Scope of Work: Building Demolition at Mohican Wildlife Area, Coshocton County, Ohio Overview

The ODNR, Division of Wildlife is seeking contractors to demolish an old cabin at Mohican Wildlife Area, Tiverton Center Township, Coshocton County, Ohio. There is one project site with one building (figure 1). Work includes demolition of the building and foundation, followed by removal and site reclamation. The contractor will be expected to work through reporting and permitting for all activities contained in this scope of work, besides the asbestos abatement and State Historic Preservation Office approvals that have been completed.

Project Specifications / Scope This project involves the demolition of a structure on Mohican wildlife area (figures 1). This structure consists of a concrete block foundation, and timber and chinking wall. This site has been reviewed by the State Historic Preservation Office and has been inspected and abated for Asbestos (documentation available upon request). All remaining required permits and reporting must be completed by the contractor (e.g. OEPA demolition, ODNR well sealing, 811, etc.) for building demolition and well sealing at these sites, as required. All utilities have been disconnected for this structure. Foundations below 3 feet in depth must be removed or be rendered permeable so water does not collect and foundation materials less than 3 feet in depth must be removed]. All above-ground building and foundation debris must be hauled off-site. Any landscaping or concrete walkways within 10 feet of the buildings must be buried or hauled off site and impacts to native trees and vegetation should be minimized. All holes and depressions made from the demolition work must be filled, graded level, and seeded with oat or winter wheat cover crop, and strawed before payment will be made to the contractor. Before equipment is hauled off-site, the contractor must meet with the Wildlife Management Consultant to ensure project satisfaction. Deadline for work completion is August 1st 2025.

Additionally, site visits are required. For a site visit prior to bidding, please call John Morton, Wildlife Management Consultant, at Salt Fork Wildlife Area (614-403-6353) to set a date and time.

Contract Evaluation and Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total, as determined by the State. Low lot total will be determined by adding each of the totals together to arrive at a total for all items. Failure to bid on all items may result in the bidder being deemed not responsive.

Site Visit & Point of Contact: Site visits available by appointment only. To schedule an appointment, contact:

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

The awarded supplier will be required to sign an Addendum to Bid Quote or Personal Services Agreement. An example is attached to the solicitation.

Additionally, by placing a bid on this scope of work, the successful bidder (i.e. payee) agrees to receive partial or prorated payment as a final and total payment in the event that the project is started but not finished or left in an unsatisfactory condition by the successful bidder, as determined by ODNR. Prorated payment will be determined solely by ODNR according to percentage completed on each project task, on a per-unit basis, or percentage of the overall project completed. The successful bidder also agrees that final and total payment may be reduced if the project completion deadline is not met by the contractor. The final and total payment will be solely quantified by ODNR and prorated according to a 5% reduction in total payment for every week past the deadline that work is not completed. The deadline is determined by the deadline date given in this scope of work or number of days from a written notice to proceed given to the successful bidder at the start of the project, once a Purchase Order is provided. This can be provided by email or in writing by another method.

Thank you for your interest!
