About this file

This Methods of Approach document outlines the evaluation criteria for Seminole County, Florida's Leased Books Program solicitation, which seeks to establish a comprehensive leased book supply solution for the County's library system. The contract will be awarded based on best overall value to the County, considering proposed approach, qualifications, service capabilities, and price. The initial contract term is anticipated to commence in March 2026 for an initial period of three years, with the County holding the sole option to exercise up to two additional one-year renewal periods, for a potential total contract term of five years.

Vendors must address multiple evaluation areas including leasing plan options with pricing structures, plan duration, renewal terms, and volume discounts; detailed allowance systems with cost per item calculations and comparable customer data; cataloging and processing specifications covering return and exchange processes, standard processing services, defective item replacement procedures, and retention of additional items; electronic capabilities including online ordering systems, MARC records, standard and custom reports, technical support services, and non-listed material ordering; turnaround times from release dates including advance access to publications, fulfillment and processing timelines, shelf-ready shipment capabilities, and shipping locations; and inventory metrics encompassing titles on-hand, alternate warehouse availability, acquisition timelines for additional titles, fill rates for available and backorder titles, and available book bindings. The solicitation emphasizes that Seminole County seeks innovative, cost-effective solutions aligned with the library's operational goals and commitment to high-quality public service.
