About this file
This is a Sole or Limited Sources Justification determination memorandum for a federal procurement. The requisition N0007421RC025J4 seeks to procure Mitchell Repair Information Company web access accounts (TruckWorks and ProDemand) for Naval Special Warfare's fleet of Government Owned Vehicles. The estimated amount is not to exceed $350,000 over a five-year period of performance consisting of a one-year base period and four one-year option periods. The procurement includes sixteen total licenses: eight TruckWorks and eight ProDemand accounts, with the option to order up to eight additional licenses per year during option periods.
The justification supports a sole-source award to Mitchell Repair Information Company (CAGE 51108), a small business, as the only known source capable of providing a comprehensive repair information software suite for Class 4-8 trucks with a single login, all-makes/models data resources, scalable wiring diagrams, and digital pictures. Market research identified competing services including Chilton's, Haynes, AutoZone, AutoMD, SnapOn, and Car Diagnostics, but these firms offer significantly lower technical scope and do not support medium and heavy duty trucks. All Data provides similar automotive support but lacks medium and heavy duty truck coverage and offers computer-based instead of location-based web access. The contracting officer dated the determination 03/23/2026, with customer approval dated 01/07/2026. Notice of the Government's intent to issue a sole-source award will be posted to beta.sam.gov.

Mitchell Repair Information Company web access accounts providing access to a web based automotive service and repair subscription (TruckWorks and ProDemand) in order to properly maintain and service Naval Special Warfare’s fleet of Government Owned Vehicles. Number of licenses to be procured total sixteen (16); eight (8) of TruckWorks and 8 of ProDemand. Resulting order involves a five year period of performance, a one-year base period, with four-one year option periods. Option periods will include the ability to order up to eight additional licenses per-year.
Sole source to Mitchell Repair Information Company (CAGE: 51108), a small business. The required source is the only known source capable of providing a comprehensive repair information software suite for Class 4-8 trucks, providing a single log-in, all-makes/models data resource with scalable wiring diagrams, and digital pictures. Other services provide licenses for automobiles and other light vehicles but not heavy trucks. The required source is the only known source to satisfy both the automobile and truck requirements. NSWC conducted market research and identified several companies offering somewhat similar services. Chiltons, Haynes, Autozone, AutoMD, SnapOn, and Car Diagnostics offer significantly lower technical scope from what is required and do not support medium and heavy duty trucks. All Data has similar technical support for automotive vehicles but no support for medium and heavy duty trucks and provides web access by computer instead of by location.

Notice will be posted to the beta.sam.gov website of the Government's intent to issue a sole-source award.
The Government continues to do research on how best to employ and distribute maintenance, repair and parts information to vehicle service and repair facilities in an economical and industry relevant manner. Online web based technical libraries are the best way to access vehicle repair information to stay current with updated technical data, recalls and troubleshooting techniques. Market research was conducted prior to this proposed action and only Mitchell Repair Information Company LLC can provide the product/services required.
