About this file
This is a Material and Labor Bond form issued by the City of Pasadena for use in conjunction with a competitive sealed bid procurement for Reverse Osmosis, Degasification and Ion Exchange System Support Services at the Glenarm Power Plant. The bond serves as a guarantee that the principal contractor will pay for all labor, materials, equipment, transportation, and services required under the contract with the City of Pasadena. The scope of work includes bi-monthly preventative maintenance visits, emergency and maintenance service calls, supply of reverse osmosis pre-treatment chemicals and powdered resin, offsite cleaning of reverse osmosis and gas transfer membranes, and provision and maintenance of ion exchange tanks. The pre-bid meeting is scheduled for February 11, 2026 at 8:30 a.m. (non-mandatory), with questions due by February 19, 2026 at 3:00 p.m., and sealed bids due by 2:00 p.m. on Friday, February 27, 2026. The initial contract term is three years from the date of execution with no optional extension periods. Bidders must submit pricing for 16 line items, and bids will remain open for a minimum of 180 calendar days from the date of opening.
The bond form specifies that the surety will pay for any unpaid materials, labor, supplies, and amounts due under the Unemployment Insurance Act up to the bond amount, with reasonable attorney's fees to be fixed by the Court. The bond benefits any persons entitled to file claims under California Civil Code Section 9100 et seq. and grants them the right of action in any suit brought upon the bond. A 100% labor and materials bond is required as part of the bid package, along with a bid bond in the amount of five percent of the total bid price and 100% performance bonds. Award will be made to the lowest responsive and responsible bidder, and successful bidders must comply with the City of Pasadena Living Wage Ordinance (applicable when contract total exceeds $25,000), obtain a Pasadena Business License if performing services within the City, and submit proof of required insurance prior to contract award.
