About this file

This is a Justification and Approval memorandum for a commercial item procurement by the Army Contracting Command-Redstone Arsenal (ACC-RSA). The U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA) requires the purchase of three (3) Fluke RPM4-A70M Reference Pressure Monitors with a total estimated dollar value of $60,533.70 using FY 2026 and OMA funds. The equipment will serve as backup pneumatic pressure monitors for calibration operations at three Test Support Centers: TSC Anniston, TSC Fort Campbell, and TSC Fort Eustis. The RPM4-A70M is specified for its high-pressure monitoring capability with a range up to 10,000 psi and accuracy of 0.01% of reading, suitable for calibrating pressure gauges, transducers, and transmitters. Delivery is required to Building 5435, Fowler Road, Enterprise Support Division at Redstone Arsenal, Alabama 35898.

The memorandum identifies two interested sources: Albiero Energy LLC and Fluke Electronics Corp, both large businesses. Market research conducted from June 25 to July 9, 2026 included engagement with government engineers, posting a sources sought synopsis on SAM.gov under announcement PANRSA-26-P-0000-036190, web searches using the NAICS code 334513 and specific product keywords, and review of previously awarded similar contracts. No small businesses were identified capable of providing this specialized equipment, and therefore a small business set-aside was not recommended. The procurement is classified as a commercial item purchase under NAICS Code 334513, with authority cited under Title 41 U.S.C. §1901 and FAR 12.102(a) for restricting competition. The memorandum was signed by Contracting Officer Lisa S. Armes on August 3, 2026.
