Attachment 1 Summarized Performance Work Statement
1.0 Supply and Materials Management – National Aeronautics and Space Administration (NASA) / George C. Marshall Space Flight Center (MSFC) seeks efficient and cost-effective order management, purchasing, receiving, and warehousing to provide supplies and materials to customers in accordance with Agency, State, and Federal policies, regulations, and laws.
1.1 Provide flight hardware support operations and services. This requirement includes acquisition of supplies, hardware, software, and services associated with Flight Hardware; kitting of materials to meet customer needs; inventory management and control of Flight Hardware; and interfacing with customers through both formal and informal meetings to plan methods to meet customer requirements and schedule.
1.2 Provide furniture acquisition services, assembly, disassembly, and repair for office furnishings.
1.3 Provide central receiving, and MSFC delivery services for incoming freight and small package deliveries.
1.4 Provide material, property, and warehouse management services to include inventory, issuing, handling, storing, and maintaining accountability of property.
2.0 Equipment Management – MSFC seeks physical inventory, maintenance management, and tracking of all equipment for effective accountability and the minimization of loss in accordance with Agency, State, and Federal policies, regulations, and laws.
2.1 Provide inventory services for materials and property, to include issuing, handling, storing, and maintaining accountability of property.
2.2 Perform equipment classification and control.
2.3 Monitor equipment loans.
2.4 Perform equipment accountability using Agency Logistics systems.
2.5 Initiate and process Property Survey Reports for lost, damaged, destroyed, or stolen equipment.
2.6 Perform all related filing, records updates, data queries, and system reports for MSFC accountability of property.
2.7 Perform and provide support for equipment preventative maintenance, trouble calls, dedicated operational equipment support, and assistance with equipment purchases.
3.0 Disposal – NASA seeks effective and cost-efficient reutilization and disposal services for NASA property in accordance with Agency, State, and Federal policies, regulations, and laws.
3.1 Perform pickup and disposal services for NASA property and equipment to include scientific equipment, Information Technology equipment, office furniture, scrap metal, other recyclables, and validation that hazardous materials are not present in disposal items.
3.2 Prepare excess property for reutilization (sale, donation, transfer, recycling, and scrap), removal from accountability systems, keep accurate counts of excess warehouse inventory, and inventory in associated disposal areas.
3.3 Prepare and manage removal, transportation, storage, reutilization, acquisition, transfer, donation, and preparation for sale activity of excess property.
3.4 Perform and manage, collection and coordination of the removal of recyclable items such as metals, toner cartridges, and electronics.
3.5 Provide management services for MSFC disposal operations to include coordination and disposition of unused chemicals with specified MSFC authority.
3.6 Perform inventory accountability, create a record, and secure property during the storage process to prevent loss.
3.7 Secure Agency assets by limiting unauthorized access to secured areas to mitigate losses of property.
4.0 Transportation Management – MSFC seeks freight and fleet services to distribute and transport materials, equipment, and personnel in support of MSFC’s mission in accordance with Federal, State, and Agency policies, regulations, and laws.
4.1 Perform motor pool preventative maintenance services as per original equipment manufacturer.
4.2 Perform motor pool trouble calls which include services related to the repair, installation, relocation (i.e., the deinstallation and reinstallation associated with property moves), modification, or integration of MSFC equipment.
4.3 Perform transportation services to include providing fuel support, providing buses for group transportation, providing highly specialized expertise from outside vendors, and providing assistance with motor pool purchases.
4.4 Perform freight services for shipping through commercial carriers, and packaging/crating services.
4.5 Perform fleet services for government owned and leased vehicles.
4.6 Perform fuel services by managing and maintaining a self-service fuel station, execute fuel truck distribution schedule.
4.7 Perform move services to include personnel and special event equipment.
5.0 Mail Management – MSFC seeks services to process, receive, sort, safeguard, secure, ship, and distribute or deliver official mail in accordance with Agency, State, and Federal policies, regulations, and laws.
5.1 Perform all related filing, records update, data queries, and system reports.
6.0 Life-Cycle Logistics – MSFC seeks services to develop and implement processes, and mechanisms, to identify, mitigate, monitor, support, sustain and maintain status reporting for equipment and designated parts under MSFC Logistics management and control. Life-Cycle Logistics Services shall be provided from item acquisition, through use and sustainment, until final disposal or disposition.
6.1 Assist in the planning, development, implementation, and management of a comprehensive, affordable, and effective support strategy that encompasses the entire life cycle from acquisition (design, develop, test, produce and deploy), to sustainment (operations and support), and disposal.
