About this file
This Request for Information (RFI) seeks market information from industry regarding the Defense Health Agency's (DHA) need for a centralized Mammography Reporting System (MRS). The MRS must integrate with AGFA and Fuji Picture Archiving and Communication Systems (PACS), support approximately 80 military treatment facilities across the DOD Military Health System, and comply with FDA Mammography Quality Standards Act requirements including volumetric density assessment. Interested parties are asked eight questions regarding their business size, technical capabilities, experience with similar systems, time required to meet DOD certification requirements, recommendations to improve specifications, and suggestions to structure the contract to facilitate competition. Responses must be submitted using the attached Mammography Reporting System RFI Feedback form by the specified deadline.
The Government is considering a sole-source, firm-fixed-price contract with option periods to the incumbent, Volpara Health Inc., but seeks industry feedback to determine the competitive environment for this requirement.

It does not constitute a Request for Proposal (RFP), a Request for Quotation (RFQ), or promise to issue a RFP/RFQ in the future. This request for information does not commit the Government to contract for any supply or service. Further, the Defense Health Agency (DHA) is not at this time seeking proposals/quotes and will not accept unsolicited proposals/quotes. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. PROJECT TITLE: Mammography Reporting System (MRS)
INTRODUCTION: The DHA is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high-quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS.
DESCRIPTION OF NEED:
This requirement will support DHA Military Treatment Facilities (MTFs) that provide Mammography with a centralized patient reporting and tracking system that can be accessed across the Department of Defense (DoD) MHS regardless of location. This requirement will procure software upgrades and solidate all independent servers currently hosting MRS software to one centralized database and provide support for all MTFs across the DoD MHS (regardless of location) with software licensing, training, and ongoing technical support.
The MRS must have a DoD Information Assurance Certification and Accreditation Process (DIACAP) Authority to Operate/Authority to Connect (ATO/ATC) on the MHS network. This requirement must integrate with our Picture Archiving and Communication System (PACS) vendors, which are AGFA and Fuji. The system must be capable of supporting an enterprise medical environment of approximately 80 MTFs from a centralized server. The MRS must be 100% compliant with the Food and Drug Administration (FDA) Mammography Quality Standards Act (MQSA) inspection(s), to include a volumetric density assessment tool that can provide a cancer risk assessment calculator to the patient and provider. The MRS requirements are attached to this notice titled Mammography Reporting System Requirements (ATTACH 1).
INFORMATION SOUGHT BY THE DHA:
The Government is contemplating a Sole Source Firm Fixed Price contract with option periods to Volpara Health Inc (19000 33rd Avenue West Suite 130, Lynnwood Washington, 98036-4753) to acquire the MRS for DHA. The preliminary statutory authority for the sole source procurement is 10 United States Code 3204(a)(1) or 41 U.S.C.3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The DHA seeks information from Industry, outlined in the following questions, to ascertain the competitive environment for this requirement.
QUESTIONS TO INDUSTRY
1. Identify if your company is self-certified as a small business or large business. What
NAICS code do you recommend should be used for this procurement?
2. Identify whether your company is interested in competing for the requirement as a prime contractor or as a subcontractor. Identify subcontracting joint ventures or teaming arrangement that you may pursue (if any).
3. Do you anticipate a transition period? If so, how long do you anticipate the transition time to be?
4. Is your company currently performing, or received a previous award, similar to the MRS requirement? If yes, please provide the contract number and a brief description of the work performed.
5. If your business does not currently meet the net-worthiness requirements for the DoD (DICAP, ATO/ATC) and DoD Cyber Security requirements, how long do you anticipate your firm would take to obtain this capability/certification (ATTACH 2)? Do you anticipate your company may seek the required certifications?
6. Identify any technical requirements listed in Attachment 1, Mammography Reporting System Requirements, that your company cannot meet. Provide a brief explanation as to why your company cannot attain them.
7. Provide recommendations (if any) to improve specifications.
8. Identify any Business Arrangement the Government may consider to best structure this contract to facilitate better competition by providing any condition, barriers, or actions that may affect (or unnecessarily restrict) competition and provide alternative(s) (or solution(s)).
INSTRUCTIONS FOR SUBMISSION OF RESPONSE:
Comments, and answers to the Government’s questions, shall be provided on the exhibit attached (EX. 1) titled Mammography Reporting System RFI Feedback form. Interested participants are required to follow the instructions provided in the Instructions Tab of the Mammography Reporting System RFI Feedback form. Decorative pamphlets, artwork, or charts are not required and may not be reviewed.
Each of the responses will be maintained by the DHA as a source of market research information.
Any response submitted for this RFI constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated supporting contractors. No information will be disclosed outside DHA. Submissions to this RFI are deemed to be DHA property which shall not be returned to sender.
CONFIDENTIALITY: Do not include proprietary, classified, confidential, or sensitive information in your response. Industry responses will be shared with DHA staff for the purpose of market research. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)
