COMPETENCY LEVEL DESCRIPTIONS FOR COMPLETING CABAILITY MATRIX
A standard adjectival rating should be assigned based on the guidelines below:
1. Excellent (E): Performance of exceptional merit, intense or prolonged experience in this area, and reliable source of skill or technique.
2. Very Good (VG): Very effective performance, contract requirements accomplished in a timely, efficient, and economical manner for the most part.
3. Good (G): Effective performance; responsive to contract requirements; reportable deficiencies, but with little identifiable effect on overall performance.
4. N/A: Does not apply; no experience or performance history in this area.
INSTRUCTIONS:
1. Offerors should reference their most recent (within 5 years) and relevant (comparable in type, magnitude, and scope) to the MLSS II effort. Reference contract data should include a quantifiable unit of measure.
2. Font utilized in the Competency Level and Relevant Experience columns should be Times New Roman and no smaller than size 11.
3. Once completed, the Capability Matrix submission should be no more than 3 pages total including this “SAMPLE & INSTRUCTIONS PAGE”.
