About this file
This is a Landscape and Lighting Plan document for the Town of Morris, Connecticut's East Street Housing Site Infrastructure Project, prepared for the Morris Housing Authority. The plan provides detailed site design specifications for the development of an affordable housing site comprising eight units across two buildings. The project encompasses comprehensive site work including clearing, erosion control, grading, stormwater management systems, septic system installation, electrical conduits and transformer vault, site lighting, sidewalks, dumpster pad construction, road and parking subgrade preparation, base and binder course gravel installation, and site stabilization. A mandatory pre-bid meeting is scheduled for Wednesday, March 4, 2026, at 1:00 P.M. at the project site located at 103 East Street, Morris, Connecticut. Sealed bids must be submitted by 2:00 P.M. on Wednesday, March 18, 2026, to the First Selectman Office at Town Hall, 3 East Street, Morris, Connecticut 06763, at which time bids will be publicly opened and read aloud.
Contractors must provide 100% Performance and Payment Bonds and comply with federal and state prevailing wage requirements. Bids cannot be withdrawn for ninety days following the opening of bids. The Town of Morris encourages submissions from minority-owned businesses, women-owned businesses, small businesses, and Section 3 Designated Enterprises, though all vendors are eligible to respond. Contractors should register with Carol Oliwa at coliwa@housingenterprises.com or 860-741-9837 to receive direct email notification of all addenda and contract documents. The project is subject to state spending allocation goals and contract compliance requirements and appears to be funded through Community Development Block Grant resources. The Town of Morris reserves the right to accept or reject any or all bids, waive any informality, or accept any bid deemed in the best interests of the municipality.
