Mobile Test Trailer Technical Requirements Document (TRD) Mobile Trailer Requirements 8 May 2020 Test Verification Method

Requirement:

The Government has the need for a state of the art, turn-key functional, Mobile Test Trailer. The trailer shall be an all-weather, energy efficient unit, with easy access, and quick and easy set-up /tear-down. The mobile unit shall maximize the utilization of space to provide an innovative work area. The trailer shall be Occupational Safety and Health Administration (OSHA) compliant and have Collateral/Secret security level classification in accordance with ICD 705 Ver. 1.4 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF) and DoDM 5200.01-V3 Feb 24, 2012 “open storage area”.

The Government will consider alternate solutions, however as a LPTA acquisition, tradeoffs are not permitted. In order to be determined technically acceptable, the mobile trailer shall meet or exceed the following technical requirements:

1 Shall have a trailer total length no less than 53 feet. Include two (2) lab areas with dual expandable slide-out sections. Shall provide spare wheel/tire with carrier/bracket under belly.

Shall install slide-outs in two (2) areas called Laboratory A and B with dual expandable slide-out sections. Goal maximum workable space. Lab A and B do not need be same size. Shall install the largest expandable size slide-out sections in the rear Laboratory A. Vendor shall determine the most feasible size slide-outs for each laboratory to support minimum requirements listed below.

3 Slide-Outs: Floor of trailer extension slide-outs shall be able to slide-in and not interfere with equipment/material located in that area.

Shall be built to meet minimum construction standards for “open storage area” level physical security standards. Ref: DoDM 5200.01-V3 Feb 24, 2012 (Attachment 5). Laboratory A and B areas require Collateral/Secret to Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF) ICD 705. Ver 1.4 IC Tech Spec for ICD/ICS

5 Shall have penetrations kept to minimum. I

6 Shall have electrical utilities kept to a minimum; must enter through single point; use dielectric breaks or grounding.

7 Shall be designed to be transported by a standard commercial semi-truck on national highways (both state and federal), and shall comply with US DOT standards.

8 Shall include a US DOT approved air ride suspension system. I

Shall have overall weight (to include installed components) distributed for safe US DOT travel.

Distribution maybe supported by a minimum of two (2) or three (3) axels. Vendor determined supported IAW Gross Vehicle Weight Rating (GVWR).

Shall have floor capacity in the Laboratory A to support: Excluding the slide outs of the trailer, the interior flooring shall be able to support no less than 4200 lbs. The weight of 4200lbs. shall be distributed through the wheels of a government furnished equipment dolly which will have six (6) pneumatic wheels separated by no less than 30 inches between any wheels.

11 Shall install, the maximum allowable for space, hardware secure points in the floor and wall to secure/mount materials/equipment.

12 Shall include minimum of eight (8) heavy duty chassis tie-in points to facilitate anchoring of the trailer. Anchor for inclement weather/hurricane conditions, shipment stateside or overseas.

Shall be built to support maximum capacity space utilization. Estimate 20 people. Projected capacity for Lab Area A sixteen (16) and Lab Area B four (4). Reference: Attachment 2

14 Shall have internal LED lighting. External standard D.O.T. lighting. I

15 Shall have dimmable internal lighting spaced throughout the trailer. I

16 Shall have switched exterior lights at entry points. D

17 Shall have emergency lights and lighted exit signs. I

18 Shall have Smoke/Fire and Carbon Monoxide alarms installed in all three sections of the trailer I

19 Shall have four (4) exterior LED flood lights. Two (2) per side, switched separately. Lights for safe operations and personnel conveyance around the trailer area, belly boxes, entry and exits.

20 Shall be equipped with lightning protection. I

21 Shall be undercoated. I

22 Shall be water weather/leak proof. To Include slide-out expandables. I

23 Shall have a minimum of two (2) external, lockable from both sides entry/exit ways with emergency exit hardware. One (1) in the front and one (1) in the rear of the trailer.

Shall provide safe entry points with aluminum personnel steps, railings and landings with non-skid surface. Provide storage space for units. Design for easy/quick set-up/removal or storage.

Shall be movable to/from storage or set-up/removal in 15 minutes or less by two (2) people.

Shall include maximum possible external storage space. Storage shall span the entire available width/length of the trailer body. Underbelly storage type units. Provide storage openings on both ends. Include a minimum of one (1) 4 foot storage unit. All lockable and weather sealed.

Shall install foldable Cargo Lift Gate/Platform: OSHA compliant. External cargo lift gate/platform.

Lift a minimum of 5500 lbs. from the ground up to trailer floor level. Minimum capacity/size is model WATCO GT55 Slide-Away Gate or equivalent form, fit and function.

27 Shall have stationary cargo lift gate/platform operating controls. D

28 Shall have four (4) independently operated front and rear stabilization jacks. Contractor shall affix bubble level indicators to the trailer near each jack to gauge level.

Shall section off interior trailer in three (3) separate areas: Reference: Attachment 2

1. Laboratory Area A. Largest Lab space, one (1) dual expandable slide-out.

2. Laboratory Area B. Lab space one (1) dual expandable slide-out.

3. Utility Room Area.

30 Shall have all “work stations and table” designed with ground bars. I

31 Shall have conduits for electrical cabling or wiring throughout all trailer areas. I

Power: Trailer shall be able to operate 100 amp/ 3 Phase "shore power" and/or external generator. Note: No requirement to deliver a generator. Need capability to plug into a generator.

Reference: Power (Attachment 4, CNSSAM Tempest Page 23). If operating from a generator, contained within the inspectable space, then filtered power IS NOT required; UPS, RF transmitters, etc. should be powered from separate source other than RED equipment; grounding should be through chassis or through a bond strap.

Power: Shall have external/shore power. Route through a phase, volt and amperage meter, into a main breaker box for distribution throughout the trailer. Minimum 208 volt/3 phase/100 amp

Power: Shall install a power management system instrumented with phase protection against reversal/unbalance. Surge device. Protects internal power from external power fluctuations.

Power: Shall have weather tight industrial grade connector and power cable for shore power.

Minimum of 50 ft. five-wire power cable. (208 volt, 3 phase, 100 amp). Easy connect/disconnect.

Power: Shall have weather tight industrial grade connector and power cable with male/female connector on one end and hard-wire capability for connection to a generator. Minimum of 25 ft.

Power: Trailer shall have as a minimum a main breaker power panel. Label panel to industry standard. Label outlet locations. Vendor determine if other circuit breaker panel boxes are required within trailer for power distribution.

Power: Shall provide a power cable system designed for one (1) person to connect/disconnect in 15 minutes or less.

Mobile unit must function with minimal or no automated power cable system to either:

1) Set-up from transport storage and install for operation

2) Disconnect from operational status and move to storage

Power: Shall be routed through a power conditioner unit. Shall provide 25KVA service with shielded isolation transformer and output transient voltage surge suppression. The electrical connection to the system is determined by the contractor based on best industry standards or manufacturer's instructions. Acceptable: Powertran Style P/N: 3EF043FST30-SH or equal.

Shall design trailer for three phase power distribution: (Provide for maximum allowable)

1. Laboratory A install minimum of six (6) equally spaced outlets on each wall

A. Under/below the movable “table” on the floor install power outlets.

2. Laboratory B install minimum of two (2) equally spaced outlets on each wall

3. Utility Area install minimum of two (2) equally spaced outlets on each wall

Power: Laboratory A. Shall have power provided by two (2) each independent 20 Amp circuit breakers supporting eight (8) outlets at each work station

Power: Laboratory A. Shall have minimum of eight (8) electrical outlets per work station. Two (2) outlets to support (2) computer monitors, locate eight (8) inches from computer wall mounts.

Note: Not required to provide monitors as part of this requirement.

Power: Laboratory A. Shall have minimum of four (4) wall mounted easy access electrical outlets on each side of the expandable walls. Approximately 18 inches up from floor.

Power: Laboratory A. Shall have electrical outlets for the movable “table” unit to support minimum of eight (8) duplex outlets.

Power: Laboratory B. Shall have power provided by three (3) each independent 20 Amp circuit breakers supporting minimum of six (6) outlets at each work station.

Climate Control: Shall have semi-trailer style dual Heating, Ventilation, and Air Conditioning (HVAC) system. Ability dual operate from shore power.

47 Climate Control: HVAC units shall be installed/mounted to the outside of the trailer I

Climate Control: Shall have HVAC units marine coated to prevent salt spray accumulation on the condensing coils. Corrosion control.

Climate Control: Shall operate in different weather (cold/hot) climates or austere environments.

(i.e. Southwest Desert Summer/ Southwest Summer/Alaska Winter)

50 Climate Control: Shall have separate controls for the HVAC system D

51 Climate Control: Shall have separate HVAC controls/thermostats in each of three (3) trailer areas. D

52 Climate Control: Shall have climate/humidity control system for electronic work in the trailer I

53 Climate Control: Shall have climate controls when in operational and/or storage configuration D

54 Climate Control: Shall provide redundant heating and cooling capacity I

55 Climate Control: Shall have HVAC failure alarm system. Include remote notification system. In the event of a HVAC failure an alarm shall be activated.

56 Climate Control: Shall have vent system to allow/support air flow rate adjustment. D

57 Mast: Shall install a telescopic antenna mast. Exclude a “thru the roof” style. Exclude roof mounted. Requires a storable shelf/mount for mast. Inflection model Inflexion 4.5 or equivalent.

58 Mast: Shall be retractable, deployable via a hydraulic/air operated system controller D

59 Mast: Shall have a shelf/mount for the telescoping antenna mast. I

60 Mast: Shall have the telescopic mast configuration to raise for operation or lower to storage.

(Set- up/tear-down). Shall be accomplished by one person in ten minutes or less.

61 Shall have clear access to entry/exit areas to provide for quick and safe ingress or egress. I

Shall provide a location for 4 Drawer GSA approved safe. Location shall provide an installed mechanism for the safe to be secured in place when trailer is in transit.

Safe specifications: 4 drawer, legal size, NSN 7110-01-563-1683, Weight 580 lbs.

Outside dimensions: 58 1/2 “H x 20 7/8” W x 28”D.

NOTE: Government owned safe. Government will install upon delivery of trailer. Specifications are only to provide vendor data to provide the location with a mechanism to secure the safe.

Shall provide trailer space which would allow for future installation of a security alarm system.

(e.g. Intrusion Detection System or Access Control System.) Note: Security alarm system is not required under this contract.

64 Shall install safety equipment (i.e. Fire Extinguisher/First Aid Kit). OSHA standard required items.

Centrally locate and provide for easy access.

Shall provide two (2) full business days “How To” operate training for the Mobile unit for six (6) people (maximum) at Eglin AFB, FL. Schedule within ten (10) days of Mobile Test Unit acceptance date. Provide training curriculum: two (2) hard copies and two (2) reproducible CDs.

66 Shall provide Operator manuals: six (6) hard copy manuals and four (4) reproducible CDs I

Laboratory A Minimum Requirements:

67 Shall have minimum of one (1) door minimum size 40 inch opening with emergency exit hardware. In addition to: the rear doorway out to the cargo/lift platform area.

68 Shall have securable/lockable entry/exit access to Laboratory B. Minimum size 40 inch opening. I

69 Shall have rear entry access point to the cargo lift/platform area which is securable from the I interior or exterior.

Shall have the rear entry opening a minimum of 6 foot. Double door style entry is acceptable IF the center post is removable to bring materials/equipment in/out of the facility. Vendor determine doorway style.

71 Shall provide size of occupancy space for a minimum capacity of sixteen (16) people. I

72 Shall have a mobile “table” with seating for eight (8) people. Reference: Attachment 2, Mobile Test Trailer

73 Shall have the mobile “table” also serve as a workbench with a weight capacity of no less than 1000 lbs. Size shall be designed to fit the available/allowable work space in this area.

74 Shall have the mobile “table” capable of set-up/tear down or storage by two people. Movable unit to provide ability to modify the area. Maximum dimensions as area allows.

75 Shall install maximum allowable amount of electrical power connections in the mobile “table” and evenly distribute. Connection to trailer power is below the unit on the floor.

76 Shall have eight (8) securable work stations with each with seating and securable storage cabinet.

These work stations are in addition to the mobile “table”.

77 Shall have two (2) computer monitor wall mounted brackets at each work station, each bracket to support a 24 inch monitor. No monitors required.

Shall have electrical channeling or conduit to support electric wiring and cabling that supports computing and diagnostic equipment. Shall not exceed maximum allowable by power circuits.

Shall have RED/BLACK install compliance IAW Attachment 4, CNSSAM TEMPEST/01-13 (page 22).

Equipment racks containing RED equipment may be installed adjacent to equipment racks containing BLACK equipment if metal side panels are installed on the racks; cables shall have a distinguishing label/color.

Shall install a wired Zone Defense security camera system. No Wi-Fi or Blue Tooth capabilities permitted. Must cover 360 degree exterior coverage of trailer. The recording capability and viewing station shall be installed in Laboratory A.

81 Shall install wired audio system with external speakers. No Wi-Fi or Blue Tooth capabilities permitted. Receiver/amplifier/audio/microphone and controls shall be in Laboratory A.

Shall provide an installed 65 inch minimum wall mounted presentation monitor. No Wi-Fi or Blue Tooth capabilities permitted. Shall be able to view from the mobile “table”. Monitor shall be able to be secured for transport. Monitor location in Laboratory A shall be determined by contractor.

Laboratory B Minimum Requirements:

83 Shall have securable entry and exit access. I

84 Shall have four (4) securable work stations (1 person per station) with seating. Stations must be capable of handling computing, diagnostic work or integration. Reconfigurable/removable.

Shall have six (6) electrical outlets at each of the four (4) work stations.

Two (2) of the electrical outlets will support Government installed computer monitors.

** Install the outlets eight (8) inches from the computer monitor wall mounted brackets.

86 Shall install two (2) wall mounted computer monitor brackets at each work station, each bracket to support size 24 inch monitors.

Shall have RED/BLACK installed communication wire separation IAW Committee on National Security Systems Advisory Memorandum (Reference: Attachment 4, CNSSAM TEMPEST/01-13, page 23)

Shall have securable external access panel for pass through of electrical systems cabling, communication cables, and power cables.

89 Shall have network outlets connected to patch panel for government classified level computers I

90 Shall be able to be connected to a warning system to notify security of unauthorized access I

Utility Room Area Minimum Requirements:

91 Shall have securable/lockable from the interior or exterior entrance door with minimum opening size of 40 in. Door must include emergency exit hardware.

92 Shall have securable/lockable, Collateral/Secret security level entry/exit door into Laboratory. I

Shall provide sufficient space for a break area. Minimum size to support a refrigerator/freezer 12CF, a microwave 2.2 CF. Vendor determine by space.

94 Shall provide and install break area appliances (refrigerator and microwave) with appliance I type electrical outlets, ground. Install tie down/secure in place mechanism for transit.

95 Shall provide OSHA authorized power/grounding for break area appliances. Safety compliance. I

Shall provide break area with four (4) electrical outlets to 20 amp circuit breakers. In addition to appliance power.

Shall have floor and wall level tie points to secure materials/equipment during transit. Strength to support no less than 1,000 lb. objects

Shall have minimum of six (6) spaced electrical outlets (110/30 Amp). Space outlets on the left and right side walls

Trailer Server Space:

2 Areas: (1) located in the Laboratory A

(1) located in the Laboratory B

Laboratory A. Shall have two (2) 19 in/37U computer server racks.

Laboratory B. Shall have two (2) 19 in/37U computer server racks.

100 Shall install server racks on tracks/wheels to provide for rack movement away from wall. I

101 Shall install mechanisms to secure server racks in place. I

102 Server rack space shall have sound dampening to support hospitable work environment I

103 Shall have one (1) 30A 120/240V split phase electrical service per 19 in/37U equipment rack. I

Shall have securable outside pass through panel to fold up/lock in place to shelter cables from environment.

Shall have securable/lockable access panel for servers from rack location to outside for power cables, electronic cords with cannon plugs that can be environmentally sealed during use.

106 Shall have warranty to include all components of the Mobile Test Trailer Unit. I
