Appendix 3:
Specifications for testing Aggregate or Rip Rap for lead April 28,2021
The Forest Service has developed the following contract requirement to prevent hazardous materials (from naturally occurring minerals) from being placed onto National Forest System Lands. Certain mineralization containing hazardous materials is found within formations in Southeast Missouri.
Any aggregate or rip rap sourced from any the following counties in southeast Missouri will need to be tested: Crawford, Dent, Shannon, Washington, Iron, Reynolds, Madison, St. Francois, St. Genevieve, and Bollinger Counties. If aggregate or rip rap is sourced from a county not listed, it will not have to be tested, however contractor must provide tickets or invoices that clearly show where those materials were sourced from.
Materials from these areas should be visually inspected to ensure that no hazardous mineralization is present. Mineralization including galena, sphalerite, and chalcopyrite should not be present in any materials placed on National Forest Systems Lands. Aggregate and/or rip rap that does not contain material in the <2mm fraction (passes a #10 sieve) may only need to be subject to visual inspection. Aggregate and/or rip rap that contains material in the <2mm fraction (passes a #10 sieve) will need to be sampled to ensure that the material does not exceed 100 parts per million (PPM) for lead (Pb). The methods and equipment used for sampling materials will vary with the form and consistency of the materials to be sampled. Samples collected using the sampling protocols listed below will be considered by the Agency to be representative of the material. Sampling or screening results should be provided in writing to the Contracting Officer Representative (COR) prior to any material being delivered.
Core or Scoop Sampling - ASTM Standard E1727 All extraction and analytical methods must follow the SW-846 compendium
