Questions and responses:
1. When the team will need to mobilize to the field?
A. – The team’s members shall be available at the time of award (approximately end of November) and mobilize to travel to Philippines within one week of award, approximately December 1, 2015.
2. Can a company propose local nationals for this solicitation?
A. – The companies are encouraged to submit qualified local nationals for the positions.
3. The months of contract given for travel under Section C – Statement of Work and Objectives – sub-section E (Travel) appear to conflict with the deliverable due dates given under Section F.4 Deliverables. For instance, the Action Plan Implementation field visits are indicated as occurring in months 4-7 of the Contract, while the Action plan is not shown as being due until month 9 of the Contract. Should we assume that the Deliverable due dates are correct and adjust the travel dates accordingly?
A. – With the assumption that the award will be made at the end of November – beginning of December, the following estimated trips schedule will apply for the section E. Travel, Field missions to Philippines:
· Early Dec 2015 - inception trip
· Late Dec 2015 - assessment methodology due
· Jan and Feb 2016 - SP assessment
· March 2016 - assessment report with action plan due, presentations in DC and Manila
· April and May 2016 - action plan implementation
· Nov and Dec 2016 - follow-up SP assessment
· Jan 2017 - assessment report due, presentations in DC and Manila
· Feb-April 2017 - prepare, discuss and finalize report for MCC on sustainability considerations for CDD projects
The deliverables are estimated at this point of time and will be adjusted accordingly at the time of award. Contractors may provide adjusted deliverables table in their technical proposal linked to the SOW and travel requirements.
4. Offerors are instructed on page 39 to follow Attachment J.1.: Sample Price Template, which states that all ‘other related categories Local labor in country including indirect (if any)’ should be listed under the ODC portion of the budget. Under our approved NICRA, labor cannot be treated as an ODC. Please clarify that offerors should include all labor according to their cost structure.
A – The local labor categories can be proposed under all Labor categories (separate line items for expatriate labor and local labor) or under ODC, according to the contractor’s established cost structure.
5. Please clarify if potential offerors are to propose new fixed burdened daily rates for the Labor Categories contained on page 14 or if offerors under the MCC BPA are obliged to use that rate schedule.
A – The contractors do not need to follow their BPA’s or GSA’s stated negotiated labor rates. This RFP is a full and open competition solicitation, therefore, the proposed rates need to be marketable. All proposed fully burdened rates need to be open – presented as: Labor rate, Labor burden costs (payroll taxes, all insurances, annual benefits, supplies, training costs, etc.) and fee (if applicable).
End of modification.
