This is a Request for Proposal (RFP) for NASA's Mars Telecommunications Network (MTN) solicitation (80GSFC26R0011) issued by Goddard Space Flight Center in Greenbelt, Maryland.
The MTN acquisition seeks a contractor to design, develop, integrate, launch, and provide on-orbit continuous communications in support of Mars sample return missions and future Mars surface, orbital, and human exploration missions. The contract will be a hybrid Firm-Fixed-Price arrangement with an Indefinite-Delivery Indefinite-Quantity (IDIQ) Time and Materials (T&M) component. The core requirement covers MTN delivery, with optional requirements including launch services, integration, on-orbit commissioning, five years of mission operations, and T&M task orders for engineering analyses. Work will be performed offsite at the contractor's facilities. The contract effective date is targeted for no later than October 1, 2026. The NAICS code is 336414 with a small business size standard of 1,300 employees, and NASA will conduct full and open competition.
Eligibility is restricted by 51 U.S.C. § 20306 and requires offerors to demonstrate they are a U.S. commercial provider, received NASA funding in FY 2024 or FY 2025 for Mars Sample Return commercial design studies, and proposed a separately and independently launched Mars telecom orbiter supporting end-to-end Mars Sample Return missions. Failure to provide all required eligibility documentation at proposal submission will result in proposal rejection and ineligibility for award. Proposals are due June 15, 2026, at 2:00 PM EDT via NASA's Enterprise File Sharing and Sync Box (EFSS Box). Questions must be submitted to Contracting Officer Ian P. Sherry at Ian.P.Sherry@nasa.gov by May 24, 2026, at 2:00 PM EDT.
