The procurement solicits a subject-matter expert to deliver six total training sessions between June 9-27, 2025, accommodating up to 100 participants per session, with five full-day (8-hour) trainings held at various locations including venues in New Hampshire, Vermont, Massachusetts, and Connecticut. The training will focus on family reunification protocols following disasters, with objectives including understanding incident management systems, communication strategies, and reunification exercise planning. The contract has an initial duration of two months with no renewal options, and the bid responses are due by May 22, 2025, with a conditional award notification expected on May 27, 2025.
The estimated contract value is $60,000, with compensation structured based on hourly rates and project deliverables. The procurement includes a Small Business Purchasing Program (SBPP) preference, giving priority to Massachusetts-based small businesses that meet specific eligibility criteria, such as having fewer than 50 full-time equivalent employees and gross revenues under $15 million. Funding for the contract is contingent upon receiving federal funds, specifically acknowledging potential FEMA financial assistance. The contract requires detailed invoicing, including hours worked, project portions completed, and supporting documentation.
