This is a Statement of Work (SOW) for the Thomas Building Security Installation at Middle Georgia State University, issued by the U.S. Air Force under solicitation FA857926Q0040, dated September 24, 2026 (Version 5).

The project involves the procurement, installation, integration, and configuration of an IP-based intrusion alarm system with Common Access Card (CAC) access points at the Thomas Hall facility on the Warner Robins campus. The contractor must deliver a complete Access Control System (ACS) and Intrusion Detection System (IDS) compliant with Department of War physical security standards. Specific installation requirements include: 27 motion detectors, one intrusion detection system panel in communication room A106, six CAC/badge/card readers, twelve magnetic locks, six push button magnetic releases, one arm/disarm keypad, and twelve high security switches, all positioned according to provided schematics. The system shall consist of a minimum of an eight-reader CCure Site Server, an eight-reader CCure Site Server (SSA), and all applicable hardware and software. The period of performance is no later than 90 days after receipt of order, with work performed at Warner Robins Air Force Base during standard government business hours (Monday-Friday, 0800-1700, excluding federal holidays). The work will be executed in two sequential phases: Phase 1 encompasses renovation and installation on the east half with government occupancy before Phase 2 commences on the west side. The contractor must provide a Priced Bill of Materials and Production Roadmap within seven days of contract award, maintain a Quality Control Plan aligned with ANSI/ASO/ISO standards, implement a comprehensive Safety Plan per Appendix B within 15 days of award, and comply with all OSHA standards and Air Force occupational safety requirements. Contract data deliverables include a Contractor Safety Plan (A001), Incident/Mishap Reports as required (A002), Priced Bill of Materials (A003), and Production Roadmap (A004). The government reserves the right to take beneficial occupancy of completed portions prior to final contract acceptance, and the contractor remains responsible for correcting all punch-list items with minimal disruption to ongoing government operations. All intellectual property, hardware, and software rights transfer to the United States Government.

1 INTRODUCTION

1.1 Purpose

This Statement of Work (SOW) defines the scope, deliverables, assumptions, exclusions, and responsibilities for the renovation of the Thomas Building at Middle Georgia State University’s Warner Robins campus. It establishes the Contractor’s obligations and outlines the work required to complete the renovation in accordance with the project plans and specifications.

1.2 Scope

The project consists of the renovation of designated areas within the Thomas Hall building. The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and non-personal services necessary to perform the comprehensive renovation of designated areas within Thomas Hall, as defined in this Performance Work Statement (PWS). The Contractor shall execute all tasks, including but not limited to planning, engineering, site preparation, construction, and quality control, to deliver a fully functional and complete facility ready for Government occupancy. All work shall be performed in strict accordance with the specifications, drawings, and terms of this contract.

The Middle Georgia State University (MGSU) campus facility shall remain in partial operation throughout the performance period. The Government will grant the Contractor phased, partial access to the project areas.

The Contractor is responsible for coordinating the detailed transition schedule and utility cutovers with the Contracting Officer's Representative (COR), onsite Program Managers (PMs) or Facility Managers (FMs) to prevent mission downtime.

The Government reserves the right to take Beneficial Occupancy of completed portions of the facility prior to the overall contract completion date.

• No Final Acceptance: Beneficial Occupancy of any portion of the project area does not constitute final contract acceptance, nor does it relieve the Contractor of liability for completing the remaining work.

• Deficiency Correction: The Contractor remains fully responsible for correcting any identified punch-list items, structural deficiencies, or technical deviations in occupied areas, with minimal disruption to ongoing Government administrative operations.

The Contractor shall maintain strict separation between active construction zones and operational Government administrative spaces.

• Physical Barriers: The Contractor shall install dust-rated physical partitions, temporary barriers, and safety signage to isolate construction noise, dust, and debris from occupied areas.

• Co-use Access Control: Contractor personnel shall restrict their movement to designated construction entrances and exits. Under no circumstances shall Contractor personnel enter occupied Government administrative spaces without prior authorization.

The Contractor shall perform the required scope of work within a multi-contractor, co-use environment. Multiple concurrent work efforts executed by other independent contractors and Government personnel will be ongoing within the facility during the performance period.

The Contractor shall perform the work sequentially in two phases. Phase 1 consists of renovating the unfurnished east half of the building. Upon completion of Phase 1 construction, rectification of all punch list items, and installation of furniture, the government will occupy the renovated space. The Contractor is authorized to commence Phase 2 (west side renovations) only after the government has taken official occupancy of the Phase 1 space unless otherwise specified by the PM, PCO or COR.

1.3 Background

The 402d Software Engineering Group (402 SWEG) executes critical software development, engineering, and integration missions essential to military readiness and warfighter capability.

To maintain the operational integrity of these missions, the Government requires comprehensive, automated physical security and asset protection measures within Thomas Hall.

Currently, there is a capability gap in automated access management and real-time threat detection for the facility. Securing this infrastructure is vital to preventing unauthorized entry, safeguarding technical assets, and protecting personnel occupying the facility.

The objective of this effort is to procure, install, integrate, and maintain a fully operational facility security system within Thomas Hall. This system must deliver two primary capabilities:

• Access Control System (ACS): An automated personnel access control capability that regulates and monitors entry into and movement within the facility.

• Intrusion Detection System (IDS): A robust intrusion detection capability designed to secure, monitor, and protect 402 SWEG's high-value installed assets and sensitive workspaces from unauthorized physical access or tampering.

All systems must comply with applicable Department of War (DoW) physical security standards, technical specifications, and information assurance requirements appropriate for the protection of unclassified mission assets.
