About this file
The document is a presentation by the Greater Orlando Aviation Authority (GOAA) for an Industry Day regarding the Consolidated Rental Car (ConRAC) Facilities and Access Improvements Program at Orlando International Airport (MCO). The presentation outlines plans for a comprehensive $2 billion program to develop a new consolidated rental car facility, including ready/return spaces, customer service areas, quick turnaround areas, and associated access roadway improvements. The project timeline indicates procurement will start in Q4 2024/Q1 2025, with design beginning in Q4 2025, construction starting in 2026-2027, and substantial completion targeted for 2030-2031, with the ConRAC expected to open in 2031.
The program aims to address current operational inefficiencies by creating a centralized facility for ten rental car brands currently spread across multiple terminal locations. The proposed site is near Terminal C and will include a 6-level facility with approximately 5,500 ready/return spaces totaling around 2 million square feet, plus additional levels for public or employee parking. The facility is designed to accommodate projected passenger growth, with facility requirements based on scenarios ranging from 50 million to 110 million annual passengers. The procurement will utilize a design-build or progressive design-build method, with qualifications-based selection and a potential price component. Funding and delivery will be managed through staggered procurements for Program Management and Oversight (PMO) and Design/Build services.

Background – Evidence of Need
Recent Trends in Passenger Activity Growth:
FY22: 48.6 Million Annual Passengers (42.5% year‐over‐year growth)
FY23: 56.0 Million Annual Passengers (15.1% year‐over‐year growth) Rolling 12‐months as of July 2024: 58.7 Million Annual Passengers
(6.6% year‐over‐year growth)
Existing Rental Car Facilities have capacity shortfalls in the following areas:
Rental Car Return spaces, Quick Turnaround Area (QTA), and Vehicle Storage
Existing Rental Car Facilities also have operational efficiencies characterized by the following:
Distance to on‐airport and off‐airport heavy maintenance facilities
Distance to off‐airport storage for fleet inventory control
Shuttle distance between Terminals A and B
ConRAC Facilities and Access Improvements – Industry Day 5
MCO is the largest rental car market in the world, with most of the major car rental companies located on‐airport, without the need for a shuttle bus to pick up a rental car.
The on‐airport rental car companies are located in:
• Terminal A, Level 1
• Terminal B, Level 1
• Terminal C, Level 4
MCO Today:
ConRAC Facilities and Access Improvements – Industry Day 6
Background
• Reduced traffic congestion on terminal area roads and curbs
• Opportunity to repurpose existing rental car areas within the existing terminal garages for public parking
• Reduced customer confusion and improved wayfinding
• More efficient rental car operations, for customers and the rental car companies
Benefits of a Consolidated Rental Car Facility (ConRAC) for MCO include:

ConRAC Facilities and Access Improvements – Industry Day 10
Improve the Passenger / Rental Car Customer Experience –an enhanced customer experience with an easy‐to‐use single consolidated location for vehicle rental and return.
Reduce Traffic Congestion – lower daily rental car shuttle bus trips on Jeff Fuqua Boulevard reducing congestion on the terminal area roadways.
Improve Operational Efficiencies – reduce rental car company operating costs while also accommodating full brand family operations and projected future growth within the same secure area.
Provide additional Capacity for Rental Car Operations while Allowing for Existing Terminal Garage and Space Repurposing for Other Needed Uses – explore repurposing or redevelopment of existing rental car facilities for other uses such as public parking and other ground transportation functions once the ConRAC opens.
Protect for Future Expansion – preserve expansion capabilities for serving 20‐year and 30‐year demand growth.
ConRAC Facilities and Access Improvements – Industry Day 11
Existing Conditions and Constraints
• Combination of on‐ and off‐airport storage sites available
• Currently enough remote storage to meet rental car needs (except during extraordinary events)
• Located in various areas and distances from the Terminals

• A 50 Million Annual Passenger (MAP) baseline demand requirement was determined, as well as requirements for four future demand levels.
• Growth rates and mode share scenarios (a “Decrease in RAC Mode Share” and a “No Change in RAC Mode Share” scenarios) were used to project future facility requirements.
• Site requirements (acreage) also considered spare for future expansion (SF) by 10%, up to
14.3 million SF.
