Questions and Answers 30 Jul 2020

Laboratory A Minimum Requirements:

67 Shall have minimum of one (1) door minimum size 40 inch opening with emergency exit hardware. In addition to: the rear doorway out to the cargo/lift platform area.

Ques. 1. Please clarify that the rear doorway of Lab A leads to the Utility Room and then out to the cargo/lift platform area. And that this is the door referred to in Item #70 (minimum 6’ door).

Shall have the rear entry opening a minimum of 6 foot. Double door style entry is acceptable IF the center post is removable to bring materials/equipment in/out of the facility. Vendor determine doorway style.

Answer:

#67: The 40 inch opening is the Door between Lab B and goes to Lab A The rear door of Lab A goes to the Cargo Lift. IAW the Diagram the Utility Room is in the front of the unit.

#70 is the door which goes out the rear of LAB A to the Cargo Lift.

Utility Room Area Minimum Requirements:

91 Shall have securable/lockable from the interior or exterior entrance door with minimum opening size of 40 in. Door must include emergency exit hardware.

92 Shall have securable/lockable, Collateral/Secret security level entry/exit door into Laboratory.

Ques. 2. Please clarify that this securable/lockable, Collateral/Secret security level entry/exit door into Laboratory A (Item #92) is the same door referred to in Item #69 & #70.

Answer: The title of this area is Utility Room.

#91 is the Utility Room Door “entrance door” from the outside.

#92 Is the door from Utility Room to Lab B

Ques. 3. Please clarify that the entrance door referred to in Item #91 is the entrance/exit to the cargo lift/platform area. If the requirement from Utility Room to Lab A is a 6’ opening, should the requirement for door opening from liftgate area into Utility Room be the same 6’ rather than a minimum of 40”?

Answer:

#91 Is listed under Utility Room area. It is the entrance door from outside to Utility Room.

The entrance door to Utility Room, and the 2 doors (one from Utility to Lab B and one from Lab B to Lab A are all 40 Inch type. The Door to the Cargo Lift is the 6” opening.

12 Shall include minimum of eight (8) heavy duty chassis tie-in points to facilitate anchoring of the trailer. Anchor for inclement weather/hurricane conditions, shipment stateside or overseas.

Ques. 4. Please clarify your intent regarding anchoring the trailer………for “shipment stateside or overseas.” The location of, and loading forces on, the “tie-in points” are much less for static conditions

69 Shall have rear entry access point to the cargo lift/platform area which is securable from the interior or exterior.

versus shipment modes with dynamic loading. Do you intend to have the Mobile Test Trailer (MTT) certified by ATTLA for DoD internal air transport?

Answer: No, no intent certify by ATTLA for DoD internal air transport.

Ques. 5. Please clarify your intent regarding the highlighted phrase in Item #40 above. Do you intend for three phase power to be provided to receptacles in the four locations indicated? If so, please specify the receptacle configuration and amperage rating.

Answer: Three phase located on each wall as identified for Lab A, B and Utility Room (on interior of exterior wall). Plan is for materials used inside the lab which require plug in to 3 phase power to be plugged into “these” receptacles. Receptacle configuration locking, 120/208 VAC, five wire, four pole

Ques. 6. If the answer to Question 5 is NO, please specify the amperage and voltage of the receptacles and clarify if these are the same as specified in Items #41, 42, 43, 44 or in addition to them.

Answer: #41, 42, 43, 44 are in addition to the three phase power specified in #40.

#41 refers to power at workstations supported by 20 Amp circuit breakers Lab A

#42 refers to workstations Lab A

#43 refers Lab A wall outlets (not the 3 phase referred to in #40

Ques. 7. Please clarify the phrase “on each wall” in Item #40; are these the curb side & street side walls only, or are the interior cross walls also intended?

Answer: Yes curb side & street side walls only (Inside of the exterior wall). No interior cross walls for this power

Power: Laboratory A. Shall have power provided by two (2) each independent 20 Amp circuit breakers supporting eight (8) outlets at each work station

Power: Laboratory A. Shall have minimum of eight (8) electrical outlets per work station. Two (2) outlets to support (2) computer monitors, locate eight (8) inches from computer wall mounts.

Note: Not required to provide monitors as part of this requirement.

Power: Laboratory B. Shall have power provided by three (3) each independent 20 Amp circuit breakers supporting minimum of six (6) outlets at each work station.

Ques. 8. Can power strips be considered as acceptable for the “outlets” in Items #41,42 & 45

Answer: No

Shall design trailer for three phase power distribution: (Provide for maximum allowable)

1. Laboratory A install minimum of six (6) equally spaced outlets on each wall

A. Under/below the movable “table” on the floor install power outlets.

2. Laboratory B install minimum of two (2) equally spaced outlets on each wall

3. Utility Area install minimum of two (2) equally spaced outlets on each wall
