About this file
This document is a Sole Source Determination (SSD) form from the Office of Purchasing, Travel and Fleet Management, involving Jackson State University and MTS Systems Corporation. The document details a procurement for a materials testing system specifically designed for the university's Engineering program. Jackson State University conducted a review of available material testing equipment and determined that MTS Systems is the only provider offering equipment that meets their precise performance, compatibility, and technical requirements for their specific needs.
The procurement justifies the sole source selection by highlighting that comparable systems from other vendors do not meet the university's required specifications for load capacity, software integration, and system expandability. The university will receive university pricing at a discounted rate compared to standard pricing. The proposed equipment ensures compatibility with existing infrastructure and training already in place, making MTS Systems the only viable option. The document indicates that the final price reflects a university-specific discount, and the equipment will directly support the laboratory's testing needs while maintaining cost-efficiency and operational alignment.

The final price offered reflects university pricing, which includes a discount from the standard pricing provided by the proposed provider, MTS Systems.
The proposed equipment meets the testing needs of the laboratory and is supplied by the same provider
(MTS Systems), whose equipment is already in use. This ensures compatibility and makes sense from both a cost-efficiency and operational standpoint.
University pricing will be provided at a discounted rate compared to the standard pricing offered by the proposed provider, MTS Systems.
We conducted a review of available material testing equipment and suppliers and determined that MTS Systems is the only provider that offers the specific equipment meeting the performance, compatibility, and technical requirements necessary for our Engineering program. MTS is a recognized leader in material testing systems and is the sole manufacturer of the specific model we intend to purchase. Comparable systems from other vendors do not meet our required specifications for load capacity, software integration, and system expandability. Additionally, MTS equipment ensures compatibility with existing infrastructure and training already in place, making it the only viable option for our program needs.
