ITEM 824.401(Cont.)

Rectangular Rapid Flashing Beacon (RRFB)

General Requirements:

• The RRFBs shall consist of two-sided units with rapidly and alternately flashing rectangular yellow indications having LED-array based pulsing light sources, and shall be designed, located, and operated with the detailed requirements specified herein and on the plans. The RRFBs shall have two LED-array indications visible to approaching vehicles and shall have one LED-array indication visible to pedestrians in crosswalks to give confirmation that the RRFB is in operation. The RRFB units shall be manufactured by Carmanah (Model: R920), or approved equivalent. The units shall be painted black.

Each RRFB shall be located between the bottom of the W11-2 sign and the top of the supplemental downward diagonal arrow sign (W16-7p).

Beacon Flashing Requirements:

• When activated, the RRFB indications shall flash in a rapidly alternating “wig-wag” flashing sequence (left light on, then right light on).

• As a specific exception to the 2009 MUTCD Section 4L.01 requirements for the flash rate of beacons, RRFBs shall have a much faster flash rate. Each of the yellow indications of an RRFB shall have 70 to 80 periods of flashing per minute and shall have alternating but approximately equal periods of rapid pulsing light emissions and dark operation. During each of its 70 to 80 flashing periods per minute, the yellow indication on the left side of the RRFB shall emit two slow pulses of light after which the yellow indications on the right shall emit four rapid pulses of light followed by a long pulse.

• The flash rate of each individual yellow indication, as applied over the full on-off sequence of a flashing period of the indication, shall not be between 5 and 30 flashes per second, to avoid frequencies that might cause seizures.

• The light intensity of the yellow indications shall meet the minimum specifications of

Society of Automotive Engineers (SAE) standard J595 (Directional Flashing Optical

Warning Devices for Authorized Emergency, Maintenance, and Service Vehicles) dated January 2005.

Beacon Operation:

• The RRFBs, normally dark, shall initiate operation via pedestrian push button actuation, and shall cease operation at a predetermined time limit. This time limit shall be initially set as noted on the plans. The following example is provided to clarify this operation:

If the predetermined flash period is set for 20 seconds and a new actuation is received when the RRFBs have already been flashing for 12 seconds, a new 20-second period will immediately commence, thus resulting in a continuous flashing duration of 32 seconds. If the predetermined flash period is set for 20 seconds and a new actuation is received 1 second after the RRFBs have ceased flashing, a new 20-second period will immediately commence, thus resulting in a flashing duration of 41 seconds with a 1-second interruption.

• All RRFBs associated with a given crosswalk shall, when activated, simultaneously commence operation of their alternating rapid flashing indications and shall cease operation simultaneously via a wireless communication system.

Beacon Power Source:

• Power for the RRFB shall be solar, no AC power required.

• Top-of-post mounted solar panel. Solar package shall be sized by manufacturer using location and load based calculation software.

• Batteries per manufacturer’s recommendations.

• Communication between units shall be wireless.

Warranty:

• Three year system warranty.

Pedestrian Push Buttons

Pedestrian push button controls shall be raised from or flush with their housings and shall be a minimum of 2 inches in the smallest dimension. The force required to activate the controls shall be no greater than 5 pounds. The pedestrian push buttons shall be per Town standard, manufactured by Campbell Company (Model: 200), or approved equivalent. The pedestrian push button housing shall be painted yellow.

Pedestrian push buttons shall be located as close as practicable to the sidewalk curb ramp serving the controlled crossing and shall permit operation from a clear ground space.

A maximum mounting height of 42 inches above the finish sidewalk grade shall be used for pedestrian push buttons.

Supports

Supports for the RRFBs and signs shall be 2 inch square tube (P-5) breakaway post, with die-cut knockouts. The posts shall be 12 gauge, hot-carbon steel conforming to the requirements of ASTM A1011, Grade 50. Galvanizing shall be in accordance with ASTM A653, Coating

Designation G140 with a minimum coating of 1.4 ounces per square feet total of zinc on both sides under triple spot tests.

Posts shall be welded directly in the corner by high frequency resistance welding or equal and externally scarfed to agree with standard corner radius 5/32” +/- 1/64”. The corner weld and holes shall be zinc coated after scarfing operations.

The die-cut-punch knockouts shall be 7/16 inch diameter, 1 inch on center. The knockouts shall be on all four sides of the posts.

The anchor assembly shall a 2 inch square by 3 foot long, 12 gauge, hot dipped galvanized.

The anchor assembly shall extend no more that 3 inches above existing grade unless otherwise directed by the Town. A minimum of 30 inches of the P-5 post shall be inserted into anchor assembly.

The posts shall be straight and shall have a smooth uniform finish. It shall be possible to telescope consecutive sizes of posts freely with minimum amount of play.

All bolts shall conform to ASTM-a307, Class A.

Posts shall not obstruct a sidewalk or crosswalk.

System Documentation

The Contractor shall submit to the Engineer two (2) copies of the operating and maintenance instructions for all equipment complete in wiring diagram of the internal, external and field connections of all equipment the Contractor has installed on the project.

Manuals

The Contractor shall supply two (2) copies of operating and maintenance manuals to the

Town.

The Contractor shall advise the Engineer, in writing, of the date of the beginning of the fine-tuning and testing period. This period shall not start until the work at the locations are complete. During this period, the Contractor, under the direction of the

Engineer, shall make necessary adjustments and tests to insure safe and efficient operation of the equipment. This period shall not last for more than 30 days and the Contract completion date has taken this testing period into consideration. No request for final acceptance will be considered until successful completion of the testing period.

The Contractor shall notify the Engineer in writing of the starting date of the fine tuning period prior to the starting date.

Final Inspection and Acceptance

Upon successful completion of the 30 day testing period wherein the Rectangular Rapid

Flashing Beacon installations has operated for 30 days without failure, the Contractor shall notify the Town. The Engineer will make a final inspection of the installations in the presence of the Engineer/ Town, Owner, and the Contractor. An inspection check will be made to ensure that all equipment, materials, installations and operations are in accordance with the construction contract, plans and specifications.

Items to be checked will include, but not be limited to, beacon system operation, documents (wiring diagrams, as-built plans, instruction manuals, parts list, warranties, grounding test report, etc.), signs, pavement markings, and street hardware (posts, bases, housings, brackets, etc.).

The Engineer will notify the Contractor in writing of any items in which the inspection reveals that the work is incomplete, defective, or does not otherwise meet the project specifications.

The Contractor shall perform the corrective actions necessary to achieve final acceptance by the Town. These corrective actions shall be done by and at the expense of the Contractor and within 15 days of the date of the inspection report, unless otherwise approved in writing by the Town.

Guarantee After Final Acceptance

The Contractor shall diagnose (troubleshoot) the system and replace any part of the rectangular rapid flashing beacon equipment found to be defective in workmanship, material or manner of functioning within six months from date of final acceptance of all the installations under this Contract.
