricing must include equipment, installation, training, and yearly subscription fees broken down by year from 2027 through 2042, with optional costs clearly identified and excluded from price evaluation. The City of Pittsburgh retains ownership of all collected detection data. Several intersections are marked for accuracy evaluation, indicating quality assurance components will be tested during deployment. Approval by PennDOT Bulletin 15 is preferred, though alternative state approvals are acceptable if obtained by installation time.
