About this file
This document is an Invitation to Bid (ITB) from the Town of Middletown, Rhode Island for the Pavilion Deck Expansion project at Second Beach (MIDD-026-004). The project involves constructing a deck adjacent to the existing concessions building deck, with multiple components including demolishing part of the existing wooden deck, installing helical piles, constructing a new deck frame, installing decking surface, stairs, side deck screening, railings, and a food shelf. The project also includes optional add alternates for electrical work and replacing the existing deck's frame and piers, as well as a substitute alternate for using composite decking instead of Ipe wood. The project is subject to CRMC Assent No. A2025-05-086 and is scheduled to be completed before the beach opens on Memorial Day, May 25, 2026, with work restricted between November 1st and April 14th.
The bid includes several pricing options: a base bid covering the primary deck expansion work, Add Alternate No. 1 for replacing the existing deck's frame and piers (involving 8 helical piles), Add Alternate No. 2 for comprehensive electrical work, and a Substitute Alternate No. 1 for using composite decking. The Town of Middletown will provide dumpsters and handle debris removal, and local permit fees will be waived, though state fees cannot be. The project is classified as a prevailing wage project, and bidders must provide various insurance coverages including Workman's Compensation, Professional Liability, General Liability, and Automobile Insurance. A mandatory pre-bid meeting was held on September 24, 2025, with multiple construction and remodeling companies in attendance.

2. Response to Pre-Bid Questions
Question 1: Helical pile with cap by geotechnical engineer. What are the engineering requirements? Is the design based on a particular helical pile system? Have you contacted any pile contractors that may have prepared cost estimates? Are there minimum helical pile size and depth requirements?
Answer 1: The helical piles have been designed by a licensed professional geotechnical engineer and shall be installed as described in the Helical Pile detail on sheet C8.
Question 2: Lumber. Please provide information on lumber grades, wood treatment, and any engineering requirements. How do 6x10 beams attach to the helical piles? How does 2x framing attach to the beams? What hold down connectors are required? Please provide information about finishes (material/coating) for any fasteners, connectors or anchors.
Answer 2: Section 01120 Materials has been added to the Specifications to address the engineering requirements. Refer to Section Detail 2 on sheet C8 for how the 6x10 beams attach to the helical piles, how the 2x framing attach to the beams, and what connectors and fasteners are required.
Question 3: PT siding and PVC trim. How is the siding and PVC fastened and are any finishes required?
Answer 3: PVC elements such as skirt boards and risers should be installed with construction adhesive and hidden screw fasteners with matching plugs. The vertical PT boards should be installed with #10 x 2 ½” stainless steel flat head wood screws (min. 4 screws per board). There is no finishes required for the PT siding or PVC elements.
Question 4: Decking. Please provide information on material grades, connectors, and finishes. Is the decking pre-finished or site finished? If site finished, how many coats of what particular finish are required? Are exposed edges not grooved?
Answer 4: Section 01120 Materials has been added to the Specifications to address the engineering requirements. Refer to the Fastener Detail on sheet C8 for the connectors. Refer to the decking notes on sheet C6 for the finishing, which states “hardwood transparent exterior waterproofing oil (Penofin or similar).” Exposed edges shall not be grooved.
Question 5: Electrical. Is this a design-build electrical system? What are the engineering requirements? Please provide specifications for raceways, wiring, grounding, floor boxes, floor box covers, receptacles, LED wall sconces, LED low voltage riser lights, and lighting controls. How will the wiring get into the panel in the Concessions Building? Is the existing panel surface mounted or recessed? Will new circuit breakers be required? Will existing walls have to be disturbed to install the wiring. Please provide more information about the conduit that has to be relocated at the concrete block wall? Please confirm the number of wall sconces that are required.
Answer 5: The awarded bidder shall confirm the location of the panel box and determine the conduit layout to bring power to the site. Refer to the Electrical
Notes and Decking Plan on sheet C6 and the Side Decking Plans on sheets C7.1 and C7.2 for the engineering requirements and specifications. The conduit to be relocated near the concrete block wall is shown on sheet C3.
Question 6: Wood picket fencing. What material is required? How high is it? Are any gates or locking hardware required?
Answer 6: The characteristics of the new fence (height and material) shall match what’s existing. The new fence will only surround the transformer on three sides.
Therefore, no gates or locking hardware is required.
Question 7: Aluminum pipe rail. Is this pre-finished with what finish, powder coat or an anodized finish? To meet ADA, do the rails have to extend 12” beyond top and bottom steps? If so, please provide a detail.
Answer 7: Section 01120 Materials has been added to the Specifications to address the engineering requirements. The rail shall have a white powder coat finish and shall conform to all ADA requirements, including extending beyond the top and bottom steps. Below are details showing the required top and bottom handrail extensions.
Question 8: Fixed tent canopy. Is there a manufacturer or specific model that the design is based on? What are the engineering requirements?
Answer 8: Section 01120 Materials has been added to the Specifications to address the engineering requirements. The proposed tent canopy shall also conform to the requirements as described on sheet C6.
Question 9: What painting is required?
Answer 9: There is no painting associated with this project. However, a waterproofing oil shall be applied to the Ipe decking surface.
Question 10: Will the existing foot washing stations have to be disconnected and reconnected to install the new siding?
Answer 10: The spouts for the foot washing water outlets will have to be removed for the demolition and reset following the installation of the new siding.
Question 11: PT 2x8 cross bracing for lateral stability is shown at three locations. Is there any PT 2x10 solid lateral bracing required between PT 2x10 joists?
Answer 11: Yes, PT 2x10 solid lateral bracing is required between PT 2x10 joists.
The bracing shall be placed at the midpoint of the joists.
Question 12: What permits are required other than a building permit? Are permit fees waived?
Answer 12: The awarded bidder will only need to obtain a building permit. Local permit fees will be waived but State fees cannot.
Question 13: Are there any special work requirements?
Answer 13: Refer to the Invitation to Bid and this Addendum No. 1 for work requirements.
Question 14: Which wage determination will govern this project?
Answer 14: This is a prevailing wage project.
Question 15: We have difficulty with the schedule. To assign liquidated damages for partial completion does not make sense to us. The construction season can extend beyond December 15th for type of work and it will just drive up the cost to have this arbitrary deadline. We fully agree with the liquidated damages for the April 15 and May
1 deadlines. We would not be able to bid if this middle deadline is required.
Answer 15: The project schedule will remain as described on Page 13 of the
Invitation to Bid.
Question 16: Are we to replace stockade wood picket fence in kind? Height etc.? Are we to surface mount new posts or core drill curb for fence installation?
Answer 16: See Answer 6. The new fence is to be surface mounted onto the existing curb.
Question 17: Is there a spec that could be provided as to what the clear side panels / windows that roll up are?
Answer 17: See Answer 8.
Question 18: Is the electrical scope considered to be design build? Not much detail provided as to where we are getting power from, what type of wall sconce and riser lights etc.
Answer 18: See Answer 5.
Question 19: Will an engineered stamped drawing be required for the fixed tent canopy structure?
Answer 19: Yes, the engineering stamped drawing shall be approved by the
Owner prior to purchase.
Question 20: What is the bearing capacity that needs to be met for the Helical piles?
Answer 20: See Answer 1.
Question 21: There doesn’t appear to be a detailed specification for the fence. The only notation is “Provide new wood picket fencing mounted to top of concrete curbing”.
Please Advise on: Height, Style (closed picket, spaced picket), How will the wood posts be attached to the concrete curbing?, Will a gate be required? If there is an existing fence, should we match the existing?
Answer 21: See Answers 6 and 16.
