About this file
This is a National Menu Specifications Quote Sheet for milk products required by the Federal Bureau of Prisons Federal Correctional Complex (FCC) Florence for Fiscal Year 2026, Quarter 3. The specification document outlines three dairy items: pasteurized nonfat milk in pint containers (264,000 units) that must be kosher parve certified; cottage cheese in 5-pound tubs with a minimum 60-day shelf life requiring weekly delivery (250 units); and sour cream in 5-pound tubs also requiring weekly delivery (372 units). All products must comply with Federal Food, Drug, and Cosmetic Act requirements, allergen labeling standards, and BOP National Menu Specifications with no substitutions permitted. Products may be sourced from foreign countries if not specified as U.S. or Canadian products.
Delivery to FCC Florence is scheduled for the first month of the quarter (normally April 2026) between 6:30 AM and 1:30 PM, Monday through Friday, with no federal holiday deliveries accepted. All non-frozen perishables must arrive at 34-40 degrees Fahrenheit, frozen foods at 0 degrees Fahrenheit or below, and all items must be palletized unless prior arrangements are made. Kosher items must bear the Kosher Symbol on individual packages. The Government reserves the right to conditionally receive items for three days of inspection and testing, with non-compliant products refused at vendor expense. All pricing must include shipping with FOB Destination terms, and quotes must be submitted in the provided Excel format by March 16, 2026 at 11:00 AM via www.sam.gov. Past performance will be weighted equally with price in award decisions, and vendor registration in SAM.gov with current representations and certifications is required at time of quotation.
