The purpose of this amendment to MCC-16-RFQ-0220 is to provide answers to vendor questions and to specify that Past
Performance Questionnaires (ref: RFQ Section L.8.11) are NOT required for MCC projects referenced as part of the requirements of L.8.10.

Following are MCC’s responses to vendor questions regarding this solicitation:
1. Could MCC please provide a more legible version of Annex II: Estimated Timeline of Infrastructure
Evaluation Activities?
MCC Response: Please see attachment Annex II – Estimated Timeline of Infrastructure Evaluation Activities.
2. Could MCC please provide a rough calendar of the expected implementation and completion dates of the
Electricity Generation Project and the Electricity Distribution Project?
MCC Response: The Compact is currently expected to Enter into Force (EIF) in early 2017. All Compacts must be completed within 5 years from their EIF date. Final project design work is currently being procured.
With this in mind, actual dates for construction and implementation will depend upon these final designs.
However, offerors can reasonably anticipate that infrastructure components will not be completed until approximately Year 3 of the Compact (or later). However, it should be noted that different components will likely be completed at different times, so while some may be completed in Year 3, others may take until the end of the compact before they are completed. All components must be completed by the compact end date, 5 years after EIF.
3. Would MCC be willing to make available additional documentation, including the M&E Plan, a more detailed list of the specific infrastructure improvements included in the Electricity Distribution Project, ERR files with beneficiary assumptions, and findings from the survey mentioned (n=5,700) in the Compact Annex III (2)(c)?
MCC Response: The M&E Plan is not completed until closer to EIF. As such, a complete M&E Plan is not available. However, a summary of its primary components is available in Annex III of the Compact. For the
Distribution Project, in addition to the specific components detailed in Annex X of the solicitation (the RFP for the Distribution Project design work), there will also be a dispatching center and corresponding SCADA system incorporated into the Distribution Project. ERR files and the final survey data are not currently available for public dissemination. However, these files can be shared with the selected firm once the evaluation work begins.
4. Please confirm that C.4.4.3 is not part of the evaluability assessment.
MCC Response: Sections C.4.4 and C.4.5 have been revised for clarity regarding what should be included regarding program logic assumptions in the evaluability assessment vs the evaluation itself.
Section C.4.4.3. is replaced in its entirety as follows (Note: All sub-points are hereby removed):
C.4.4.3. Are the key assumptions to the program logic identified? How reasonable are those assumptions? What assumptions are missing?
Section C.4.5.7. is hereby added to the RFQ as follows:
C.4.5.7. How did the program assumptions hold up? Including (but not limited to):
C.4.5.7.1. How and to what extent have factors outside the compact (such as availability of energy imports from Ghana and Nigeria, completion of the North-South 161kv

C.4.5.7.2. To what extent are MCC’s maintenance expectations for the new infrastructure works being met?
C.4.5.7.3. To what extent was the project implemented as designed?
Section C.4.8. is hereby inserted into the RFQ as follows (Note: All subsequent sections are renumbered accordingly, i.e., the original C.4.8. becomes C.4.9. and so forth):
C.4.8 Based on the final results of the evaluation, the Evaluator shall conduct a cost-benefit analysis of MCC’s investments, including the calculation of the Economic Rate of
Return.
5. Are the benefits of the photovoltaic and thermal generation activities expected to be primarily limited to their respective localities?
MCC Response: It has been suggested that while some benefits will be localized to the areas surrounding the generation activities, other benefits will accrue to users of the grid more broadly. However, it is not currently clear how much of the benefits will accrue locally vs to the grid more broadly, which is ultimately a technical and engineering question. But, this is a question MCC is interested in. And, given the expectation that proposed teams include substantial engineering and electricity grid technical work, MCC anticipates that the selected firm will help MCC answer this question and subsequently measure the benefits to different portions of the grid.
