DETAILED DESCRIPTION and INSTRUCTIONS for the
GRANT APPLICATION PACKAGE
http://apply07.grants.gov/apply/UpdateOffer?id=42210
The Grant Application Package (online submission forms) includes mandatory and optional documents.
This description applies to all three RFPs for University Partnerships in Journalism: Kandahar, Balkh, and Khost (Shaikh Zayed). The RFPs vary slightly in their proposal instructions, but the formulation below will be accepted for all applications under these RFPs.
Mandatory Forms
1
Application for Federal Assistance (SF-424)
On this form, the applicant provides general information and a summary of the proposal.
2
Budget Narrative Attachment Form
Open this form to upload your budget narrative. There is no limit on the length of the budget narrative document. The more complete the explanation of costs, the better the review committee will understand your proposal.
There is the possibility to upload an optional budget narrative file. A NICRA document could be uploaded here, or in # 7, additional attachments.
3
Project Narrative Attachment Form
Open this document to upload your Project Narrative document.
For clarity, a single proposal document should be uploaded, with numbered sections, including
· the abstract (300 word limit),
· the problem statement,
· the project goals/implementation plan/timeframe, and
· Organizational capability.
The Proposal may not exceed 8 double-spaced pages in 12-point, Times New Roman font with 1-inch margins. This requirement excludes the four allowable appendices, which are identified below (see # 7).
Each proposal must include at least one letter of commitment. Letters of commitment should be submitted by the institution submitting the proposal, as well as any other financially participating U.S. institutional partners.
Each letter of commitment must be signed by an official who is authorized to commit institutional resources to the project. In addition, letter(s) of commitment should explain why an institution is interested in the project.
Letter(s) of commitment may be included in the proposal narrative, uploaded as an optional project narrative form, or uploaded as an additional attachment (see # 7).
4
Budget information for non-construction program
This is a 3-page form, which requires the inputting of a budget summary, a break down by budget categories, a breakdown of non-federal sources, and a forecast of annual cash needs, total of direct and indirect charges.
5
Assurances for non-construction programs (SF-424B)
This form is an attestation by the authorized certifying official of the applicant organization.
Optional Forms
6
Disclosure of Lobbying Activities
This is a one-page form to be completed by applicants engaged in lobbying activities.
Attachments 1 through 15
This form allows for the uploading of up to 15 additional documents. Four appendices must be attached:
1. Budget (one-page maximum),
2. Resumes,
3. Letter(s) of intent (relationships with other organizations),
4. Monitoring and Evaluation Plan.
Only the budget appendix has a limit of one page.
Your proposal should include no more than 5 one-page Letters of Intent as an appendix. These are letters from all US partners, not to be confused with the letter(s) of commitment.
