About this file

This is a Data Procurement Document (DPD) that specifies all data deliverables required from the contractor for the Mars Telecommunications Network (MTN) project under RFP 80GSFC26R0011. The document establishes 55 Data Requirements Descriptions (DRDs) organized across project management, mission design, systems engineering, software, safety and mission assurance, communications, and flight operations categories. Each DRD defines submission timelines, approval requirements, and content specifications across four project phases: Preliminary Design, Detailed Design, Fabrication/Build/Assembly/Test, and Launch Vehicle Integration/Post-Launch. Data deliverables include critical planning documents such as the Project Management Plan, Integrated Master Schedule, and Risk Management Plan due within 30-60 days of Authority to Proceed, along with technical specifications, analyses, test procedures, and hardware acceptance packages required at phase completion. The document establishes three data types with varying NASA approval authority: Type 1 requires no approval, Type 2 requires approval with 14-calendar-day review periods, and Type 3 requires approval with 30-calendar-day review periods. Contractors may satisfy requirements using existing internal documentation and commercial standards when they meet specified intent. Deliverables must be provided in electronic formats preferably in open-source, standards-compliant formats, with proprietary formats requiring definition of the application and commonly readable representations. The DPD references applicable NASA standards including NASA-STD-8719.24 for payload safety, NASA-STD-6016 for materials and processes, and NFS 1852.240-76 for IT security, and establishes requirements for configuration management, verification/validation traceability, and comprehensive Safety and Mission Assurance documentation throughout the contract lifecycle.

End of Data Requirements Description DRD-PM-01

5.2 Data Requirements Description DRD-PM-02 (Integrated Master Schedule)

Program: MTN DRD No.: DRD-PM-02

Data Type: 3 Date Revised: Initial Release

Pages: 2

Title: Integrated Master Schedule (IMS)

Description/Use: The IMS is the primary means of communicating project schedule information between the prime Contractor and the Government. The IMS shall use established standard processes, data structures and reporting conventions to plan, manage, and report the work required in the performance of this contract.

Initial Submission: Preliminary 30 days after ATP.

Submission Frequency: Monthly within 7 calendar days after the close of the Contractor’s accounting month. IMS shall be baselined no later than 90 days after ATP.

Contents: The IMS shall include all contractor milestones, activities, and tasks leading to and including all phases through MTN End of Mission (EOM). The IMS shall track and show percentage completion of all tasks. The IMS shall provide the ability to fully identify, analyze, mitigate and control scheduling risks and impacts; accurately identify and analyze critical path activities; clearly show schedule float (margin);

and allow its users to easily measure the progress towards achieving MTN milestones.

Tasks and milestones from subcontractors shall be included with sufficient detail to develop a realistic critical path. Their data shall be consistent, statused monthly, and based on the same cutoff date to enable a realistic critical path.

Along with the IMS monthly deliverables, the Contractor shall provide a narrative description of any significant schedule variances or slips since the last month and the root cause of those slips and options for recovery of that time in the remaining work left on the schedule. The narrative shall also track the status of previously reported variances or slips and the progress made to resolve them. Schedule variances or slips that impact the critical path shall be part of this narrative. Any other variances or slips that are of concern to the Contractor and/or have to potential to impact the critical path in the future should also be reported at the discretion of the Contractor.

Relationships/Dependencies: All discrete tasks/milestones except for the start and end of the contract or for interim receipt and delivery events to/from external entities shall have at least one predecessor and successor.

Schedule Margin: If schedule margin is included in the IMS, it must be as a defined task and clearly labeled as “Schedule Margin” or contingency. The number of schedule margin tasks should be minimal with most of the margin duration placed as the last task before the ending contract event. Other acceptable locations for placing smaller amounts of schedule margin are prior to high level project milestones.

Additionally, at a minimum, the IMS shall be formatted with the largest increment of time being measured in units of months.
