About this file

This document is an Intergovernmental & Cooperative Purchasing Clause issued by the Mid-Atlantic Purchasing Team, governing procurement policies for the Washington Suburban Sanitary Commission (WSSC) in Maryland. The clause establishes the framework allowing other governmental entities within the region to participate in WSSC's procurement opportunities. The Batson Road Demolition project involves comprehensive demolition and site restoration services at 16616 Batson Road, Spencerville, Maryland, adjacent to the T. Howard Duckett Reservoir. Required services include complete demolition of existing structures, debris removal, environmental remediation including asbestos abatement, well and septic tank abandonment, universal waste removal, and subsequent site grading, backfilling, seeding, and stabilization. Sealed electronic bids must be submitted via WSSC's eProcurement Portal by 2:00 p.m. on Tuesday, February 3, 2026, with questions due by January 20, 2026. The contract term runs one year from the Notice to Proceed, with all work to be completed within twelve months and permits acquired within six months.

Compensation will be provided on a lump sum basis with 5% retainage held per the Maryland Little Miller Act, and final payment will be processed within 30 days of submittal of closeout documentation. There is a 0% MBE/SLBE subcontracting goal with no set-aside requirements for disadvantaged enterprises. Contractor qualifications require a minimum of five years of demolition experience with two-story or larger structures, an Experience Modification Rate below 1.0, and all required Maryland state and local licenses. Bonding requirements include a 5% bid guarantee, 100% performance and payment bonds, and 100% maintenance bond. Insurance requirements encompass workers' compensation, commercial general liability ($1,000,000 per occurrence), business auto liability ($1,000,000), umbrella liability ($1,000,000), and pollution liability ($1,000,000). The project is subject to Maryland prevailing wage requirements and the Maryland Buy American Steel Act.
