STATEMENT OF WORK (SOW)
FOR
DEMOLITION OF STRUCTURES AND UTILITIES
AT
MOAB SKYWAY SITE, MOAB UTAH
NOVEMBER 2021
SECTION 01009
GENERAL INFORMATION AND REQUIREMENTS
PART 1 - GENERAL
1.1 SUMMARY
A. Description of Work: Contractor shall furnish all labor, equipment, supplies, and materials, to demolish and remove an existing 350 square foot ticket office and 325 square foot toilet structure from the designated site, and grade site to a level, clean appearance following demolition.
Contractor shall ensure all utilities have been properly disconnected and all State, Local, and Federal regulations pertaining to building disposal are met. Contractor shall, in advance, arrange with pertinent utility companies for utility disconnect and abandonment. Contractor shall also remove, or arrange for removal of all utility panels, meters, pedestals, transformers, and panel support structures. Utilities protruding above grade shall be cut and abandoned per Section 02220-3.2.c (attached) with the exception of items protruding from light pole pedestals. See below for instructions regarding those pedestals.
Remove, to full depth, existing asphalt and concrete as indicated on project drawings and in photographs below. Grade underlying soil to a level, clean appearance following demolition. Protect all other concrete and asphalt in place.
Crush the two, existing concrete septic vaults (1000 gallon) to within 18 inches below finish grade. Fill vault cavities with clean, self-compacting material (e.g., pea gravel, 3/8” chipped rock, or approved equivalent). Native material is not approved for use. Compact backfill to 85% maximum density (see Section 02300: Earthwork).
Cut all protrusions (e.g., bolts, conduits, wires, etc.) from abandoned parking lot light pedestals to flush with top of pedestal concrete. Do not remove pedestal. Light pedestal locations indicated on project drawings. (Locations are approximate.)
Remove payphone booth in parking lot and concrete pad beneath it. Protect adjacent curb in place.
Clear upstream ends of existing culverts indicated on drawings. Excavated material may be spoiled on site at location determined by Contracting Officers Representative.
B. Location: Work under this Contract is located in Moab, Utah. Work location is shown on the drawings.
1.2 REFERENCES
A. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following:

NSC A10.6 Safety Requirements for Demolition Operations
1.3 DEFINITIONS
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.4 SUBMITTALS
A. Scope: Submittals include methods of demolition, and proposed schedule for utility shut-offs.
B. Requirements: Refer to specifications for submittals required. Allow at least 10 working days for review. Submittals shall be delivered to the Bureau of Land Management, Canyon Country District Office, attention Stan Johnson P.E., 82 Dogwood Ave. Moab, Utah 84532, or to sjjohnson@blm.gov.
1.5 QUALITY ASSURANCE
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.6 TRANSPORTATION AND HANDLING OF DEMOLISHED MATERIALS
A. Transportation: Materials removed from the project site shall be covered or secured during transportation so as to prevent loss of material. Any material containing hazardous substances shall be removed and transported according to OSHA Hazardous Material transportation requirements. No hazardous material is anticipated, though sewage may need to be pumped out of toilet vaults (this is not anticipated).
1.7 PROJECT/SITE CONDITIONS
A. Access to the Work: Access to the work will be via Kane Creek Blvd. Site access is controlled by a locking gate. The Government will provide site access.
B. Environmental Considerations: Contractor shall provide for adequate erosion, air pollution, and excessive noise pollution controls. Contractor shall adhere to all Federal, State, and Local highway load limitations when transporting demolished material.

1.8 SEQUENCING AND SCHEDULING
A. Work Schedule: The schedule shall be submitted at the prework conference. As a minimum, the estimated start and completion dates shall be shown in the schedule.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.1 PROJECT MEETINGS
A. Period of Performance:
1. Period of Performance shall be 90 days from Notice To Proceed.
| B. | PreWork Conference: |
| 1. | Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract. |
| 2. | The Contractor, any subcontractors and the persons responsible for coordination of the work shall be present at the meeting. |
| 3. | Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications. |
| C. | Final Inspection: |
| 1. | To be held at the project site, or as determined by the Contracting Officer. |
| 2. | Notify the Contracting Officer in writing at least 2 working days before the completion date so the Government can schedule final inspection. |
| 3. | The Contractor’s site superintendent shall be present during this inspection. |
3.2 PREPARATION
A. Work Layout: The Government will identify work locations and structures to be removed. The Contractor shall exercise care to prevent any disturbance or damage beyond the work limits identified on the demo plans (pages 2-4).
3.3 SALVAGEABLE ITEMS
A. Requirements: All materials (not salvaged by the Government) shall become the property of the Contractor to be removed from the site.
3.5 DISPOSAL OF DEBRIS
A. Requirements: Items or debris not designated as salvage for the Government shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility. Sale of material onsite is not allowed unless authorized in writing by the Contracting Officer. If hazardous materials are encountered during demolition operations, comply with applicable Federal, State, and Local regulations, laws, and ordinances concerning removal, handling, and protection against exposure or environmental pollution. Burning of removed materials is not permitted on the work site.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT
A. Units: The work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT
A. Payment: No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.
