E-Rate Specific Considerations/Information
1. Per FCC E-Rate rules, the cost of eligible goods/services will be the highest valued criterion in the
Internet Access evaluation process; however, other criteria with a lesser value may also be considered.
2. Product demonstrations will not be entertained.
3. Green Light Status - Vendors are responsible for providing evidence of FCC Green Light Status at the time the offer is submitted. More information about FCC Red and Green Light Status may be found at:
https://www.fcc.gov/licensing-databases/fees/debt-collection-improvement-act-implementation

See https://www.usac.org/about/reports-orders/supply-chain/ for more details.
5. As required by Section 54.500(f) of Part 47 of the Code of Federal Regulation, all bids in response to this solicitation must offer the lowest corresponding price (LCP), which is defined as the lowest price that a service provider charges to nonresidential customers who are similarly situated to a particular E-Rate applicant (school, library, or consortium) or similar services. See https://www.usac.org/e-rate/service-providers/step-2-responding-to-bids/lowest-corresponding-price/ for more information on the requirements relating to LCP.

7. FCC Form 473: The awarded vendor(s) must provide the option for discounted billing by carrying the discounted portion until the vendor is able to invoice USAC for said discounts. The Owner is willing to pay their non-discounted share in a monthly arrangement. Regardless of the selected discount mode, the vendor is responsible for the timely filing of the FCC Form 473 Service
Provider Annual Certification (SPAC) for each E-Rate Funding Year, according to 47 CFR 54.504(f).
8. FCC Form 474: Per Federal Code § 54.514(c), Vendor(s) shall permit the Owner to choose the method of payment for the discounted services from those methods approved by the

10. Per E-Rate rules, the successful Vendor shall comply with all applicable Federal and State of
Michigan rules, regulations, and requirements governing the maintenance of documentation to verify any cost of services or commodities rendered under this contract by the Vendor.
