STATEMENT OF WORK

ON-SITE TRAINING

HVAC WATER TREATMENT MAINTENANCE

U.S. Consulate General Merida, Mexico

June 2025

TABLE OF CONTENTS

1. INTRODUCTION

The US Consulate General in Merida, Mexico requires training on the preventative maintenance and operation of its HVAC water treatment system. Services to execute this work must include logistics, shipping, transportation, labor, water treatment chemicals, reagents, tools, educational water treatment testing kits/equipment, administrative and all associated management support functions.

The purpose of this statement of work is to define the requirements for the HVAC water treatment training, to be held at the consulate compound. The intent of this training is for Consulate Merida Facility personnel to learn how to provide safe and reliable HVAC water for the Consulate HVAC system, to preserve the consulate facility equipment, chillers, air handlers, pumps, piping, water distribution system, and maintain a cost-effective HVAC water treatment program to control mechanical water-related problems such as corrosion, scaling, general deposits, and microbiological fouling, and meet mechanical water treatment goals. This training shall ensure all HVAC water systems covered by this training are always in good operational condition.

2. INSURANCE REQUIREMENTS

2.1 Personal Injury, Property Loss, or Damage (Liability). The Contractor assumes absolute responsibility and liability for all personal injuries or death and property damage or losses suffered due to negligence of the Contractor’s personnel in the performance of this Contract. The Contractor’s assumption of absolute liability is independent of any insurance policies.

2.2 Insurance. The Contractor, at its own expense, shall provide and maintain during the entire period of performance of this Contract, whatever insurance is legally necessary. The Contractor shall carry the following minimum insurance:

3. LOCAL LAW REGISTRATION

If the local law or decree requires that one or both parties to the contract register the contract with the designated authorities to ensure compliance with this law or decree, the entire burden of this registration shall rest upon the Contractor. Any local or other taxes which may be assessed against the Contract shall be payable by the Contractor without Government reimbursement.

Statement of Work

HVAC Water Treatment System, On-Site Training

1. GENERAL INFORMATION

The United States Consulate General in Merida requires professional technical training on the preventive maintenance and operation of the Consulate facility HVAC Water Treatment System.

2. TRAINING REQUIREMENTS

Objectives: Students must demonstrate acquired knowledge and hands-on skills on how to perform preventive maintenance and operation of HVAC water treatment system.

Troubleshoot HVAC water treatment system Perform chemical safety practices.

Practice taking and testing HVAC water samples
Balance the quantity of corrosion inhibitor and other HVAC water treatment chemicals to maintain HVAC water quality per OBO standards. Table A, Table AA

Course Duration: Two days

Course Location: US Consulate General in Merida, Mexico

Number of Students: Minimum 3. Maximum 10.

Vendor is responsible for covering all instructor traveling, lodging, transportation, logistics costs, and training materials.

Students must be able to demonstrate acquired knowledge on

i. Preventive Maintenance and Operation:

1. Check and record chemical levels.

2. Determine correct quantity of chemicals to be applied and balanced

3. Safely apply and add chemicals to the bypass feeder

4. Service and replace valves

5. Replace coupon racks.

6. Refill and replenish chemicals

ii. Safety and Handling of Hazardous Materials:

1. Identify chemicals that comply with the Environmental Protection Agency (EPA) regulations, ANSI/NSF Standard 60 Certification.

2. Handle chemicals in accordance with occupational safety requirements. Employ PPE against injuries caused by corrosive or hazardous treatment chemicals as appropriate.

3. Identify the Safety Data Sheets (SDS) of any chemicals used in the water treatment program.

4. Understand the proper operation and maintenance of the equipment and correct any deficiencies found.

5. Maintain proper HVAC water conditions, control corrosion, control scaling and fouling, protecting equipment and distribution piping, and record keeping.

6. Ensure chemicals are properly stored

7. Keep test equipment clean

8. Maintain records and test results.

iii. Maintenance Procedures:

1. Review weekly logs for trends.

2. Check chemical levels in the HVAC water bypass.

3. Adjust chemical levels as necessary.

4. Perform water tests of constituents of Mechanical Water Testing Schedule (Tables below), and learn how to determine the necessary adjustments to achieve the goals for each parameter as listed.

Students must also learn and demonstrate acquired knowledge on:

· Testing for iron before adding molybdate.

· Cleaning and passivate (condition the metal surfaces) the system before adding molybdate.

· Safely applying the correct amount of the following chemicals:

· For each constituent sample and each test: Draw a water sample from the closed loop system. Flush the line until the sample is clear.

· Flush a clean sample bottle with the water from the closed loop system three times to remove any contamination from the bottle, and then collect the sample.

· Test for iron before adding molybdate. The goal for total iron is less than 0.3 mg/l. See Table A "Mechanical Water Testing Summary", for test type, reagents and goals.

· Control the iron (Fe) in the water to prevent the Molybdenum from bonding to the iron rather than to the walls of the pipe.

· Clean and passivate (condition the metal surfaces) the system before adding molybdate.

· Use the Molybdenum Test Kit to test for the proper levels of Molybdenum.

· Record all test results in a logbook and provide the results to the COR in a typewritten and signed report.

· Use the conductivity meter to test for total solids and total conductivity, plot in logbook. Record and analyze abnormal changes.

· Check pH with the pH test strips and/or pH meter. Record results in a logbook and typewritten report.

· Clean sample bottles and wipe down all chemical treatment equipment.

· Change corrosion coupons. Send used coupons to the laboratory for analysis. Contractor to supply written coupon corrosion test report to Facility Manager and/or COR within 15 calendar days after test.

Process Instrumentation Checks and Adjustments

· Visual inspection of the controller, sensor, pumps, tubing, and other accessories.

· Testing of the chemical parameters shown below in Table A.

· Calibration of all the sensor/s with known standard.

· Process calibration of conductivity by a calibrated instrument with a known standard.

· Make sure that the solenoid valves, contact water meter, dosing pumps are physically

· functioning properly as per the settings in the controller.

· Make sure that the chemical is dosed only as per the specification.

· Write maintenance service report with detailed description of errors and causes (if any) and corrective action taken.

HVAC water treatment trainees must learn to determine the dosage levels of chemicals and stay within the specified operating parameters.
