About this file
This document is a Request for Quotes (RFQ) issued by the Massachusetts Emergency Management Agency (MEMA) for Preventative Maintenance (PM) and Repair services for Lawn and Ground Equipment located at their Framingham, MA facility. MEMA seeks to award multiple contracts to vendors under the FAC116 State contract to provide these services on an as-needed basis. The scope of work includes servicing MEMA's current inventory of equipment, which is listed in the document, as well as any future equipment purchases. The RFQ specifies the required vendor qualifications, response timelines, and procurement calendar, including a bid submission deadline of September 10, 2024 and an estimated contract start date of October 1, 2024. The contracts will have an initial duration of two years, with two optional two-year renewal periods for a total maximum contract duration of six years.
Compensation will be based on the pricing information provided by the selected bidders. MEMA does not guarantee any minimum amount of work under these contracts. The RFQ states that if the annual spend is $250,000 or less, the contract must be awarded to a certified small business that meets the evaluation criteria. If no small business meets the criteria, a large business may be awarded. MEMA reserves the right to terminate a contract due to poor performance.
