About this file

This is a Measurement and Payment Plan document prepared by the City of Plant City, Florida, detailing the pricing structure and payment methodology for as-needed CIPP lining services on the City's wastewater collection system. The plan establishes line-item pricing for CIPP lining work across various pipe diameters ranging from 4 inches to 36 inches, point repairs, service lateral reinstatement, and preparatory and restoration activities. Pricing is structured on a per-linear-foot or per-unit basis depending on the service category, with separate line items for different diameter ranges to account for varying complexity and material costs. The document provides the standardized pricing framework against which contractor proposals will be evaluated and subsequent work orders will be priced throughout the contract term. No specific contract award date, commencement date, or contract term duration is referenced within this measurement and payment plan document.

The pricing structure enables the City to request proposals from multiple contractors and award work on an as-needed basis, with compensation calculated according to the established unit rates. The document does not specify set-aside programs, incumbent contractor information, funding sources, or total estimated contract values. Payment will be made upon completion of work in accordance with the line-item rates specified in each contractor's accepted proposal. This measurement and payment framework supports the City's asset management strategy by providing transparent, standardized pricing that allows for efficient allocation of CIPP rehabilitation work across the 160-mile wastewater collection system while maintaining cost control and regulatory compliance.
