About this file

The document is a pre-bid conference minutes for the Maryland Department of Natural Resources (DNR) Elk Neck State Park Shelter Renovations project (EC25-09035-27), held on February 13, 2025, at 1:00 PM. The project involves comprehensive renovations of Pavilions #1 and #2, including installing specified posts, preparing and painting approximately 7,500 square feet of ceiling interiors and roof framing, and potential replacement of tie plates. The pre-bid conference was attended by multiple potential contractors, with a site tour conducted and key project details reviewed. The sealed bid is due on March 4, 2025, at 6:00 PM, with the project focusing on shelter improvements at the state park located in North East, Maryland.

The procurement is designated as a Small Business Reserve (SBR) contract with specific requirements, including a 15% Minority Business Enterprise (MBE) subcontracting goal. During the pre-bid conference, several technical questions were addressed, such as post dimensions, painting methods, potential material substitutions, and vehicle access to the site. The contractors were informed that they will be liable for any damages to the asphalt driveway during the project. The DNR will accept alternative materials like high-grade Sherwin Williams exterior stain, and existing tie plates can be inspected for potential reuse, though bidders should be prepared to replace them. The project emphasizes detailed specifications and allows for contractor flexibility in certain implementation aspects.

QUESTIONS

Q1: 1. Notice to Bidders – Solicitation Fact Sheet – Paragraph 15 A-i - Install specified 40 @

6”x6” posts in same location as removed as per Drawing #2. Properly connect the posts to the roof framing with tie plates. – The existing roof trusses are 4” wide, as are the existing posts, which align dimensionally and allow for tie plate installation. 6” wide posts will be 1 ½” wider than the existing roof trusses, not allowing for tie plate installation as they will be misaligned. Is the expectation that shims will be used under the tie plates to align the posts and truss for tie plate installation? Please clarify.

A1: The actual dimensions of the posts are 5”x7” and 5 ½” x 5” which will be addressed in an addendum. Shims can be used to align the posts.

Q2: A. Will heavy vehicles and equipment (concrete/dumpster/delivery trucks) be able to travel on the asphalt driveway leading up to the pavilions? The center bollards can be removed for vehicle access.

B. If yes, will the contractor be liable for damages to the asphalt driveway? The concern is that it does not appear strong enough to handle very heavy vehicle traffic.

C. If no, pricing will have to include concrete pump trucks and or other smaller transportation equipment to handle removal of existing waste and delivery of new materials.

A2: Yes, heavy vehicles will be allowed to travel on the asphalt driveway leading up to the pavilions. However, yes, the contractor will be liable for damages that occur during this and all portions of the project.

Q3: Notice to Bidders – Solicitation Fact Sheet – Paragraph 15 -A-S says to Prepare surfaces and paint/prime all ceiling interiors and roof framing approximately 7,500 SF, according to the manufacturers written instructions. Can these surfaces be sprayed where applicable instead of brushed or rolled?

A3: Yes, they can be sprayed.

Q4: Notice to Bidders – Solicitation Fact Sheet – Paragraph 15 -F-R says Paint shall be Sherwin Williams Exterior Bonding Primer, and Super Exterior Paint or approved equal.

Could a high grade Sherwin Williams exterior stain be used in lieu of primer and paint?

Color chart shall be provided.

A4: Yes, the awarded Contractor may submit a material submission for an “approved equal” substitution during the submittal phase of construction. DNR will accept a high grade Sherwin Williams exterior stain as an approved equal.

Q5: Notice to Bidders – Solicitation Fact Sheet – Paragraph 15 -F-S says the tie plates shall be replaced. The existing plates appear to be of sturdy thickness and in good condition, could these be reused to save on material costs?

A5: The existing plates can be inspected in the presence of the DNR Project Manager after removal to determine if they can be reinstalled. For the purpose of the bid, the Contractor should be prepared to replace all of the existing plates.
