Additional Q & A for the University Partnerships RFPs (Kandahar, Balkh, Khost) April 12, 2011

Q. "The RFP says ICR is "limited." What does that mean? Is there a limit on this RFP and if so is there something in writing so I can get the UA to decrease its ICR. If you have a limit, they will follow it.

A. We recommend applicants maintain NICRA rates of 25% maximum, although many of our partners request 10-15% indirect costs. We may request a decrease pending on the cost-share proposal.

Q.If there is an implementing partner, I assume they are fully included in the proposal and in the budget?
A.YES
