PROJECT TITLE: Replace Filter Media in Potable Water Treatment System
PROJECT NARRATIVE:
With fully developed facilities for picnicking, camping, hiking, swimming, fishing, boating, horseback riding and hunting, the 1,687-acre Moraine View State Recreation Area, with its 158-acre lake, is a beautiful, convenient and accessible locale for relaxation and recreation.
When the glaciers of the last Ice Age moved through central Illinois 15,000 years ago, they pushed massive amounts of rock and earth before them, leaving in their wake long and expansive ridges that ripple across the landscape. These irregular crests are called moraines, and on their gentle swells and their broad valleys are scattered groves of white oak, red oak, black walnut, maple, hickory, ash and elm.
One of the four largest of these moraines in Illinois, the Bloomington Moraine stretches across the state from Elgin to the Illinois River at Peoria east to Saybrook. In the middle of this sprawling feature, Moraine View State Park just minutes east of Bloomington/Normal off I-74 provides an ideal opportunity to enjoy both the tranquil natural beauty of Midwestern woodland and refreshing outdoor activity.
The Illinois Department of natural Resources, hereinafter referred to as DNR, is seeking proposals from vendors on Bid-Buy to remove the existing potable water filter media from the Type II Aralater and install new filter media into the Type II Aeralater.
Scope of Work:
Phase # 1 will include the contractor taking core samples and analytical testing of (1) type aralater that measures 7- Ft. in Diameter for a complete filtering surface area of 38.46 Sq.-Ft. Core sampling of the old filter media and analytical testing MUST be done before any kind of media removal takes place. This is for the workers safety and for profiling with the landfill for final disposal approval.
1. IDNR Site Staff will backwash the filter and have it drained and empty before the contractor arrives on site.
2. IDNR Site Staff will see that all valves are in operational order before the contractor arrives.
3. IDNR will supply electricity for work lights or any required hand tools that may be needed. Standard 110 AMP would apply.
4. IDNR will supply water per garden hose for power washer hook-up.
5. IDNR will supply bacteria testing of the filter.
6. The contractor will remove all (4) man-way lids.
7. After the lids are removed and existing gaskets are needed due to wear or damaged from removing the lids the contractor will have new manway lid gaskets available at a cost.
8. The contractor will then make multiple core samples throughout each cell.
9. All cores will be made down but not into the ¼” x # 10 gravel.
10. All cores will be made into (2) composite samples for analytical testing.
11. Composite Sample (1) will be tested for Radium 226 & 228. Each test will take 3 weeks to complete, and the results will be good for (1) year.
12. Composite sample (2) shall have a Total TCLP Metals clip test performed. The test results take (3) weeks to complete and are good for (1) year.
13. The contractor shall place all manway lids back into place. IDNR shall fill each filter cell with water. The contractor shall check all manway lids for leaks and adjust the lids if needed.
14. All coring tools will be disinfected before coring takes place.
Phase # 2 Involves Removal & Disposal of Filter Media.
1. IDNR shall have all (4) filter cells backwashed and drained empty of water before the contractor arrives.
2. The contractor will remove existing filter media from (1) Type II a aerolater that measures 7’-Ft. in diameter. For a complete filtering surface area of 38.46 sq.ft.
3. The contractor shall remove all (4) manway lids to perform confined space entry permit.
4. The contractor shall remove existing media via a vacuum truck and hose only.
5. The contractor shall provide a roll-off container with a plastic liner to contain the removed filter media. The filter media shall be legally disposed, and a copy of the manifest papers shall be provided to IDNR.
6. The contractor shall power wash each cell with a 4,600-psi power-washer.
Phase # 3 Inspection & Flow Test
1. The contractor shall perform a visual inspection of the baffles and welds located at the side shell, and underdrain plate. Report on findings to the owner. If new baffles are required, the cost per baffle installed with toggle bolt is +/- $136.00 each. The contractor shall have baffles on each service truck. After completing the inspection, the owner shall then introduce water into each cell through the baffles slowly. The contractor shall observe for even distribution of water through the baffles and report the findings to the owner.
Phase # 4 Media Supplied & Installation
1. The contractor shall Install (4”) of 1 1/2”x3/4” (4”) 3/4”x1/2” (4”) 1/2”x1/4” (4”) 1/4”x#10
2. All the above-mentioned layers will be hand placed and leveled prior to the next layer. All material a ½” or smaller. All work will be completed off N.S.F. certified walk board.
3. After completing the gravel installation. IDNR shall perform a backwash on the newly installed gravel until clean.
4. After completing the backwash on the newly installed gravel IDNR shall drain the water level to about 3’ above the newly installed gravel.
5. The contractor shall install 24 ½” of anthracite .60-.80mm UC. 1.7
6. IDNR will then back wash the newly installed anthracite until it is clean. IDNR shall then drain the water level below the anthracite surface.
7. The contractor shall then perform a ½” skimming to remove any fines that may be present from the manufactures screening process. Final anthracite depth shall be 24”
8. The contractor shall perform all skimming, and the skimming will be placed into 5-gallon buckets and placed into the roll off container and disposed of.
9. After completing the skimming process IDNR shall bring the water level in each cell to about 8” below the manway lid.
Phase # 5 Disinfection
1. IDNR shall have the water level to about 8” below the manway lid.
2. The contractor shall then mix up HTH in (5) gallon buckets with water.
3. The contractor shall then pour the HTH solution into each filter cell.
4. IDNR shall then open the drain at the bottom of the filter. This will allow the HTH solution to be pulled deep down into the filter bed.
5. The contractor shall use chlorine strips at the drain to test the PPM.
6. The contractor shall have the chlorine residual at no less than 50PPM.
7. IDNR is responsible for bacterial testing.
8. The disinfection process MUST be done with finished water. If not, the samples will fail.
