About this file

This is a Single/Sole Source Justification and Approval Form submitted by Brevard County Board of County Commissioners' Public Works/Facilities Department for the purchase of detention door access control system components from Montgomery Technology, Inc. (MTI). The request seeks authorization for a one-time purchase of OEM (Original Equipment Manufacturer) detention door control system components necessary for the maintenance and operation of the existing MTI system currently installed at the County Jail and courthouses. The requisition was submitted on March 6, 2026, with a contact person identified as Skip Bell. No specific response dates, due dates, site visits, or bidder meetings are referenced in the document. The purchase represents standardization of the detention facility's access control infrastructure, as MTI is the sole manufacturer of the standardized detention door access control system utilized by the County.

The estimated purchase amount is $10,000.00 for this one-time acquisition. Montgomery Technology, Inc. is identified as the original equipment manufacturer with exclusive distribution through certified integrators trained and qualified to provide quality service and support. The justification for sole source procurement is based on the fact that MTI is the only manufacturer of the detention door access control system currently in use, and the parts are non-interchangeable direct replacements for existing equipment that cannot be obtained through alternative sources or regional distributors. The document confirms that MTI system approval was previously established when Montgomery Technology Systems, LLC (MTS), a certified integrator, was awarded Bid B-4-18-38 for the Brevard County Detention Center Door Access Control Replacement project. The document carries authorization requirements from the Purchasing Manager, Assistant County Manager/County Manager, and the Board of County Commissioners for purchases exceeding specified thresholds.
