MEMORANDUM FOR RECORD
FROM: 355 CONS/PKBA
SUBJECT: Pandemic Guidance for Davis-Monthan AFB
1. General Information The following guidance has been established to better handle situations such as a pandemic like COVID-19. The information below is what is expected to be provided to the Contracting Squadron in the event that a pandemic effects the base and the local population, to include the contractors that we work with on a daily basis.
2. Scenarios
• If you are a close contact (within 6ft or less for 15 minutes or longer regardless of mask wear) of a positive patient, you will go into quarantine for 14 days from the date of last contact
- You cannot test out of quarantine, you must complete the full 14 days
- If you have symptoms* during quarantine, seek testing
• If you are ill with the CDC listed symptoms*, immediately go into isolation and contact your healthcare provider. If you test positive or your provider has determined that you are to be treated as a COVID-19 positive without testing, you will return to work based on CDC guidelines**
• If you have recent OCONUS travel, ROM for 14 days from arrival to the local area
• If you have recent CONUS travel, ROM is up to COR/Gov’t POC discretion
3. Return to Work Guidance
• Symptom Based (default strategy)
- At least 10 days have passed since symptom onset and at least 24 hours have passed since resolution of fever without the use of fever-reducing medications and other symptoms have improved
- Once these are met, employee will be able to return to work
• Asymptomatic (ROM/Quarantine)
- If an employee does not develop symptoms, employee is automatically cleared to return to work after 14 days
• Asymptomatic (Tested positive)
- For patients who test positive but have no symptoms, isolation can be discontinued 10 days after the first positive PCR test *Symptoms: https://www.cdc.gov/coronavirus/2019-ncov/symptoms-testing/symptoms.html **RTD Guidelines: https://www.cdc.gov/coronavirus/2019-ncov/hcp/disposition-in-home-patients.html
***Please note that RTD is based on provider discretion and not all patients on isolation will be ready to RTD on day 10.
3. Definitions
• SARS-CoV-2 – the virus causing COVID-19
• COVID-19 – the disease caused by SARS-CoV-2
• Isolation – restriction of movement when symptomatic
• Quarantine – restriction of movement when asymptomatic
• Quarters – isolation for 10 day minimum of people with CDC listed symptoms
• Restriction of Movement (ROM) or Self-Quarantine – for personnel who have traveled or have exposure to SARS-CoV-2, yet are asymptomatic.
