Questions and Answers from DBIO MATOC Virtual Industry Day
Q1: Please discuss the impact on the small business pool, since the above rule will require certification of the small business stature. There seems to be additional requirements for HUBZone firms also.
Q2: We understand from slide #8, that a portion of the $900M will be set aside for a pool of small businesses. We were a little confused by the slide, since it makes it sound like a portion will be set aside, then the last bullet implies that TO's will be competed among all MATOC holders. We assume you mean in their respective pools. If not, then why have a small business pool?
Q3: Assuming you have a small business pool, how will you allocate the task orders, since most small businesses cannot bond a $90M project and if they could then they would risk losing their small business designation (ie exceed NAICS code size)?
A1-3: We have historically had both small business and large business pools in the MATOC.
Depending on small business bonding capacities, a capped task order amount is set for the small business pool that only they are allowed to compete for award. The actual amount of that will be determined at a later date. However, all successful offerors will be able to compete for all task orders, assuming they have sufficient bonding capacity.
For example, if our market research indicates a threshold for small business bonding capacity should be $25M, then only small businesses will be able to compete for task orders issued for under than $25M. However, those same small businesses could compete for any of the task orders if they could secure sufficient bonding at time of competition for that task order
Q4: What is the anticipated RFP release date?
A4: Late Fall 2020
I sent in a list of questions – did you get those? A Cubed May 17th.
Q5: Will there be a solicitation for a MATOC per region? Or a single nationwide MATOC?
A5: We intend to have one nation-wide solicitation for this MATOC.
Q6: Will there be a SEED project as part of the solicitation process?
A6: Yes, it will be part of the second phase of the acquisition. The first phase will consist of determining the most qualified offerors based on responses to the RFP. Details of the seed project will be included for the second phase.
Q7: What about impact of FAR Council recent ruling?
A7: Need more information on which FAR Council ruling in order to respond properly?
Q8: Will commissioning requirements be included in the MATOC or is owner direct contracting with commissioning agent?
A8: Our intent is to have the commissioning requirements included in the MATOC
Q9: Are you going to have an on ramp - off ramp?
A9: No, we do not intend to have an on ramp-off ramp as part of this MATOC.
Q10: Will A/E experience be included/evaluated as part of the solicitation process?
A10: Yes, it will be part of the criteria used during the first phase of the solicitation. Please note, however, that those criteria are still in development as we continue to refine this program
Q11: Why is USACE, in particular, Little Rock District, moving towards this type of strategy now within the healthcare program?
A11: The Little Rock District is pursuing this on behalf of the Defense Health Agency, based on lessons learned and experiences from the Air Force Medical Program. This is the fifth iteration of the DBIO MATOC, and we are confident in its model based on passed successes.
Q12: Is MATOC 4.0 terminated?
A12: No, MATOC 4.0 still has approximately two years remaining. We are beginning the process of MATOC 5.0 now to ensure we have capacity prior to that expiring.
Q13: Will this contract be used for the large VA hospitals coming up?
A13: No, this MATOC is to support Defense Health Agency portfolio
Q14: Did not get the list of 4.0 - can you send the incumbents out to everyone.
A14: Yes, it will be posted on betaSAM.gov
Q15: Will the questions and responses be posted on beta.SAM.gov?
A15: Yes, it will be posted on betaSAM.gov
Q16: How much volume was issued under the previous contract in $ and # of projects?
A16: On average we have awarded 6 task orders per year under the MATOC totaling between
$140M and $160M annually.
Q17: You mentioned RFP starting late Fall. Is that Phase I RFQ process late Fall, or does Phase I start sooner?
A17: Yes, we intend to issue the RFP for Phase 1 in late fall 2020.
