Mark Twain Recreation Areas Removal Action O&M - Statement of Work Mark Twain National Forest
I. INTRODUCTION
The United States Forest Service (USFS) seeks to maintain a protective cover used to prevent potential lead (Pb) exposure to humans due to Pb presence in the ground at specific locations at the Silver Mines and Marble Creek Recreation Areas on the Mark Twain National Forest (MTNF) Potosi/Fredericktown District located in Southeast Missouri (hereinafter referred to as the "Mark Twain Site” or “Site"). USFS intends to perform work at individual identified campsites and day use areas as directed in this Statement of Work. This work is being performed as part of an authorized Removal Action under the National Contingency Plan. The work will involve removing/ clearing leaves and vegetation and delivering, placing, and compacting 1-inch clean limestone screenings and 1-inch minus limestone screenings in identified locations, as approved by the Contract Officer Representative (COR). The material shall be placed at specified individual campsites within marked limits on the ground, in a manner acceptable to the contract inspector and COR. All work under this contract will be lump sum by task. Contractor is advised of the Pb presence in order to utilize worker protection measures the contractor deems necessary to accomplish this Work. More detailed information concerning Pb presence is provided as part of Appendix 2.
II. DESCRIPTION OF REQUIRED SERVICES
The objective of this work is to implement an action at two developed recreation areas (campgrounds) on the MTNF. At Marble Creek and Silver Mines Recreation Areas, 12 campsites and day use areas will each receive a specified tonnage of 1-inch minus limestone screenings or 1-inch clean limestone aggregate spread evenly to the limits marked on the ground. Sites shall be cleared of leaves and any vegetation by the contractor prior to rock placement. Twelve (12) sites shall receive 1-inch clean limestone aggregate to be spread evenly over eroded areas marked on the ground and compacted. One (1) site shall receive a specified tonnage of 1-inch minus limestone screenings to be spread evenly to the limits marked on the ground, and compacted. Three (3) sites shall also require tree removal and water bars to be constructed in marked areas before placement of 1-inch minus limestone screenings (Appendix 3 + 4 show specifications and approximate locations). Four (4) of the locations are at Marble Creek and eight (8) are at Silver Mines. Total tonnage required for this project is 63 tons 1-inch clean limestone aggregate and 58 tons 1-inch minus limestone screenings. More detailed requirements including deliverables are included later in this Statement of Work.
III. DESCRIPTIONS OF THE TWO RECREATION AREAS
The Site consists of two developed recreation campgrounds located in Madison County on the Potosi/Fredericktown District of the MTNF in Southeast Missouri.
Silver Mines Recreation Area is located in the northwest corner of Madison County, along the St. Francis River. From Fredericktown, MO, take Missouri State Highway 72 west for almost 5 miles, then turn south on to State Highway D. Silver Mines is located north of State Highway D, about 4 miles south of the junction with State Highway 72. Silver Mines is located at an historic mining operation that included a mill site and dam built by the Einstein Mining Company for processing ore for silver, lead, tungsten, and other minerals. Silver Mines encompasses four campground loops including 76 sites, two picnic areas, a swimming hole, boater access sites, and river trails. The remnants of two abandoned mines are present outside the campground loops.
Marble Creek Recreation Area is located 10 miles southwest of Silver Mines Recreation Area, on the western edge of Madison County, along the Marble Creek. From Fredericktown, MO, travel southwest on State Highway E for 19 miles. Marble Creek Recreation area is on the north side of the road.
The campgrounds can be found by name on Google Earth. See Appendix 1 Figure 1 Silver Mines Campground and Figure 2 Marble Creek Campground for more detailed information, including locations of individual sites.
Forest Visitor Maps are available which depict entire Ranger Districts. Contractor may wish to purchase a more detailed map than is shown in Appendix 1. To purchase a map of the Potosi/Fredericktown District visit the Forest internet site by going to http://www.fs.usda.gov/main/mtnf where selections for recreation and maps are available. To purchase a map of the Potosi/Fredericktown District by telephone by credit card call (573) 364-4621 during normal business hours 8 AM to 4:30 PM, Monday thru Friday.

IV. GENERAL REQUIREMENTS
Contractor is responsible for being familiar with road access to the recreation areas and any limitations or impediments which may impact performance of the Work. Recreation Area individual campsites/day use areas are generally signed on the ground. Appendix 1 also provides approximate recreation area configurations and campsite/day use areas locations.
Coordination: Contractor is responsible for working with the COR or Inspector to locate pertinent individual work locations on the ground during the Work, as well as schedule coordination. Good coordination between Contractor and the COR/Inspector is required overall to assure that individual campsites/day use areas (locations) are not occupied when Contractor is scheduled to perform work. Appendix 2 provides an individual listing of each campsite/day use area and a short description of the work required at each as clarifying information but is not intended to replace the requirements of this Statement of Work. Appendix 2 does not specify an order or work, which is addressed below.
Scheduling of Work: On-site work shall be performed during normal hours acceptable to the COR/Inspector during Monday through Thursday only. Additionally, work shall not be conducted on any Federal holidays. It is expected that the amount of time Contractor will spend on each loop will be short enough that a closure order schedule within each loop will not be necessary. Contractor shall submit a Calendar/Schedule of Work based on the above requirements for review and approval by the COR prior to commencement of on-site work. Modification of the Calendar Schedule of Work requires approval by the COR.
V. PERFORMANCE REQUIREMENTS
Performance Requirements: USFS has determined the material to be used, the area and depth of application, and the compaction requirements for the Work.
· All limestone rock material brought in shall be tested following the specifications outlined in Appendix 5. Reuse of lead or barite mining related materials is prohibited. The material shall be subject to acceptance by the COR/Inspector who will test loads for Pb concentration using an X-ray Fluorescence (XRF) analyzer on an as needed basis. Loads are acceptable if testing by the COR/Inspector shows less than 100 mg/kg Pb. Experience of Potosi/Fredericktown District personnel has been that limestone screenings readily available from local quarries will test out well below 100 mg/kg Pb;
· The aggregate application at Silver Mines Campsite 42 using 1-inch minus will be approximately three inches deep after compaction, with some variance due to the marked spreading limits:
· Water bars will have a 1 ft rise on center over 3 ft per side (total bar width of 6 ft), and compacted by a roller with 3 passes (Appendix 4: Water Bar Construction);
· Compaction will be as placed without consideration for moisture or Proctor, and compacted by a roller with 3 passes when constructed;
· Campsites generally have non-movable fire rings, lamp posts, and sometimes a separate small structure. Contractor is responsible to preserve fixed accoutrements such as lamp posts, tie-down rings, tent pad retaining timbers (side walls) and fire rings;
· Both campsites and day use areas have one or more picnic tables each. The picnic tables are generally movable, and may be cable locked. Contractor shall coordinate with the COR/Inspector and shall move picnic tables which would interfere with the work. If the picnic table is secured by a cable the cable may be cut and the picnic table re-secured with a crimped or swaged ferrule or compression sleeve upon returning the picnic table after aggregate is compacted;
· Some areas will require vegetative clearing. Any species up to 2-inch DBH may be cut. Eastern Red Cedar may be cut up to 4-inch DBH. All vegetation cleared should be cut at ground level. An effort will be made to minimize ground disturbance at sites where vegetative clearing is required. Methods for clearing vegetation must be approved by the COR;
· At Marble Creek and Silver Mines aggregate will be applied at each location. approximate tonnage for each location is noted in Appendix 2. The load delivered to the location will be spread to the limits marked on the ground by the COR/Inspector. The marked application area may not be of regular shape. The applied screenings shall be compacted, if required, in a manner acceptable to the COR/Inspector. Contractor shall leave a neat appearing campsite acceptable to the COR/Inspector;
