About this file

This is a Question and Answer (Q&A) document issued by Brookhaven National Laboratory (managed by Brookhaven Science Associates for the U.S. Department of Energy) on October 27, 2026, addressing inquiries regarding solicitation MB484555 for seamless 21-6-9 stainless steel tubing.

The procurement requires seamless 21-6-9 stainless tubing in 42-foot straight lengths with a tolerance of 42 feet -6"/+12", though BNL may consider lengths as small as approximately 40 feet but cannot accept substantially shorter lengths. BNL is open to accepting tubing certified to either ASTM A269/A269M-25 or AMS 5562, with annealed tubing preferred over cold-worked material. Standard ASTM A269 outer diameter and wall tolerances apply. Extended lead times associated with mill runs are acceptable; offerors should propose delivery as fast as reasonably possible given manufacturing constraints. Foreign-origin offers will be considered. Quotes are due by November 10, 2026, at 5:00 PM ET to MBRYAN@BNL.GOV; quotes must remain valid for 45 days and may be submitted on the offeror's standard template. Partial shipments are acceptable. For foreign products shipping from outside the USA, offerors must include shipping costs in their firm-fixed price quote; for domestic products, BNL will arrange freight through its carrier accounts. Delivery is to Building 98, Rochester Street, Upton, NY 11973. Required documentation includes eddy current testing per A269, a certificate of conformance with chemical analysis traceable to a specific heat/lot, dimensional inspection, and a mill test report to EN 10204 3.1 or equivalent; no SDS or certificate of insurance is required. No specific packaging format is mandated; packaging should ensure safe arrival without damage.

MB484555 Question and Answer Document

Seamless 21-6-9 Stainless Tubing

Questions and Responses

No. Question and BNL Response

1 Question: The SOW leaves price and lead time to the PO (item 8), and no delivery date is stated. Is there a required delivery date? Seamless 21-6-9 in this size is usually a mill run, and mill quotes for this kind of order often run about 12 to 20+ weeks ARO. Will BNL accept the offeror's proposed lead time, and could you give delivery relief if needed?

BNL Response: Extended lead times that are associated with a mill run are acceptable. Proposal should aim to deliver as fast as reasonably possible given the manufacturing constraints.

2 Question: Will BNL accept tube certified to ASTM A269/A269M-25 and also to AMS 5562 (seamless 21-6-9)?

A269 calls for heat-treated (annealed) tube, while much aerospace 21-6-9 stock is cold-worked. Please confirm that annealed per A269 is required, or say whether cold-worked would also be acceptable.

BNL Response: BNL is open to accepting either specification. Annealed tubing is preferred.

3 Question: SOW item 4 asks for 42 ft straight lengths. Is there a length tolerance (for example, 42 ft +/- a stated amount)? If the mill cannot produce 42 ft, would BNL accept shorter straight lengths (for example, 20 to 25 ft) or random lengths with a stated minimum?

BNL Response: 42' -6"/+12". We may consider a few feet smaller (~40 ft), but cannot accept substantially shorter length. Preference is to meet the full 42' requirement.

4 Question: The notice asks for country of origin, and the BSA Commercial Terms include FAR 52.225-1. Is a domestic end product required (US melt and manufacture), or will BNL consider a foreign-origin offer if its country of origin is stated?

BNL Response: Foreign offers will be considered.

5 Question: SOW item 7 says shipment is at BNL's expense. Should we quote FOB origin with freight collect on a BNL carrier or account, or prepay and add freight as a separate line? Please also confirm the ship-to and receiving location (Bldg. 98, Rochester St, Upton, NY 11973). Because of the 42 ft lengths, this will need long-length LTL or flatbed freight.

BNL Response: If the quote is a foreign product shipping from outside the USA, the Offeror should include shipping costs in their firm-fixed price quote. BNL uses Interfreight as a broker for international shipments to handle import duties, taxes, etc. BNL would be listed as the importer of record. If this is a domestic product, BNL has accounts with LTL/freight carriers that would be included on the purchase order.

6 Question: We could not find any insurance requirement in the BSA General Terms for Commercial Products and Services (Rev. 25.0). Please confirm that no certificate of insurance is required for this supply-only order.

BNL Response: Confirmed.

7 Question: Please confirm quotes should be emailed to MBRYAN@BNL.GOV by November 10, 2026, 5:00 PM ET.

Is there a required quote form or format? How long should quotes remain valid? Are partial shipments acceptable?

BNL Response: Confirmed. No required form - you may submit on your standard quote template as long as it is clear what you are offering to BNL. Quotes shall remain valid for 45 days. Partial shipments should be acceptable.

8 Question: Do the standard ASTM A269 OD and wall tolerances apply, or are tighter tolerances required?

BNL Response: Standard tolerances apply.

No. Question and BNL Response

9 Question: SOW item 5 calls for eddy current testing per A269. Will the eddy current test be accepted in place of the hydrostatic test (A269 allows either)? Is any other test required, such as hydrostatic, flare/flange, or hardness?

BNL Response: A certificate of conformance which includes a chemical analysis of the lot and a dimensional check is expected.

10 Question: Will BNL accept a mill test report to EN 10204 3.1 (or equivalent) as the chemical composition and inspection report, together with our Certificate of Conformance? Is an SDS required with delivery per Article 20(b) for this tube?

BNL Response: Yes, we will accept the mill test report. Would the SDS be for the metal itself or chemical used to process the material?

11 Question: Does the mill test report need to be traceable to a specific heat or lot, and is a separate dimensional inspection report needed in addition to the certificate of conformance?

BNL Response: Yes, the mill test should be traceable to a specific heat / lot. A small sample of dimensional inspection is expected.

12 Question: What packaging or marking do you need for the 42 ft lengths: capped, crated or tubed?

BNL Response: The tubes should be packaged at the contractor’s discretion such that they arrive safely at BNL without damage.

13 Question: The Q&A asks whether the SDS is for the metal or the processing chemicals. Can we assume none is needed for the tube itself, or is an SDS for the metal expected with delivery?

BNL Response: An SDS is not expected for the 21-6-9 material

14 Question: Is annealed A269 tube required for award, or will cold-worked AMS 5562 be rated technically acceptable under LPTA? The Q&A says either is acceptable, with annealed preferred.

BNL Response: Both would be considered for award. Depending on the competitiveness of the proposal, a follow-up discussion may be warranted.

15 Question: Q&A 9 only asks for a CoC with lot chemical analysis and a dimensional check, but SOW item 5 calls for eddy current testing. Should our quote include eddy current test documentation?

BNL Response: Apologies for any confusion. The eddy current test is required. Dimensional, chemical, and a general C of C is required in addition to the eddy current testing.
